WHEN THE tribulations feel relentless, for some, it is easier to give up than to confront their circumstances and rise above them. It is easier to question their worth and blame themselves than to question the society that perpetuates the hardship — so the cycle never ends. Charlen Enario Panaguiton is the Community Affairs Officer of the National Commission on Indigenous Peoples. “The obstacles seemed overwhelming at times, and it was hard to envision a way forward amidst such adversity,” shared Charlen Enario Panaguiton, an Ati — one of the indigenous peoples in Panay Island — as she recalled the struggles that brought her into a seemingly endless cycle of despair, believing there was no way out. IN THE LOOP Growing up as an Ati, Indhay Cha, now 34, already felt different from the rest of her peers. Her dark complexion, one of the distinct physical qualities of an Ati, subjected her to “painful” discrimination when she was still a student, becoming one of the hindrances in her academic pursuit. Furthermore, poverty is one of the barriers she had to break. The earnings of her parents from farming and laundry work in Escalantera, San Joaquin, Iloilo were not enough, so there were times when she had to join her parents in charcoal burning to make ends meet. In third grade, she began working as a household helper enduring the loneliness of being away from her family for two years. “I was determined to make the most of every opportunity that came my way,” said Indhay Cha, who despite the things that affected her education graduated cum laude at the West Visayas State University with a Bachelor of Elementary Education – General Education degree in 2007. “First time ko tu, waay pa takon ka-sulod sa KFC kung waay ako gin-dara ni Ma’am Anne (It was my first time. I would have never gone to KFC if it weren’t for Ma’am Anne),” she mentioned narrating how her then cooperating teacher Dr. Antoniette Cortez let her experience one of her fondest memories during college. Dr. Cortez shared, “I used to bring them in restaurants. One day, while we were lining up at KFC to eat, she started crying, only to find out that she was crying because it was her first time eating at KFC.” EBB AND FLOW Thinking that she broke free from those demoralizing encounters, her one year of teaching experience brought her back to her childhood years when she was treated inferior because of her ethnicity. “One time, one of my students naghambal, ‘Maam itom itom sa imu, wala ka naga-paligo?’ Nagkadlaw lang ako (Once, a student sarcastically asked me, ‘Ma’am, why are you so dark? Do you not take baths?’ I just laughed it off),” she recounted. On top of this, she also felt that she was politicized in the application process for a position in an education government office which disappointed her. The combined weight of workplace discrimination and systemic challenges led her to a decision to quit teaching in 2015. “[My experiences] made me question my place and value in the profession. However, over time, I learned to channel these experiences into a drive for personal growth and resilience,” she revealed. THE RENEWAL The discrimination she faced at school and her workplace took a toll on her, but it also ignited her passion for ensuring that her fellow Indigenous people (IP) bear the same burdens she did because of simply who they are. Currently working as the Officer in Charge/ Community Affairs Officer I of the National Commission on Indigenous Peoples (NCIP), she vowed to serve her fellow IPs by advocating for their rights, supporting their needs, and amplifying their voices. Despite reaching greater heights, she always gives back to her Ati community through organizing outreach programs. During one of their engagements, their team brought a photobooth so each family could have their own family picture — something she did not have growing up. Being in a much happier place after a “refreshing” change — having a new profession close to her heart and escaping the grip of poverty — she continued to use the lessons she learned to grow and empower others, especially her fellow IPs. “Do not be afraid and do not be ashamed. She grew up thinking that the world was against her but she learned when to fight back and when to walk away. With nearly 8,000 junior high school students now embracing farming education, the region is cultivating a generation geared towards self-sufficiency and entrepreneurship. Under the initiative led by the Department of Education (DepEd), 31 farm schools across Western Visayas now offer courses that go beyond traditional agriculture, introducing students to fisheries, livestock, and entrepreneurial skills. Dr. Elena Gonzaga, curriculum and learning management division chief, highlighted the program’s emphasis on hands-on learning tailored to the region’s unique environment, stating, DepEd is building knowledge that meets local needs, preparing students not just for jobs, but for ownership in food production. The initiative has attracted attention nationwide, with other regions eager to replicate Western Visayas’ success. Regional Director Ramir Uytico is pushing for further support to scale these efforts, noting the program’s potential to alleviate local poverty and hunger through a new generation of skilled young farmers. Initial funding of P106 million has bolstered the schools, and Uytico aims to secure continued backing from DepEd’s central office. Schools are already branching into unique projects to create localized agricultural solutions. The Jayobo Farm School in Lambunao, Iloilo, has integrated native pig farming and plans to launch a community talipapa where students can sell their produce, generating income for the program and financial rewards for learners. “If we want to eradicate poverty and hunger, support our farm schools,” Uytico said. First, copies of the 2nd edition have been exhausted and, second, the Dr. Graciano Lopez Jaena Foundation is raising money to put up the Memorial Shrine of the hero at his birthplace in Jaro, Iloilo City. Proceeds from the sale of this book shall go to the fund for the building of the Shrine. The author shall not collect any royalty from this edition of his work. A few pictures included in the previous editions of the book have been changed with new photographs that are more relevant to the story of Lopez Jaena. The author joins other ardent admirers of Graciano Lopez Jaena in the campaign to build a memorial worthy of the first Filipino Propagandist and the greatest orator the Philippines has ever produced. Demy P. Sonza CPU, Jaro, Iloilo City 06 January 2003 �Preface to the Second Edition The first edition ofthis book came out in 1964, some 24 years ago. We assigned only one Filipiniana book dealer in Manila as distributor but we were surprised that the edition was sold out in a relatively short time. The book was included among the works of selected Filipino authors for display in Philippine embassies and consulates abroad. In Iloilo, however, the sale ofthe book was not so good because ofinadequate promotion and marketing. The increasing interest in Lopez Jaena among the Ilonggos these past few years is a welcomed thing. For some time now friends have been suggesting that we reprint the book so that more people would be able to know Lopez Jaena and his works. The opportunity to do this came when the Graciano Lopez Jaena Press Foundation offered to be the publisher. The Philippine Press In­ stitute. by deciding to undertake an exhibit on Lopez Jaena in Manila this coming December, also helped encourage the reprinting of this humble volume. I am grateful to the Graciano Lopez Jaena Press Foundation for making the publication of this second edition possible. One important difference between the first and the present editions is the expanded bibliography. This was done to help researchers and students who may wish to read more about the hero from Jaro. Sonza CPU, Iloilo City 15 September 1988 �Preface to the First Edition It is both sad and strange that the first Filipino to set out on the Propaganda Movement for his country’s freedom has found very few among his countrymen who have been interested in perpetuat­ ing his memory and popularizing his name. Graciano Lopez Jaena has been relegated to the background in his people’s estimation of Filipino national heroes. He died for his country some sixty-eight years ago yet this is only the first attempt to publish a book on his life and labors. Challenged by the seeming neglect ofLopez Jaena, the author undertook the writing of the hero’s biography under very limited resources. Fortunately, Dr. A.O. Larsen, former president of Central Philippine University, provided the research money, first from his own pocket and later from Central Philippine University. The Philippine Historical Association further inspired the writer by publishing a shorter version of this work in its journal, The Historical Bulletin. Atty. Orlando M. Hernando now with the University ofthe Philippines Iloilo College and Dr. F. Landa Jocano of the National Museum also offered valuable suggestions and encouragement. Dr. Joseph T. Howard, CPU president, has also encouraged the author by his deep interest in Lopez Jaena while Remigio N. Heredia, the most ardent Lopez Jaena enthusiast in Jaro, also gave much help. Likewise, the members of the Iloilo Press and Radio Club further spurred the writer to push through the publication ofthe work. Special mention should be made of Pelagio N. Gomez who helped in the editing and proofreading and of Rodrigo Salvarita for designing the cover of the book. Finally, credit for the printing ofthis book should go to Vice Mayor Benigno G. Hinolan ofMurcia, Negros Occidental, author of a shorter work entitled The Life of Graciano Lopez Jaena (1923) who generously offered to finance the publication. Presi­ dent Soban C.
