Calls to suspend the PUVMP have surfaced in the Senate, following concerns raised about its implementation. Other transport stakeholders, however, are anxious. They warned that the suspension could lead to the bankruptcy of transport cooperatives or corporations already mired in bank loans. Senate President Francis Escudero, during the Senate Committee on Public Services hearing on Tuesday, July 23, prompted committee chair Sen. Raffy Tulfo to propose a resolution requesting President Ferdinand Marcos Jr. to halt the PUVMP temporarily. The move came after notable discrepancies were highlighted during the program’s rollout, which has faced criticism for its impact on local transport groups. Warren Gangoso, president of Manibela Panay United and the Villa Transport Association, welcomed the suspension proposal, citing negative experiences among members, some of whom have already left consolidated cooperatives or corporations due to unbearable conditions. “Our request is for the government to refine the program because we have many negative experiences with it,” Gangoso told Panay News. He clarified that while his group is not against the government’s transport modernization efforts, they seek a more robust and transparent system addressing cooperative-related financial and management issues before fully committing to the modernization drive. Gangoso, attended the Senate committee hearing on July 23, cited as example the P500 daily dividend promised to operators should they join transport cooperatives as consolidated members; this has not been fulfilled. But not all in the transport sector are happy with the Senate’s plan to call for PUVMP suspension. Raymundo Parcon, president of the Western Visayas Transport Cooperative (WVTC), voiced concerns about the financial implications of a suspension. The WVTC, which has taken a P200-million loan from state-owned Landbank of the Philippines for 95 “mini bus” units (so-called “modernized jeepneys), fears the inability to sustain payments if the program is paused. WVTC was given seven years to pay its loan. “Suspending it (PUVMP) now, after we’ve complied with the government’s modernization initiative, is painful for us,” Parcon said. WVTC is actually being allowed by the Land Transportation Franchising and Regulatory Board (LTFRB) to operate 552 mini buses; what it has bought so far and are operational is just 17 percent of this. “Modernization man bala, bag-uhon ang tanan. During the same Senate committee hearing, Escudero criticized the modernization plan as ill-conceived, pointing out the financial burdens it imposes on operators and drivers, with a vehicle cost of P2.5 million each being unfeasible under current conditions. He proposed a resolution to pause the PUVMP until all financial and operational concerns are thoroughly addressed. But Rizalito Alido, president of the Western Visayas Federation of Transport Cooperative and Corporation, hopes for an exemption for Iloilo City from the suspension, citing a local ordinance that implements an enhanced Local Public Transport Route Plan. The suspension could lead to the bankruptcy of transport cooperatives, he warned. Alido, who also serves as consultant of the Iloilo City Alliance Operators and Drivers Transport Cooperative (ICAODTC), this group may be forced to seek subsidy from the government to pay its bank loan. ICAODTC is operating 28 mini buses, costing P2.40 million each. The PUV modernization program, which overhauls the franchising system for safer and more comfortable public transportation, has been met with resistance from several stakeholders in the transport sectors, citing financial and livelihood displacement. Individual jeepney operators are required to give up their franchises in favor of consolidated transport cooperatives or corporations. But according to the Philippine Statistics Authority (PSA), there are still people in Western Visayas without it, their birth not having been registered. PSA-6 is thus encouraging most especially underprivileged groups, including indigenous peoples, Muslim Filipinos, senior citizens, and residents of geographically-isolated and disadvantaged areas (GIDAs), to participate in its Birth Registration Assistance Project (BRAP). A birth certificate is also crucial for accessing government benefits and assistance, said Nelida Amolar, officer-in-charge of PSA-6. Started in February 2022, BRAP aims to facilitate late registration of births for those who have never been registered. “The objective of this project is to allow people, especially from vulnerable sectors living in remote areas, to register their births late,” explained Amolar. Tackling the problem on unregistered births is being viewed with urgency now due to an ongoing Senate investigation that has caught national attention – the real identity of suspended Bamban, Tarlac mayor Alice Guo. Her nationality is being doubted and her late birth registration is being questioned. In Western Visayas, BRAP has so far successfully provided 28,226 individuals in the region with birth certificates, according to the PSA-6. The event, held at the Western Visayas Agricultural Research Center (DA-WESVIARC) in the Jaro district on Wednesday, July 24, was themed “Innovate Visayas: Food Security Through Right Mechanization.” It showcased a broad spectrum of agricultural machinery, ranging from land preparation to post-harvest tools, aimed at advancing modern agricultural practices across the region. The primary goal of the showcase was to streamline and simplify farming operations, thereby boosting productivity and maximizing farmers’ revenues. Among the technologies displayed were drone seeders, brown rice mills, tractors, precision seeders, mounted sprayers, lifting machines, and cultivators, all available for acquisition by various farmer cooperatives and associations. Currently, the journey to Caticlan, Malay, Aklan, the gateway to Boracay, requires about five hours. This duration is expected to be shortened by two hours upon the project’s completion. The construction of the 41-kilometer Lambunao-Valderrama road began in 2017, facilitated by then Iloilo 3rd District congressman and now governor Arthur Defensor Jr., who secured funding for the project. The initiative has continued under the direction of his brother, Cong. Lorenz Defensor. Stunting, or low height-for-age, reflects chronic or recurrent undernutrition often linked to poverty, poor maternal health, frequent illnesses, or inadequate early-life nutrition and care. According to the World Health Organization, stunting limits children’s physical and cognitive potential. On the other hand, wasting – characterized by low weight-for-height – generally indicates severe and recent weight loss and may be caused by insufficient quality and quantity of food or chronic illness. The IPHO data revealed that out of 148,902 children assessed under Operation Timbang (OPT) Plus last year, 7,204 were found to be stunted while 1,727 were wasted. Quiñon said majority of affected children come from impoverished families unable to afford protein-rich diets. In response to the high rates of malnutrition, IPHO has continued to extend technical assistance to local government units to develop nutrition programs and plans, including feeding programs. In collaboration with the National Nutrition Council and the World Bank, they also conduct feeding programs for children and pregnant women. Dr. Wendel Tupas-Marcelo, Provincial Health Officer I, noted that the geographical remoteness of Carles, which includes 18 island barangays among its 33, complicates the delivery of governmental programs and services. The awards were presented during a ceremony at the Grand Xing Imperial Hotel in Iloilo City on April 12, as part of the 123rd Semana sang Iloilo celebrations. Vice Gov. Christine Garin, who chairs the Provincial Legislative Awards Committee (PLAC), led the event. The search was divided into two categories, with Category A for component cities and first- to second-class municipalities, and Category B for third- to sixth-class municipalities. Text Any textual data included in the document LEAST SERVED ROUTES; LTFRB: Unconsolidated jeepneys can operate in 259 WV routes By Ime Sornito -Friday, July 26, 2024 ILOILO City – The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized unconsolidated traditional jeepneys and UV Express vehicles to operate on routes with a low number of authorized units (NAUs) in Western Visayas. The region has 259 such routes, with only one to four units in operation, according to LTFRB Region 6 legal counsel and spokesperson Atty. Salvador Altura. This decision predominantly affects routes in mountainous areas and some town centers where alternative transportation is abundant, discouraging operators from adding more units due to potential losses. “In the mountains, vehicles often make just one trip up and down. In urban centers, the situation is different,” explained Altura. The LTFRB has decided against requiring these individual operators to consolidate their units, as they do not meet the 15-unit threshold necessary to apply for consolidation. “They are not required to consolidate. Low NAU areas do not require consolidation, meaning their operations can continue as long as they renew their registration,” Altura stressed. In April, LTFRB chairperson Atty. Teofilo Guadiz III issued Board Resolution No. 053, Series of 2024, which includes provisions under Memorandum Circular 2020-084 allowing for the application of consolidation with fewer than 15 units if the existing NAU on the route is below this number. The resolution also permits the acceptance of consolidation applications involving less than 15 but no fewer than 10 units, with an affidavit of undertaking to complete the required units within three months from the filing date. These measures aim to ensure that transportation remains available on routes with low NAUs without forcing operators to consolidate, supporting both passenger demand and operator sustainability in less populated or less profitable areas. Based on LTFRB data, the following are the general area breakdown of the 259 routes with low NUA (with only one to four PUJs or UV Express operating): * Iloilo City – one route * Iloilo Province – 30 routes * Capiz – 23 routes * Aklan – 16 routes * Guimaras – 91 routes * Bacolod City – 12 routes * Negros Occidental – 56 routes * Antique – 30 routes Previously, throughout LTFRB’s push for the PUVMP, it had repeatedly declared that non-consolidated traditional jeepney units will be prohibited from operating. The jeepney started as remodeled army vehicles left behind by US forces after World War II, and became a showcase of Filipino ingenuity and resourcefulness. Mainly patronized by low- to middle-income passengers, it has become the core of Philippine public transport. The modernization of Philippine public transport aims to minimize air pollution and improve public transport safety. Most jeepneys were not compliant with smoke emission and safety standards. Initiated in 2017, this ambitious modernization project aims to replace traditional jeepneys with vehicles featuring at least Euro 4-compliant engines to reduce pollution and enhance roadworthiness, as per the standards of the Land Transportation Office.
