Defensor said leptospirosis cases in the province have actually decreased this year, with 86 cases and three deaths from January 1 to August 10, 2024 — a 49 percent drop from the same period in 2023, which saw 168 cases. The governor attributed this decline to the absence of significant flooding, which typically increases exposure risks. Out of 43 municipalities, including Passi City, 37 have reported leptospirosis cases. The municipalities of Batad, Bingawan, Carles, Leganes, and San Rafael have not reported any cases. The Iloilo Provincial Health Office’s data show that Oton leads with seven cases, followed by Leon with five cases (including one death), and Tigbauan also reporting five cases. This challenge arises from Department of Budget and Management (DBM) regulations that limit retroactive increases to national government employees, requiring local government units (LGUs) like Iloilo to wait until their budgets are approved. Arthur Defensor Jr. explained that although the capitol has potential budget sources for these increases, he must first lobby the DBM to allow retroactivity for LGU employees. “According to the DBM circular, retroactive increases apply only to the national government. For LGUs, increases take effect upon budget approval,” Defensor said. He plans to advocate through the League of Provinces of the Philippines for permission to grant retroactive increases to LGU employees, especially if the LGU, such as the Iloilo province, has sufficient funds. The proposal for the salary increase has been submitted through Supplemental Budget Number 2 to the Sangguniang Panlalawigan (SP) for approval. Upon endorsement, the Salary Standardization Law (SSL) VI will be implemented for the employees. This was formalized during a special meeting of the Provincial Disaster Risk Reduction and Management Council at Casa Real de Iloilo on August 15. Gov. Arthur Defensor Jr. signed a memorandum of agreement with representatives from the uniformed sector, setting up a collaborative framework among various agencies, including the Iloilo Police Provincial Office, Philippine Coast Guard Iloilo, Bureau of Fire Protection Iloilo, the 301st Infantry Brigade of the Philippine Army, the Regional Maritime Unit, and the Philippine Red Cross Iloilo. The SRR-Iloilo Team, which will include a minimum of 16 well-trained search and rescue teams, is tasked with swift deployment during man-made disasters requiring immediate attention. Additionally, the provincial government will provide essential logistical support to facilitate the team’s operations. The team will work closely with local government units, conduct necessary training for emergency responders, and organize joint exercises and drills. A Joint Operations Center will also be established to ensure real-time information exchange, resource allocation, and monitoring of the overall response. The agreement was also signed by several key officials: Iloilo police provincial director Police Colonel Bayani Razalan, Coast Guard Iloilo station commander Jan J. Terazona, Provincial Fire Marshal Fire Senior Superintendent Bartolome Beliran, 301IB commander Brigadier General Michael G. Samson, Police Colonel Ervin Glenn Provido of the Regional Maritime Unit, and Red Cross Iloilo administrator Gilbert Paul Valderrama. ILOILO – Oton has become the fourth municipality in this province to declare a state of calamity due to a dengue outbreak, joining a growing list of areas grappling with the disease. Vice Mayor Jose Neil Olivares confirmed the resolution for such a declaration was passed last week by the Sangguniang Bayan in response to a sharp spike in dengue cases. According to the Iloilo Provincial Health Office (IPHO), from January 1 to August 10, 2024, Oton recorded 223 dengue cases, marking a 248 percent increase from the same period in 2023, when only 64 cases were reported. The most recent data indicated a steep rise in infections, with 58 new cases documented in the week of August 4 to August 10 alone. Dengue is a mosquito-borne viral infection that causes flu-like symptoms and can develop into severe dengue, potentially leading to fatal complications. Oton ranks second in the province for the highest number of reported cases, trailing behind Passi City, which leads with 344 cases and one fatality. Olivares attributes the rise in dengue cases to an increase in mosquito breeding sites, exacerbated by frequent rains since July. He has urged residents to clean potential breeding grounds, especially during the late afternoons. The local government is now poised to use its quick response fund to purchase medicines, chemicals, and campaign materials to distribute across Oton’s 37 barangays. Passi City, Tigbauan, and Miag-ao, have previously declared states of calamity. Additionally, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) passed a resolution on August 15 recommending a province-wide calamity declaration due to the outbreak. This resolution is set to be forwarded to the Sangguniang Panlalawigan (SP) this week for formal approval. As of August 10, IPHO reports a total of 4,595 dengue cases across the province, resulting in 10 deaths — a 320 percent increase from the previous year’s figures during the same period, which saw 1,095 cases and a single death. Forty-one of the 43 local government units in Iloilo, excluding Banate and Tubungan, have exceeded the epidemic threshold, necessitating urgent public health responses. Passi City, which leads with 344 cases, have one death, followed by Oton (233 cases), Dingle (210 cases with one death), Lambunao (201 cases with one death), Dumangas (187), Calinog (183), Barotac Nuevo (172 cases with one death), Janiuay (164), Badiangan (161 cases with two deaths), and San Dionisio (144).
