The mayor issued the challenge when sought for his comment on the confirmation of the NBI Region 6 that several Chinese nationals were involved in various illegal activities in Iloilo City, as disclosed by Cong. Julienne Baronda. “As a city (mayor), (if) may mabal-an ko ilegal, padakop ko. It is the responsibility of the NBI to arrest them. If you do not arrest them, that means you condone them. We do not condone anything illegal here,” stressed Treñas. Baronda disclosed that officials of NBI-6 went to her office and confirmed the illegal activities of Chinese nationals, including online gambling, among others. Treñas said the Iloilo City Police Office is in talks with the NBI-6 regarding their next move. “We are preparing something, but we don’t want to telegraph our actions,” the mayor said. Just last week, July 24, the 4th Special Operations Unit (SOU) of the Philippine National Police’s Maritime Group seized over P5 million worth of smuggled cigarettes in two related raids in Barangay Obrero, Lapuz and Barangay Lopez Jaena Sur, La Paz district. The operation in Obrero, which yielded several boxes of fake cigarettes, led to the subsequent raid of a house in Lopez Jaena Sur owned by a Chinese national. This second raid recovered approximately P4.8 million worth of smuggled cigarettes. The Department of Justice (DOJ) has also been asked to investigate the reported proliferation of Chinese nationals lurking in posh subdivisions in Iloilo City. In her letter to DOJ Secretary Jesus Crispin Remulla dated July 2, Baronda voiced concerns about the influx of Chinese nationals in some parts of Iloilo City, including Puerto Real de Iloilo in La Paz, Monterosa Subdivision in Mandurriao, and Ledesco Subdivision also in La Paz. November last year, the Iloilo City Police Office arrested 17 male Chinese nationals suspected of operating a cybersex den in Lawaan Village, a residential subdivision in Barangay Balantang, Jaro district. Furthermore, a new jail facility is slated for construction next year in San Carlos City, Negros Occidental. “We have an approved budget for next year that will enable us to construct more jail facilities in the region,” said Dalojo. To ensure proper treatment of PDLs despite the congestion and alleviate concerns from their family members, BJMP is focused on humane safekeeping and the development of PDLs within the facilities, he stressed. Dalojo said the management approach has shifted from punishment to rehabilitation, with emphasis on providing good treatment to PDLs and offering programs and trainings for their reintegration into the community. Refuting Mayor Jerry Treñas’ claim about the facility, EcoWaste Coalition noted that the WtE facility has potential environmental and health impacts such as upper respiratory infections caused by exposure to dioxins from WTE incinerators. “These risks are heightened by the fact the WTE incinerator is planned to be constructed within 50 meters of residential areas. There is no safe site for constructing the plant anywhere, nor a buffer zone that can keep people away from pollutants,” the group said in a statement. Treñas entered into a joint venture agreement with Metropacific Water Investment Corp. to construct a P2.3-billion cutting-edge Integrated Solid Waste Management Facility (ISWMF) in Barangay Ingore in La Paz district last March 1. The WtE facility is projected to process up to 470 tons of non-recyclable waste as potential fuel daily and produce around 2.4 megawatts of energy. Under the agreement, the ISWMF would treat, recover, and convert the city’s waste into refuse-derived fuel (RDF) and biogas, which are considered renewable energy sources by the Department of Energy. The facility will be installed with appropriate technology and equipment for operation and maintenance. “It will significantly reduce the waste that ends up in Iloilo landfills, conserving natural resources, and minimizing environmental impact. The project is also estimated to result in a reduction of 129,000 metric tons per year of CO2 (carbon dioxide) equivalent,” Metropacific Water said in a statement. The mayor had defended the WtE proposal, emphasizing the facility is expected to address the city’s growing waste disposal challenges while generating renewable energy thus contributing to environmental sustainability. “I am very positive it will benefit the Ilonggos once it goes through all the strictest tests of the DENR (Department of Environment and Natural Resources (DENR) and other government agencies. I will not allow any facility to produce toxic and hazardous pollutants in the city,” Treñas had said. In a statement, EcoWaste said that WTE incinerators have been recognized in science and international environmental agreements as being major emitters of toxic and hazardous pollutants. “Perhaps the most well-known among these is its contribution to dioxin emissions, which accumulate in the environment, are passed on through the food chain, and are identified as the most toxic chemical pollutant known to science,” the group said. Dioxins cause several illnesses and health problems such as cancer, leukemia, miscarriages, birth defects, respiratory diseases, and many others. It also noted the experiences of other countries proved that WTE incinerators do not address landfill concerns, nor reduce environmental impacts related to waste. “While it is true that the overall volume of waste is typically reduced by 70-80 percent, the resulting ash is of particular concern due to its highly toxic nature. Incinerated ash must be disposed of in specialized hazardous landfills because of the threats it poses to human life and the environment,” the group said. Citing the 2021 Waste Analysis and Characterization Study, the group said that 50 percent of Iloilo City’s waste is biodegradable, while 25 percent is recyclable, and the remaining 25 is residual. “WTE incinerators strongly prefer dry waste feedstock to operate. The city’s waste profile alone shows that it is not suitable for running the facility. There are numerous cases of WTE incinerators having to shut down because they could not operate effectively with the given feedstock, resulting in government debts and waste of public money,” the group noted. Likewise, the group said the generation of renewable energy from the WTE incinerator is highly questionable given the mixed nature of municipal solid waste which makes the burning of fossil fuel-derived plastics highly likely. “WTE incinerators also worsen climate change as they are known to emit more greenhouse gasses than any other energy source per unit of energy produced,” it added. The group also likened the proposal to construct the WTE incinerator at Barangay Ingore to the existing coal plant and its expansion. It noted that independent research conducted in 2015 showed that Barangay Ingore residents enjoyed higher quality of life, cleaner air, and healthier lives before its construction. These findings are in line with a 2020 analysis suggesting that Iloilo coal plant operators could owe over Php 450,000,000 in taxes per year due to externalities and damages from their operations. “There is great concern that impacts on communities will continue and worsen with the introduction of the WTE incinerator, as well as affect the whole of Iloilo city for generations to come,” the group said. Ecowaste urged the city officials to conduct “meaningful public consultations” on the WTE incinerator proposal. “We view this as an opportunity for the Iloilo city government to be fully transparent and to demonstrate its genuine willingness to listen to Iloilo citizens. We are also seeing this as a chance for the city government to consider safer and more cost-effective alternatives to pollution and energy,” the group said. The HAPAG aims to support our fellow citizens in this aspect,” he pointed out. He further explained that once a barangay establishes a vegetable garden, there would be less need for the barangay officials to request assistance from the local government unit (LGU) level to purchase food for their impoverished residents. The incident happened around 7 a.m. on Monday, July 29, while alias “Nonoy, 44, and a resident of the town’s Barangay Cabubugan, was fishing aboard his pump boat. According to Nonoy, while sitting on the pump boat he noticed something in the water he believed was a sunfish but when it got near him, he confirmed it was a shark. The fisherman immediately stood up but the shark rammed the pump boat and attacked him, causing him to fell into the water. Nonoy said he managed to hold on to the pump boat while the shark continued biting his right leg until his shorts was torn. Luckily, he said, the shark left thereafter. Nonoy said he immediately went back ashore and went to the nearest health center. Guimbal police said this was Nonoy’s second shark attack experience. The bill, which aims to legalize the use of cannabis for treating various medical conditions, has stirred discussions among Iloilo’s representatives. Second District’s Cong. Michael Gorriceta supported the bill, emphasizing the potential benefits of medical cannabis for patients needing alternative treatment options. “I am confident that the use of medical marijuana will not be abused, given the stringent regulations outlined in House Bill 10439,” Gorriceta told Panay News. Under the bill, only qualified patients diagnosed by accredited physicians are eligible to receive medical cannabis as treatment. Furthermore, the bill stipulates that violations of its provisions could result in fines ranging from P500,000 to P1 million and imprisonment from six months to six years. “This drug is strictly regulated and can only be used by persons who badly need it,” added Gorriceta, asserting that the government will enforce strict compliance once the bill is approved by the Senate and signed into law by President Ferdinand “Bongbong” Marcos Jr. Third District’s Cong. Lorenz Defensor also voted in favor, citing the opportunity for patients to benefit from legitimate medical use of marijuana. He also stressed that the use would be “under supervision”, as mandated by the bill. Fourth District’s Cong. Ferjenel Biron, a medical doctor, supported the bill for its potential to aid patients requiring pain management. He, however specified that his vote was solely for medical use involving imported formulations, not local cultivation. Attempts by Panay News to interview 1t District’s Cong. Janette Garin, 5th District’s Cong. Raul Tupas, and Kabataan party-list’s Cong. Raoul Manuel were unsuccessful at the time of reporting. However, Garin, also a physician, previously acknowledged the medical benefits of marijuana, particularly for conditions like seizure disorders. “There certainly are medical benefits, especially for those with seizure disorders who face high costs for treatment,” Garin stated in an earlier interview. Moreover, Garin expressed concerns about regulating marijuana cultivation, preferring it to be confined to government-controlled areas to prevent misuse, instead of private cultivation. For his part, Manuel previously told Panay News, “There are studies saying that medical marijuana can help patients in need so as a legislator, I believe that we should listen to those studies. The financial assistance, amounting to P3.98 million, was handed over at the provincial capitol on Monday by Provincial Administrator Raul Banias and Dr. Darel Tabuada, head of the Provincial Veterinarian’s Office (PVO). The recipients were the towns of Barotac Viejo, New Lucena, Santa Barbara, Dingle, and Banate, which have been reclassified from red to pink zones by the Bureau of Animal Industry (BAI). Pink zones are areas adjacent to confirmed ASF-infected locales but have not detected the disease themselves. As part of the recovery efforts, each qualifying farmer will receive two piglets, which are to be purchased by their respective local government units (LGUs) using the allocated funds. Tabuada emphasized the importance of sourcing these piglets locally to leverage their acquired immunity against ASF. “We have strict criteria for this program, and our staff at the PVO have conducted thorough validation,” Tabuada said. “Eligible farms must meet Biosecurity Level 1 requirements to ensure we mitigate any further spread of the ASF.” The aid is part of a broader strategy to help the province rebound from the severe impacts of ASF, which shifted Iloilo from a net exporter to an importer of swine. “Our goal is to regain our footing in the swine industry, which has been heavily hit since the ASF outbreak in October 2022,” Banias said. In addition to the immediate aid, the PVO has plans to expedite the release of funds for other municipalities that are eligible to participate in the sentinel program, contingent on the submission of necessary documentary requirements to the provincial government.
