Licurgo P. But behind two of Dinagyang 2026’s most talked-about triumphs — the grand slam of Maasin’s Tribu Tultugan Festival at Kasadyahan sa Kabanwahanan and the championship run of Tribu Salognon of Jaro National High School — stands a choreographer whose journey began far from the spotlight. Steven Jacosalem did not emerge overnight as a festival powerhouse. Long before his name became synonymous with winning choreography, he was a dancer — one among many — absorbing lessons from different tribes, different masters, and different stages of Dinagyang. Today, he is the creative force steering two competing tribes to the top, an achievement that even he admits still feels unreal. He was quick to redirect the applause to the youngest members of his teams — the dancers themselves — whom he called “the true heroes of this journey.” “The long practices, tired bodies, missed rest, and endless discipline you gave showed your passion and love for the art. Your sacrifices turned dreams into reality,” he added. One Choreographer, Two Worlds Handling one Dinagyang tribe is pressure enough. Handling two — each with a distinct identity, mandate, and set of expectations — was a logistical and creative tightrope. Jacosalem admitted the challenge was intensified by circumstances beyond artistry. Preparation for Tribu Salognon had to come first, largely because Maasin’s local government unit was preoccupied with its town fiesta last December 30, 2025, and later hosted the Third Congressional Meet. The result: no proper venue and barely any time for Tultugan Festival rehearsals. In the end, Tultugan had less than two weeks to prepare. Still, time constraints were only part of the equation. The bigger challenge was conceptual. “It was difficult on our part because the concepts and choreography could not be the same. They really had to be different. But then again, we all know Dinagyang will always be Dinagyang. Kasadyahan is different because the province’s plan is really to promote what each town has,” Jacosalem said. Pressure That Breaks—or Builds The strain of juggling expectations took a physical toll. Four days before Kasadyahan sa Kabanwahanan, Jacosalem was hospitalized due to stress. “The pressure we experienced was no joke. Four days before Dinagyang, I was hospitalized because the stress was overwhelming. You don’t even know anymore whether you should eat or sleep because everything is back-to-back,” he recalled. Pressure came in different forms. With Tribu Salognon, the burden was aspiration. They were not the defending champions, but they were aiming high. “You’re not the defending champion, yet you are aiming for something bigger — that’s what adds to the pressure,” Jacosalem said. For Tultugan Festival, the pressure was heavier but more familiar. Maasin was gunning for a rare three-peat. “The pressure in Maasin is already a given because we are aiming for the three-peat. With Salognon, the pressure was different because we were still aiming to win. Tultugan had to defend the title,” he explained. Resources, too, told two very different stories. “The big difference is that Maasin’s LGU has the funds, so we can pull off everything we want to happen. With Salognon, it’s about how the school can provide what the artistic team needs so we can present everything more clearly and beautifully,” Jacosalem added. Shaped by the Masters Jacosalem traces much of his creative depth to his years as a dancer under various tribes, including Tribu Paghidaet and Tribu Pan-ay of Fort San Pedro National High School, and to working alongside respected choreographers such as Romel Flogen. “I’ve been through different choreographers who really honed me. It feels good because I’ve experienced both worlds. I went through everything, and maybe that’s what gave strength to my work. I’ve been exposed to the best, world-class choreographers, and I gathered all my learnings from them,” he said. That exposure, he believes, allowed him to blend discipline with creativity — tradition with innovation — without losing Dinagyang’s soul. Looking Ahead, Choosing Carefully With Maasin’s Mayor Francis Amboy openly floating plans for Tultugan Festival to join the Ati Tribes Competition in Dinagyang 2027, Jacosalem inevitably faces questions of loyalty and choice. (WVATCCI), a broad alliance of various transport cooperatives and corporations in Iloilo City. Under its approved Local Public Transport Route Plan (LPTRP), Iloilo City will have 1,782 transportation units serving various routes. At present, only 520 minibuses are operating, but an additional 161 units are expected to be delivered this this year. According to Land Transportation Franchising and Regulatory Board (LTFRB) Region 6 legal counsel Atty. Salvador Altura Jr., the main challenge of the modernization program is the purchase of minibuses by transport cooperatives and corporations. He cited the “delayed release of funds by lending companies.” LTFRB-6 and WVATCCI expressed their gratitude to President Ferdinand “Bongbong” Marcos Jr., Department of Transportation (DOTr) secretary Jaime Bautista, and LTFRB Chairman Teofilo Guadiz III for affirming the implementation of the Public Transport Modernization Program (PTMP). “We are not only improving the lives of our citizens but also creating a sustainable and efficient urban environment for generations to come,” said LTFRB-6 director Richard Osmeña. Martin Teofilo Delgado was born on November 11, 1858, to his parents, Don Jacinto Delgado and Doña Gabriela Bermejo. Gen. Martin Delgado was the second child of the family, born from parents who belonged to Aristocratic families in Santa Barbara, Iloilo. Gen. Martin Delgado was married twice. His first wife was Carmen Borra, and they had a child named Conchita who died at an early age. On the other hand, his second wife was Lucia Hisole and he fathered three children with her namely: Teodolfo, Jacinto, and Consolacion. In his early years, Gen. Martin Delgado attended Santa Barbara Parochial School, he then studied in Jaro, at Seminario de San Vincente Ferrer. In his tertiary level, he transferred to the Ateneo Municipal de Manila where he eventually obtained his teacher's diploma and worked in a public school in his hometown. Gen. Martin Delgado was later appointed to serve as the teniente mayor of his hometown and capitán municipal. On October 28, 1898, the people of the Iloilo Province took part in the resistance against the Spanish authorities. Gen. Martin Delgado participated in the revolution as he spearheaded a group of volunteers and took control of the municipal building of Santa Barbara. When he was promoted as lieutenant general, he initiated campaigns against the Spanish authorities which resulted in the surrender of General Diego de los Rios. U.S Brigadier General Marcus P. Miller in the Philippines after the surrender and evacuation of General Diego de los Rios and with him is the support given by Admiral George Dewey, for the occupation of the Iloilo City. February 4, 1899, the conflict between American forces and Philippine revolutionaries began, which led to the fall of Fort San Pedro later on February 11, 1899. The military forces withdrew from Iloilo City, and as an act against the American Forces in Iloilo Province, Gen. Martin Delgado initiated a guerilla campaign. February 2, 1901, Gen. Martin Delgado eventually surrendered to an American Military Governor named Edmund Rice. Despite this, on April 11, 1901, Gen. Delgado was appointed by U.S. government officials as the first governor of Iloilo Province. On March 3 1902, Martin was able to continue his services as he was again elected as the governor of Iloilo until March 1904. After leaving the seat, Gen. Martin Delgado traveled back to Santa Barbara and upon his return, he became Santa Barbara’s fifth municipal president. At the age of 60, Gen. Delgado passed away. And aptly so for a Filipino musician who has maintained a renowned, if not too prominent, stature in classical music and in the reinterpretation of local melodies and tunes. Kabayao was cut to the tradition of classical artistes. Following a breakthrough concert at Carnegie Hall in New York, he undertook a world tour that brought the young violinist through the various music capitals of the world and established him as the new rising star of his time, in the performance and interpretation of the great composers. Suffice it to say that Paris, Brussels, Vienna, Spain, and Tokyo, among others, heard the lyrical virtuosity of his violin and applauded him to rave reviews. While the canon for masterful violin music might run with names most unfamiliar – think Paganini, Sarasate, Wieniawski, Kreisler, or Ravel – Kabayao was able to breathe new life to these masterpieces. Carrying on the legacy of his contemporaries, counting among them would be his instructors Theodore and Alice Pashkus (who also mentored Yehudi Menuhin on the instrument), the young violinist quickly found his niche in the realm of the musical performative. But Kabayao did not limit himself to the constraints and constructs of the concert stage. He understood the universality of the music that he performed and as such, broke conventions that it may reach further and wider audiences, especially putting in the front row the common tao. Far from the glitter and glamor of opulent concert halls filled with musical luminaries was the violinist’s burning zeal for the less privileged to experience the music of the masters. The image stuck with him: what was truly avantgarde and unique about his ‘brand’ of classical music was the manner with which he brought this to the Filipino masses. By jeepney or truck, on improvised stages or at open-air spaces, his trusted Stradivarius lifted the spirits and warmed the hearts of his listeners, and for some of them, introduced them to names and melodies that would have been limited solely to audiences clad in gowns and tuxedoes. In basketball courts, open-air quadrangles, makeshift platforms, prisons, hospital corridors, auditoriums, cockpits, classrooms, and practically everywhere where there are willing hearts and ears to appreciate these melodies, Kabayao was more than ready to accommodate them. Simple enough was his musical gospel: classical music – in all its sundry genius and dynamism – is never elitist and the humblest of Filipinos has every right to hear and appreciate it. His critics and their critiques were unanimous in their acclamatory verdict. “He believes that bringing music to the people was a form of public service and that music should be shared,” wrote Nati Valentin in a 1961 review published in Manila Times. Quite aptly, a 1972 article featured in New Sentinel would provide a belated rejoinder that “if one of these days a market vendor recognizes a Tchaikovsky, or a grade schooler pauses to hum a Beethoven, there’s only one man…to give credit to for all these – Gilopez Kabayao.” With a career that has coursed through the limelight and ornate stage of the Great Hall of Vienna to the crudest and coarsest cockpit in the country, his passion and verve for music, in all its diverse aspects, remained undiminished. That was his mission in the name of art, as columnist Jaime Picornell described it. In a 1972 review, writer Exequiel S. Molina commented on a series of his concerts and observed that the violinist was convinced that in a world that hardens men and women, “callousness can be overcome by the soothing, elevating, humanizing, and divinifying power of music.” Carrying out this musical crusade by the most unconventional methods, Kabayao has indeed brought Bach to the boondocks and Mozart to the barrios. Through the decades, he was the quintessential ‘traveling salesman of music’ to Filipino audiences: traipsing amid townspeople of the provinces, among the sugarcane laborers of Negros and Hawaii, rubbing shoulders with the construction workers at the Arabian desert – all in the name of music. Not for nothing did Kabayao’s admirers attach the moniker of ‘the artist for the Filipino people’ to his name. ILOILO – The Iloilo Provincial Health Office (IPHO) has called on all 43 local chief executives in the province to prioritize rabies prevention programs, particularly by allocating funds for the procurement of human rabies vaccines, in line with the goal of achieving a rabies-free Iloilo by 2030. ComScore Observer IPHO Provincial Rabies Program coordinator Marisil Cabiguin made the appeal during the first episode of ‘Hinun-anon sa PHO’ on the IPHO Facebook page, where discussions focused on rabies prevention and control in observance of Rabies Awareness Month under the theme “Rabies-Free Pets, Safer Filipino Families.” “One of the challenges I encountered when I took over the program was the lack of prioritization by some local government units (LGUs) for the rabies program. Some LGUs have yet to fully grasp the importance of rabies prevention,” Cabiguin stated. She, however, acknowledged that more LGUs are now integrating rabies programs into their local health agenda, establishing Animal Bite Treatment Centers (ABTCs), and allocating budgets to keep these centers operational. Rabies is a deadly viral disease that affects the brain and spinal cord of mammals, including humans. The virus is most commonly transmitted through the bite or scratch of an infected animal, often dogs. Once symptoms appear, rabies is almost always fatal. Rabies is primarily spread through the saliva of infected animals. A bite or scratch from a rabid animal can introduce the virus into a person’s body. The virus travels through the nerves to the brain, where it causes inflammation and damage. It is crucial for anyone who is bitten or scratched by an animal to seek immediate medical attention. Expansion of Rabies Treatment Centers Currently, 19 LGUs have existing ABTCs, namely Oton, Miag-ao, San Joaquin, Alimodian, Pavia, Santa Barbara, Zarraga, Maasin, Dueñas, Ajuy, Concepcion, Lemery, San Dionisio, Leganes, Carles, Sara, Banate, Mina, and Batad. Additionally, ABTCs are set to open in Igbaras, Tubungan, Guimbal, Leon, Tigbauan, Badiangan, and Balasan. All 13 district hospitals in the province also have designated ABTCs. Cabiguin emphasized that a major challenge is the shortage of human rabies vaccines. She urged LGUs to allocate funds annually for vaccine procurement to supplement the provincial government’s budget, which remains insufficient due to the rising number of animal bite cases. “Despite the substantial budget set by the provincial government each year for human rabies vaccines, it is still not enough given the increasing number of animal bite cases,” she explained. Rising Cases and Fatalities According to IPHO data, the number of animal bite cases has significantly increased over the years: * 2021 – 40,183 cases, 12 deaths * 2022 – 46,308 cases, 4 deaths * 2023 – 72,805 cases, 5 deaths * 2024 – 70,405 cases, 5 deaths The five rabies-related deaths in 2024 were reported in Pototan, Barotac Nuevo, Alimodian, Estancia, and Mina. Symptoms of rabies include fever, headache, nausea, vomiting, anxiety, agitation, confusion, hallucinations, and difficulty swallowing. In later stages, patients may experience paralysis, hydrophobia (fear of water), and seizures. Death typically occurs within a few days to weeks after the onset of symptoms due to respiratory failure. Rabies can be prevented through vaccination and responsible pet ownership. To avoid exposure: * Ensure pets, especially dogs and cats, are vaccinated against rabies. * Avoid contact with stray animals, and do not attempt to handle wild animals. * If bitten, immediately clean the wound with soap and water, apply antiseptic, and seek medical care. Strengthening Rabies Control Committees IPHO is also urging LGUs to make their Municipal and Barangay Rabies Control Committees (M/BRCCs) fully functional. The responsibilities of the BRCC include: * conducting and supervising dog immunization activities * maintaining an updated registry of vaccinated and unvaccinated dogs * conducting regular information campaigns on rabies prevention * promoting responsible pet ownership * enforcing barangay ordinances related to rabies prevention * monitoring animal bite cases and referring victims for proper medical attention * supporting municipal rabies prevention activities Addressing Traditional Practices and Public Behavior Another challenge, Cabiguin noted, is changing public behavior. Despite the availability of ABTCs in most municipalities, some residents still seek traditional healers (tandok) instead of proper medical treatment. “We need to change this mindset. Once bitten or scratched by an animal, individuals must immediately wash the wound with clean water and soap, apply alcohol or betadine, and proceed to an ABTC for proper medical care,” she urged. To further strengthen the rabies program, the IPHO provides technical assistance to LGUs, training rural health unit personnel to manage animal bite cases effectively. They also conduct lectures in municipalities and barangays to ensure the functionality of M/BRCCs. To encourage compliance, the IPHO grants awards and incentives to LGUs with functional M/BRCCs, setting an example for others. Rabies-Free Barangays and Future Declarations Currently, 32 island barangays and islets in the municipalities of Concepcion, Carles, and Ajuy have been declared rabies-free. The IPHO, in coordination with the Sub-National Rabies Control Committee Technical Working Group (TWG) Region 6 — comprising the Provincial Veterinary Office (PVO), Department of Health (DOH), and Department of Agriculture (DA) Region 6 — is working to have Batad and Estancia declared rabies-free before the end of the year. “Iloilo has the highest number of rabies-free declared areas in the Philippines, with 32 island barangays and islets recognized as rabies-free,” Cabiguin said. The criteria for declaring a barangay rabies-free include: * vaccination of at least 70% of the dog population for two consecutive years * implementation of local ordinances on rabies prevention and control * presence of an effective rabies control committee * establishment of an operative surveillance system * assurance of available human and animal anti-rabies vaccines * health education and advocacy programs * integration of rabies awareness in elementary school curricula * observance of Rabies Awareness Month and World Rabies Day. THERESA LADIAO ILOILO City – Government employees expressed joy and overwhelming satisfaction following the confirmation of an upcoming salary increase this year. President Ferdinand “Bongbong” Marcos Jr. signed Executive Order (EO) No. 64, which raises salaries and authorizes an additional allowance for government workers. Ma. Airis Sobrevega-Penetrante, Population Program Officer II of the Provincial Population Office and president of the Association of Iloilo Provincial Government Employees (AIPGE), shared that the announcement made during the third State of the National Address (SONA) on July 22 left the employees ecstatic. The formal signing of EO 64 brought even greater joy. “We are overwhelmed. Currently, with the inflation rate, everything has become expensive — food, gasoline, education. The news is a significant relief for our employees,” Penetrante told Panay News. In the provincial government, around 2,171 regular employees are eligible for the salary increase, with 1,568 based at the capitol and 603 in hospitals. When asked if they were satisfied with the upcoming salary increase, Penetrante explained that as government employees, any increase, big or small, is a substantial help. Penetrante also expressed hope for swift implementation, citing Gov. Arthur Defensor Jr. and the Sangguniang Panlalawigan’s (SP) consistent compliance with past salary increases. Penetrante was also pleased to announce that starting next year, employees will receive an annual medical allowance of up to P7,000 to cover health maintenance organization (HMO)-type benefits. “This medical allowance will significantly help everyone, as it adds motivation for our employees to work harder as public servants,” said Penetrante. Araceli Esperidion Aldamar, a public school teacher from Alimodian, Iloilo, expressed her gratitude to the national government for the salary increase. “It’s a big help and serves as recognition of the invaluable contributions teachers make to society,” said Aldamar. Jethro Importado, a public school teacher at Jaro National High School, is grateful for the salary boost, noting it will help alleviate his daily expenses amid rising costs. Ludovico A. Navarro Jr., an employee of the General Services Office (GSO) of the Iloilo City Government, shared his relief upon learning of the increase. “This is a great help for my maintenance and daily expenses, especially since I commute to work daily,” said Navarro. Irish Mae Martirez, a nurse at Western Visayas State University Medical Center, was also thrilled. “The salary increase is a crucial support, especially since I rent my place here in Iloilo City. It helps with food and transportation expenses,” Martirez told Panay News. She thanked President Marcos for recognizing the need for wage increases, especially among nurses. Budget Secretary Amenah Pangandaman has directed the Department of Budget and Management (DBM) to finalize the guidelines for releasing the salary increase. The first tranche of the Salary Standardization Law (SSL) VI, retroactive to January 1, 2024, is set to roll out, with a second tranche planned for next year. “We have secured funding not only for this year but also for 2025. The increase this year is assured, and there will be another next year,” Pangandaman said. The additional cost of implementing the first tranche for national government employees in 2024 is estimated at approximately P36 billion, sourced from the FY 2024 General Appropriations Act (GAA). The approved increase will be implemented in four tranches, starting retroactively from January 1st of this year.
