There have been 4,595 cases recorded from January 1 to August 10, 2024, with 10 associated fatalities, data from the Iloilo Provincial Health Office (IPHO) showed. This marks a sharp rise from the 1,095 cases and one death reported during the same period in 2023. Gov. Arthur Defensor Jr. confirmed the outbreak during a press conference on Wednesday morning, stating that the province had surpassed both the epidemic and alert thresholds. “We are in the midst of an outbreak,” he declared. The most recent data showed a sharp surge – 994 new cases recorded in just one week, from August 4 to August 10. Dengue fever is a mosquito-borne viral disease that can vary in severity. Mild cases may cause high fever, rash, and muscle and joint pain, while severe forms, known as dengue hemorrhagic fever, can lead to severe bleeding, a sudden drop in blood pressure (shock), and death. Defensor announced that the provincial government, along with the 43 municipalities including Passi City, would escalate dengue response measures. This includes intensified case surveillance and management efforts to swiftly address the growing number of cases. On August 9, the provincial government issued Memorandum No. 10, which raised the Provincial Disaster Risk Reduction and Management Operations Center (PDRRMOC) to blue alert status effective immediately. The heightened alert is a proactive measure to ensure that all relevant agencies and sectors are on standby to monitor and address the situation effectively. According to the latest data from the Department of Health (DOH) Western Visayas, Iloilo has recorded 3,914 dengue cases. The province is preparing to declare a dengue outbreak, as 36 of its 43 towns have surpassed alert and epidemic thresholds. Dr. Rodney Labis, head of the Health Services Division of the Iloilo Provincial Health Office (IPHO), explained that dengue cases tend to rise every three to five years based on epidemiological patterns. “Every three to five years, dengue cases tend to increase,” Labis noted, highlighting that the current surge is consistent with historical trends. From January to August 3, the IPHO recorded 3,608 dengue cases and six deaths. This represents a 242% increase compared to the 1,056 cases reported during the same period last year. Historical data shows peaks in dengue cases approximately every few years, with 22,000 cases recorded in 2019 and lower counts in subsequent years. Labis explained the four serotypes of dengue. He mentioned that if a person is infected with one serotype, they gain lifetime immunity to that serotype but are not immune to other serotypes. If a town is infected with one serotype, it may develop immunity and not trigger an outbreak. However, if a new strain of dengue enters the area, it could cause an outbreak because the residents lack protection against it. Addressing the variation in dengue cases across different areas, Labis noted that local factors, such as solid waste management and community practices, play a role. He highlighted that Passi City and Lambunao have seen significant increases in cases this year, while New Lucena has reported fewer cases. Labis suggested this could be due to effective solid waste management and community practices or that residents might have immunity to one strain of the dengue virus, which is protecting them. Cornelio Salinas, head of the Iloilo Provincial Disaster Risk Reduction and Management Office (PDRRMO), explained in a local radio interview that the Blue Alert status will mobilize member councils to closely monitor dengue incidence rates across their respective areas. The Department of Health (DOH) – Western Visayas led by Regional Director Adriano Suba-a, conferred the award during the 2024 Local Health Systems Awards on November 8 at Smallville 21, Iloilo City. The recognition, which included a plaque of recognition and a P600,000 cash prize, was received by Iloilo Provincial Health Office (IPHO) head Dr. Maria Socorro Colmenares- Quiñon, Provincial Health Officer I Dr. Wendel Tupas-Marcelo, Dr. Rodney Labis of IPHO’s Health Service Delivery Division, and League of Municipalities of the Philippines (LMP) – Iloilo Chapter president Mayor Rosario Mediatrix Fernandez of San Enrique town. Iloilo was also awarded a plaque for “Good Practice in Health 2024” for various impactful health initiatives. The province topped several program categories, underscoring its commitment to Ilonggo health: * Violence and Injury Prevention Program – achieved a road traffic death rate of 2%, making it the top-performing province * Provincial Epidemiology and Surveillance Unit – attained a 100% fully functional status for epidemiology, surveillance, and health statistics * National Voluntary Blood Services Program – recognized for its “Safe Blood for All” initiative, meeting the 1% blood donation rate performance indicator * National Rabies Prevention and Control Program – recorded the highest number of declared rabies-free areas, with 32 island barangays and islets * Disaster Risk Reduction and Management in Health (DRRM-H) – acknowledged for providing technical support to various agencies in institutionalizing DRRM-H across the province * Orally Fit Children Program – achieved a 102.68% success rate in ensuring oral fitness for children aged 12-59 months Additionally, the Iloilo Provincial Government Family Planning Training Center was honored as the first Provincial Health Office in the country recognized as a training provider for modern family planning services in the region, with a P500,000 cash grant. Iloilo’s Health Promotion Unit was commended for its unwavering commitment to environmental health initiatives, and the province reached a functional level in the Local Health System – Minimum Level Service Delivery 3 (LHS-ML SD3). Text Any textual data included in the document ILOILO – The provincial government is set to declare a province-wide dengue outbreak due to a significant increase in dengue cases. From January 1 to August 3, 2024, the province has recorded a total of 3,608 dengue cases, which includes six fatalities. Notably, in just the week of July 28 to August 3, there were 661 new cases reported, said Dr. Maria Socorro Colmenares-Quiñon, head of the Iloilo Provincial Health Office (IPHO), stressing the urgency of the situation. On August 8, Gov. Arthur Defensor Jr. convened a Provincial Civil Defense Cluster Meeting with department heads to discuss necessary measures to address the continual rise in dengue cases. Thirty-six out of 43 municipalities, including Passi City, have surpassed the alert and epidemic thresholds. The alert threshold serves as an early warning for potential epidemics, while the epidemic threshold indicates a disease occurrence level that requires an urgent response. “Based on the data from our Provincial Epidemiology and Surveillance Unit (PESU), 36 municipalities have breached both the epidemic and alert thresholds. We are planning to declare an outbreak, which necessitates submitting a report to the Department of Health to officially declare a province-wide outbreak,” said Quiñon. Regarding the declaration of a state of calamity, Dr. Quiñon clarified that the IPHO does not determine such declarations as they require the approval of the Sangguniang Panlalawigan. Under the National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum Order No. 60, here are the criteria for the declaration of a state of calamity: * at least 15 percent of the forecasted affected population based on science-based projections needs emergency assistance; * at least 30 percent of the means of livelihood in the agricultural, business and industrial sectors are affected; * damage to critical and lifeline infrastructure/facilities such as major roads and bridges, power stations, potable water supply systems, and telecommunication facilities; * widespread destruction of fishponds, crops, poultry and livestock * disruption of lifelines such as food chains, electricity, potable water systems, other transport systems, communication systems, access to health service, and other related systems that cannot be restored within one week, or in the case of highly urbanized areas where restoration of the above lifelines cannot be done within twenty-four hours; and * significant degradation of the environment and natural resources based on the recommendations of government agencies. With the spike in dengue cases, the IPHO has summoned the Municipal Health Officers (MHOs) and Municipal Disaster Risk Reduction and Management Offices (MDRRMOs) of the 43 local government units to discuss and plan effective dengue management strategies. Text Any textual data included in the document Iloilo Province and Iloilo City have advanced to the final round of the 2024 Most Business-Friendly Local Government Unit (LGU) Awards, organized by the Philippine Chamber of Commerce and Industry (PCCI). The Iloilo Provincial Government and the Iloilo City Mayor’s Office announced their inclusion in the finals on September 18. The awards recognize local government units that have demonstrated exceptional efforts in promoting trade, investment, transparency, and accountability, contributing to inclusive and sustainable economic growth. This recognition is part of PCCI’s annual search, which evaluates LGUs based on four key criteria: fast-tracking sustainable local economic development, ease of doing business, investment promotion, and enhancing sectoral competitiveness. Iloilo Province is one of only five provinces, out of 82 nationwide, to reach the finals in the Province Level Category. Meanwhile, Iloilo City, which was named the Most Business-Friendly City in 2023, is once again a contender under the City Level 1B Category (Highly Urbanized Cities outside NCR). Both the province and the city will present their cases during the final judging on September 23 at Fort Bonifacio, Taguig City. The final evaluation will focus on innovative practices and governance reforms aimed at improving the business environment and fostering partnerships with the private sector. According to the PCCI’s guidelines and criteria, as outlined in a May 31 memorandum from the Department of the Interior and Local Government (DILG), the assessment includes initiatives such as streamlining business permits, utilizing technological innovations, and adopting policies that enhance investment promotion.
