In the region, DOLE-6 is leading the initiative. After profiling these children, it refers them to various government agencies based on their specific needs. According to Regional Director Ramir Uytico, despite recent weather disturbances from Typhoon Carina and the southwest monsoon which increased water levels in several areas, no schools were adversely affected. Hernani Escullar Jr., the information officer of DepEd Region 6, said, “We are ready, 100 percent ready. Our schools are all set for the opening of the school year despite the challenges posed by last week’s storm and localized flooding due to intense rainfall.” As of July 24, DepEd Region 6 has registered 1,284,918 learners, distributed among public schools, private institutions, and state and local universities and colleges. The enrollment figures for this academic year show 633,890 learners in elementary, 435,474 in junior high school, and 215,554 in senior high school. The total includes students enrolled in 4,057 public schools, 969 private schools, and 12 local and state universities and colleges in the region. Engr. Sonny Boy Oropel, the regional director, said the cracks were superficial. Still, he said ongoing remedial measures are being implemented to maintain safety. Oropel said Monolithic Construction & Concrete Products, Inc., the contractor currently performing jet grouting repair works on the flyover, has been instructed to remove any parts of the parapet wall where cracks appear to prevent debris from falling. Additionally, DPWH-6 plans to install safety nets around piers 9, 10, 4, 5, and 6 to catch any potential debris and protect the traffic and pedestrians below. An inspection last week revealed the extent of the cracks. Jet grouting and vibrations from traffic have led to their development. The Ungka flyover is undergoing jet grouting repair due to vertical displacement at its piers 4, 5, and 6. “We have made necessary adjustments to correct these issues, and we are closely monitoring the situation with our contractor to ensure safety. I assure all commuters and the public that the flyover is still safe for light vehicles, and we will promptly restore any affected parts of the parapet wall following the jet grouting process,” said Oropel. DPWH-6 is currently 72 percent through with Phase 1 of the jet grouting, aiming to complete it by the end of August 2024. Plans for a bidding process for the next phase are set for the same month, focusing on the affected piers. Engr. Adam Abinales of Abinales Associates Engineers + Consultants recommended installing additional bored piles at piers 4, 5, and 6 to further stabilize the structure. This process may require the removal and replacement of existing pre-stressed concrete girders to accommodate the large equipment needed for drilling. Abinales advised that the additional piles should extend up to a depth of at least 40 meters, compared to the current depth of 26 to 28 meters at the affected piers. Notably, a new BJMP facility is under construction in Leganes, Iloilo, which will soon replace the current Iloilo City District Jail located in Barangay Ungka, Jaro, Iloilo City. Furthermore, a new jail facility is slated for construction next year in San Carlos City, Negros Occidental. “We have an approved budget for next year that will enable us to construct more jail facilities in the region,” said Dalojo. To ensure proper treatment of PDLs despite the congestion and alleviate concerns from their family members, BJMP is focused on humane safekeeping and the development of PDLs within the facilities, he stressed. Dalojo said the management approach has shifted from punishment to rehabilitation, with emphasis on providing good treatment to PDLs and offering programs and trainings for their reintegration into the community. Data from DILG-6, as of July 2024 showed 3,045 barangays have already set up their HAPAG gardens. The initiative targets the integration of food security measures to alleviate hunger in communities. DILG-6 director Juan Jovian Ingeniero issued a memorandum urging all barangays to adopt this program by setting up vegetable gardens to meet the residents’ food security needs. Ingeniero emphasized the importance of urban barangays, which have denser populations and a higher demand for food, to establish even small-scale gardens. “One of the mandates of each barangay is to assist our less fortunate citizens to at least alleviate hunger and ensure they have food daily. The HAPAG aims to support our fellow citizens in this aspect,” he pointed out. He further explained that once a barangay establishes a vegetable garden, there would be less need for the barangay officials to request assistance from the local government unit (LGU) level to purchase food for their impoverished residents. If aid is requested, it would be a considerably smaller amount. Ingeniero said installing a vegetable garden at the barangay level is mandatory under the Local Government Code, as part of the barangay officials’ obligation to implement programs, projects, and initiatives that improve the livelihood of their residents. The bill, which aims to legalize the use of cannabis for treating various medical conditions, has stirred discussions among Iloilo’s representatives. Second District’s Cong. Michael Gorriceta supported the bill, emphasizing the potential benefits of medical cannabis for patients needing alternative treatment options. “I am confident that the use of medical marijuana will not be abused, given the stringent regulations outlined in House Bill 10439,” Gorriceta told Panay News. Under the bill, only qualified patients diagnosed by accredited physicians are eligible to receive medical cannabis as treatment. Furthermore, the bill stipulates that violations of its provisions could result in fines ranging from P500,000 to P1 million and imprisonment from six months to six years. “This drug is strictly regulated and can only be used by persons who badly need it,” added Gorriceta, asserting that the government will enforce strict compliance once the bill is approved by the Senate and signed into law by President Ferdinand “Bongbong” Marcos Jr. Third District’s Cong. Lorenz Defensor also voted in favor, citing the opportunity for patients to benefit from legitimate medical use of marijuana. He also stressed that the use would be “under supervision”, as mandated by the bill. Fourth District’s Cong. Ferjenel Biron, a medical doctor, supported the bill for its potential to aid patients requiring pain management. He, however specified that his vote was solely for medical use involving imported formulations, not local cultivation. Attempts by Panay News to interview 1t District’s Cong. Janette Garin, 5th District’s Cong. Raul Tupas, and Kabataan party-list’s Cong. Raoul Manuel were unsuccessful at the time of reporting. However, Garin, also a physician, previously acknowledged the medical benefits of marijuana, particularly for conditions like seizure disorders. “There certainly are medical benefits, especially for those with seizure disorders who face high costs for treatment,” Garin stated in an earlier interview. Moreover, Garin expressed concerns about regulating marijuana cultivation, preferring it to be confined to government-controlled areas to prevent misuse, instead of private cultivation. For his part, Manuel previously told Panay News, “There are studies saying that medical marijuana can help patients in need so as a legislator, I believe that we should listen to those studies. He also stressed the importance of differentiating medical marijuana from recreational marijuana so as to allay the fears of those warning that there could be potential abuse. The bill also establishes a Medical Cannabis Office, responsible for issuing prescriptions for medical cannabis after verifying that the physician is not on the Dangerous Drugs Board’s watch list. The financial assistance, amounting to P3.98 million, was handed over at the provincial capitol on Monday by Provincial Administrator Raul Banias and Dr. Darel Tabuada, head of the Provincial Veterinarian’s Office (PVO). The recipients were the towns of Barotac Viejo, New Lucena, Santa Barbara, Dingle, and Banate, which have been reclassified from red to pink zones by the Bureau of Animal Industry (BAI). Pink zones are areas adjacent to confirmed ASF-infected locales but have not detected the disease themselves. As part of the recovery efforts, each qualifying farmer will receive two piglets, which are to be purchased by their respective local government units (LGUs) using the allocated funds. Tabuada emphasized the importance of sourcing these piglets locally to leverage their acquired immunity against ASF. “We have strict criteria for this program, and our staff at the PVO have conducted thorough validation,” Tabuada said. “Eligible farms must meet Biosecurity Level 1 requirements to ensure we mitigate any further spread of the ASF.” The aid is part of a broader strategy to help the province rebound from the severe impacts of ASF, which shifted Iloilo from a net exporter to an importer of swine. “Our goal is to regain our footing in the swine industry, which has been heavily hit since the ASF outbreak in October 2022,” Banias said. In addition to the immediate aid, the PVO has plans to expedite the release of funds for other municipalities that are eligible to participate in the sentinel program, contingent on the submission of necessary documentary requirements to the provincial government. Gov. Arthur Defensor Jr. has allocated a total of P10 million for the sentinel program across 14 municipalities. Each farmer beneficiary in these areas is set to receive two piglets at a cost of P6,000 each. The 14 municipalities have a combined total of 835 farmer beneficiaries under the program. Dr. Azucena Dayanghirang, the assistant secretary and executive director of NNC, said BNS are key in the local implementation of nutrition programs. She spoke at the 2nd BNS Convention held on Thursday morning, August 1, in Iloilo City. “The implementation of the PPAN from the national down to the barangay level is crucial for our province’s progress. Each BNS plays a critical role in ensuring the success of these nutrition initiatives,” said Dayanghirang. PPAN 2023-2028 is a strategic, multi-sectoral, multi-level and directional plan to address all forms of malnutrition and also a framework for action and guide for government’s commitment in addressing food and nutrition security challenges. The convention, themed “BNS: Bayani ng Nutrisyon at Serbisyo, Bida sa Pagsulong ng PPAN tungo sa MoRProGRes ILOILO,” saw the participation of around 1,300 nutrition scholars from various barangays. The BNS are tasked with a range of responsibilities, from conducting regular monitoring and evaluation activities like Operation Timbang Plus, to nutrition advocacy and awareness campaigns. These activities are fundamental in ensuring effective community response to malnutrition. Dr. Maria Socorro Colmenares-Quiñon, under whose leadership the convention was organized by the Iloilo Provincial Health Office (IPHO), reiterated the commitment of local government units to support the BNS. “Our nutrition scholars are instrumental in our fight against malnutrition. They are the frontlines, bringing essential nutrition services directly to the people who need them the most,” she said. The convention also addressed the multi-sectoral approach required to tackle malnutrition, calling for enhanced collaboration among local government units, healthcare providers, and community leaders to prioritize nutrition and health. Highlighting the broader impact of the BNS’s work, Dayanghirang outlined various PPAN interventions planned for the next five years, including the establishment of community food gardens, improvement of maternal health services, and social behavior change programs for nutritional education across all age groups. This initiative is in line with the provincial government’s “MoRProGRes Iloilo” development mantra, which aims to uplift the overall health and wellbeing of the Iloilo community through strategic, integrated, and community-focused nutrition actions. PPAN Interventions to Combat Malnutrition Dayanghirang outlined a comprehensive suite of interventions under the PPAN aimed at addressing malnutrition across various provinces including Negros Occidental, Iloilo, and Antique. The PPAN framework focuses on four key areas: healthier diets, better practices, improved access to quality services, and an enabling environment. These interventions are designed to promote healthier diets through increased availability, accessibility, and affordability of nutritious foods. Key strategies include the establishment and maintenance of food gardens in schools, communities, and workplaces; completion of farm-to-market roads; enhancement of market infrastructures; and the implementation of the KADIWA program, which ensures food availability at affordable prices especially in low-income communities. Additional measures involve dietary supplementation, food stamps or cash transfers, food fortification, and strict monitoring of the Philippine Milk Code (EO 51). In terms of adopting better nutritional practices, the NNC encourages the adoption of behaviors that contribute to optimal health and well-being. This includes comprehensive maternal health packages, promotion and counseling for infant and young child feeding, community support for breastfeeding, and integrated social behavior change programs targeting various demographic groups from infants to older adults. To improve access to quality services, the plan integrates maternal and child health services with nutrition services in schools and community settings. Initiatives also cover growth monitoring, adolescent health programs, family development sessions, and the management of acute malnutrition among older adults. Creating an enabling environment is another critical aspect of the PPAN. This involves establishing and utilizing an integrated data management system for health, food security, nutrition, and social protection to inform decision-making.
