Arthur Defensor Jr. has been recognized as an Outstanding Local Chief Executive of the Philippines in the Provincial Category for Visayas Island, acknowledging his effective management and delivery of social welfare programs. The award, presented by the Association of Local Social Welfare and Development Officers of the Philippines, Inc. (ALSWDOPI), cited Defensor’s leadership in the implementation of various social welfare initiatives and services through the Provincial Social Welfare and Development Office (PSWDO), led by Sarah Barayuga. The selection was based on the accomplishments of Defensor’s administration from 2021 to 2023, which included innovative programs and projects aimed at improving the lives of the marginalized and vulnerable sectors in Iloilo. ALSWDOPI’s recognition only goes to one local chief executive per category per island, highlighting the exclusive and prestigious nature of the award. The awards were presented during a ceremony at the Grand Xing Imperial Hotel in Iloilo City on April 12, as part of the 123rd Semana sang Iloilo celebrations. Vice Gov. Christine Garin, who chairs the Provincial Legislative Awards Committee (PLAC), led the event. The search was divided into two categories, with Category A for component cities and first- to second-class municipalities, and Category B for third- to sixth-class municipalities. Text Any textual data included in the document LEAST SERVED ROUTES; LTFRB: Unconsolidated jeepneys can operate in 259 WV routes By Ime Sornito -Friday, July 26, 2024 ILOILO City – The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized unconsolidated traditional jeepneys and UV Express vehicles to operate on routes with a low number of authorized units (NAUs) in Western Visayas. The region has 259 such routes, with only one to four units in operation, according to LTFRB Region 6 legal counsel and spokesperson Atty. Salvador Altura. This decision predominantly affects routes in mountainous areas and some town centers where alternative transportation is abundant, discouraging operators from adding more units due to potential losses. “In the mountains, vehicles often make just one trip up and down. In urban centers, the situation is different,” explained Altura. The LTFRB has decided against requiring these individual operators to consolidate their units, as they do not meet the 15-unit threshold necessary to apply for consolidation. “They are not required to consolidate. Low NAU areas do not require consolidation, meaning their operations can continue as long as they renew their registration,” Altura stressed. In April, LTFRB chairperson Atty. Teofilo Guadiz III issued Board Resolution No. 053, Series of 2024, which includes provisions under Memorandum Circular 2020-084 allowing for the application of consolidation with fewer than 15 units if the existing NAU on the route is below this number. The resolution also permits the acceptance of consolidation applications involving less than 15 but no fewer than 10 units, with an affidavit of undertaking to complete the required units within three months from the filing date. These measures aim to ensure that transportation remains available on routes with low NAUs without forcing operators to consolidate, supporting both passenger demand and operator sustainability in less populated or less profitable areas. Based on LTFRB data, the following are the general area breakdown of the 259 routes with low NUA (with only one to four PUJs or UV Express operating): * Iloilo City – one route * Iloilo Province – 30 routes * Capiz – 23 routes * Aklan – 16 routes * Guimaras – 91 routes * Bacolod City – 12 routes * Negros Occidental – 56 routes * Antique – 30 routes Previously, throughout LTFRB’s push for the PUVMP, it had repeatedly declared that non-consolidated traditional jeepney units will be prohibited from operating. The jeepney started as remodeled army vehicles left behind by US forces after World War II, and became a showcase of Filipino ingenuity and resourcefulness. Mainly patronized by low- to middle-income passengers, it has become the core of Philippine public transport. The modernization of Philippine public transport aims to minimize air pollution and improve public transport safety. Most jeepneys were not compliant with smoke emission and safety standards. Initiated in 2017, this ambitious modernization project aims to replace traditional jeepneys with vehicles featuring at least Euro 4-compliant engines to reduce pollution and enhance roadworthiness, as per the standards of the Land Transportation Office. The Iloilo Provincial Government is evaluating the proposal for a public-private partnership (PPP) with Ayala-affiliated firm for the establishment and operation of hemodialysis centers in provincial and 12 district hospitals. The proposed P0.23-billion hemodialysis centers between Panay Medical Ventures, Inc. (PMVI), a subsidiary of Ayala Healthcare Holdings, and the provincial government is gaining traction, with increasing support and progress towards implementation, a report from the PPA Center website showed. The joint venture (JV) agreement, which will be carried out via unsolicited proposal by the project proponent, has been referred to the provincial government for evaluation being the implementing agency. The proposed hemodialysis centers for the provincial and district hospitals aim to provide lifesaving treatment to patients with chronic kidney disease for the benefit of the constituents of the province. Under the JV arrangement, the Iloilo Province will allocate spaces within the target 12 district hospitals and a provincial hospital. On the other hand, PMVI or Healthway QualiMed Hospital Iloilo will equip, manage, and operate an 8-chair dialysis center in each hospital site. The program will be implemented in four phases, with each phase having an economic life of ten years. Likewise, patients will enjoy the additional benefit of preferential access to more advanced diagnostic and treatment services from PMVI, as well as from the other hospitals and clinics of the Healthway Medical Network. The project will also bridge the existing gaps in health facilities and services, hence, efficiently and effectively addressed through the systems approach that leverages the resources and networks of the private sector. Gov. Arthur Defensor Jr. recently welcomed the PPP Center’s inclusion of hemodialysis centers in 12 district hospitals in its pipeline. “We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said. The governor said the dialysis centers would help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis. “This way, our residents from various towns will no longer need to travel to the city,” stressed Defensor. PPP Center deputy executive director Jeffrey Manalo had said projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies. Under the PPP Code, the implementing agency shall consider significant issues and concerns in the project implementation. These include the legal, technical, economic, financial, and commercial feasibility of the project, as well as value for money, climate resilience and sustainability; and social and environmental safeguards. The development of such a project shall commence only after the conduct of stakeholder consultation, the law provides. The implementing agency shall secure the approval of their respective city or town council and the local development councils. The agency is also authorized to “identify, develop, assess, evaluate, approve, negotiate, award, and undertake” the public- partnership projects. ILOILO City — Child exploitation remains a challenge in Western Visayas. There were 12,800 child laborers profiled by the Department of Labor and Employment (DOLE) Region 6 last year. Eliminating and preventing child labor is a collective responsibility, according to Melisa Navarra, the officer-in-charge assistant regional director of DOLE-6. In the region, DOLE-6 is leading the initiative. After profiling these children, it refers them to various government agencies based on their specific needs. The Department of Education (DepEd) addresses educational needs; the Technical Education and Skills Development Authority (TESDA) provides skills training; and the Department of Social Welfare and Development (DSWD), along with DOLE and local government units (LGUs), offer livelihood support for the parents. In 2023, DOLE-6 allocated P32 million to fund livelihood projects for 1,194 parents of child laborers. This funding is aimed at reducing the economic pressures that often drive families to permit their children to work, said Navarra. In DOLE’s criteria, children under 18 are considered child laborers if they work particularly in hazardous conditions that threaten their safety, health, or development, or that hinder their education. But it clarified that children over 15 may work in non-hazardous environments provided it does not affect their health, education, or development. The region has seen cases of children employed in dangerous jobs, such as working with sharp tools in sugarcane plantations, which pose significant safety risks. DOLE-6, in collaboration with various agencies and organizations, conducts regular advocacy campaigns to combat child labor. These are among the reasons the local transport operators support the senators to suspend the ongoing implementation of the unpopular public transport modernization program (PTMP), formerly called the Public Utility Vehicle Modernization Program (PUVMP). Several transport operators, drivers, and local legislators in Iloilo City have also thrown their weight behind the suspension of the modernization program for the Department of Transportation and its attached agencies – the Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB) – to formulate more feasible solutions and ensure that support mechanisms are in place. Councilor Sedfrey Cabaluna, the Iloilo City Council’s transportation committee chairperson, welcomed the senators’ proposal to suspend the program. “The problem with this program is the dilly-dallying policies of our national government about public transport. We want the government to come up with final and definite policies on this program,” said Cabaluna. The councilor expects the DOTr, LTFRB, and LTO to provide the stakeholders with “clear and definite” guidelines should the suspension be pushed through. Senate President Francis Escudero said Tuesday he would seek the suspension of the PUV modernization program so the concerned agencies could provide solutions to the problems, including the high cost of modern units. During the Senate Committee on Public Services hearing, Escudero said that Senate Majority Leader Francis Tolentino, Sen. JV Ejercito, and committee chair Sen. Raffy Tulfo supported his proposal. “Majority of the Senate supports the suspension of this modernization program,” he said. Escudero had been opposing the PUVMP, citing the need to review the program to prevent the loss of the livelihood of jeepney drivers and operators. For his part, Tulfo said he would file a resolution seeking to suspend the PUV modernization program, which aims to replace old jeepneys and other public utility vehicles with safer, more efficient, and environmentally friendly models. For their part, several local transport operators also said told legislators of the harassment and abuses they endured by their transport officers in managing their cooperatives. “There are numerous and rising significant reports and complaints on cooperatives happening in Iloilo City transport cooperatives, by the implementation, we will be at a disadvantageous situation,” the transport operators said. They also lamented the corrupt practices and irregularities committed by several LTFRB-6 personnel, particularly in the conduct of route consolidation processes. In particular, the transport operators called for a gradual rollout in the implementation of the modernization program to allow operators more time to comply and spread out the financial impact. They also suggested implementing the program in selected areas to test and refine the process before full-scale implementation. The transport operators and drivers also called for an “inclusive stakeholder consultation” such as conducting regular consultations with all stakeholders, including drivers, operators, commuters, and transport groups, to gather feedback and address concerns. They said regular consultation is essential to ensure transparent communication about the program’s objectives, benefits, and requirements. Given these concerns, various transport groups and stakeholders, the Iloilo City Council earlier passed a resolution urging the DOTr to suspend the PUV modernization program until more feasible and acceptable measures to all stakeholders are in place. The measure, authored by Councilor Romel Duron, noted that five of 10 components of the programs were not seriously considered by the Land Transportation Franchising and Regulatory Board (LTFRB) during the planning stage. These components include route rationalization, financing, support mechanism, consolidation, and the vehicle useful program. The LTFRB in Western Visayas reported a 72.2 percent franchise consolidation rate. In Iloilo City, the Department of Transportation (DOTr) approved 25 rationalized routes out of the original 35 routes before the approval of the LPTRP. Out of 2,535 traditional jeepneys in the city, the DOTr authorized 1,782 modern jeepneys to ply these 25 approved rationalized routes comprising old and new routes. The 1,782 approved units have been allocated to 14 transport cooperatives and two corporations. The resolution noted that PUV modernization and route rationalization are “novel concepts.” However, the execution and implementation fell short of what the public expected. “There is a need to study the route rationalization that would be responsible for the demands of the passengers and locations of the major movement and future demand, especially PUV units entering the City of Iloilo,” the resolution read. The resolution also mentioned the costly procurement of modern units, high operational costs, and the high tariffs imposed on imported utility vehicles. Several transport cooperatives are also mismanaged due to a lack of training on how to effectively manage a fleet system; hence the possibility of bankruptcy will likely happen. “The government cannot implement the jeepney modernization program as a “one size fits all” solution across the country, given the different population number, income capacities, and failure to caution its abject miseries of displaced unconsolidated PUJs and provision of amelioration program to their dependents,” the resolution added. Text Any textual data included in the document Over 4K WV public schools kick off new academic year today By Ime Sornito -Monday, July 29, 2024 ILOILO City – The Department of Education (DepEd) Region 6 has confirmed that all systems are operational for the start of classes in 4,057 public schools across Western Visayas today, marking the beginning of the 2024-2025 school year. According to Regional Director Ramir Uytico, despite recent weather disturbances from Typhoon Carina and the southwest monsoon which increased water levels in several areas, no schools were adversely affected. Hernani Escullar Jr., the information officer of DepEd Region 6, said, “We are ready, 100 percent ready. Our schools are all set for the opening of the school year despite the challenges posed by last week’s storm and localized flooding due to intense rainfall.” As of July 24, DepEd Region 6 has registered 1,284,918 learners, distributed among public schools, private institutions, and state and local universities and colleges. The enrollment figures for this academic year show 633,890 learners in elementary, 435,474 in junior high school, and 215,554 in senior high school. The total includes students enrolled in 4,057 public schools, 969 private schools, and 12 local and state universities and colleges in the region. Despite the official end of the enrollment period on July 26, Escullar noted an anticipated increase in the number of students, as enrollments typically surge in the last two days. He emphasized that schools would continue to accept late enrollees and support parents in registering their children even after classes have begun, stating, “We assist parents in enrolling their children despite the start of classes, as we understand there may be circumstances preventing timely enrollment.” Concerning infrastructure and resources, Escullar addressed the regional shortages, citing ongoing coordination with the DepEd Central Office. He reported a reduction in the needed 14,206 classrooms from the last quarter of 2023, thanks to the involvement of local government units and private partners in constructing educational facilities. Escullar also highlighted the adjustments schools are making to accommodate over-enrolled classes, such as the situation at Fort San Pedro National High School where a Grade 11 class has 81 learners. He explained that strategies like splitting classes into batches are being implemented to ensure that all students receive the required educational standards. ILOILO – Following torrential rains that caused flooding, especially in low-lying areas, the Iloilo Provincial Health Office (IPHO) is urging residents, particularly farmers and laborers, to be vigilant against leptospirosis. As of July 20, 2024, the province has recorded 68 cases of the bacterial disease, including three fatalities. This marks a 52 percent decrease from the 143 cases reported in the same period in 2023. Leptospirosis transmits through contact with urine from infected animals or environments contaminated by such urine. The bacteria can enter the body through skin cuts or the mucous membranes of the eyes, nose, and mouth. Early symptoms include high fever, severe headaches, muscle pains, eye redness, jaundice, and even skin and mucous membrane hemorrhages. Dr. Maria Socorro Colmenares-Quiñón, head of the IPHO, advises avoiding wading in floodwaters. She added that anyone experiencing symptoms such as fever or changes in urine color after exposure should seek immediate care at RHUs for early management. The municipalities with the highest incidence of leptospirosis are Calinog, Leon (four cases, including one death), Oton, and Santa Barbara, each reporting four cases. Alimodian, Barotac Nuevo (three cases, one death), Barotac Viejo, Cabatuan (three cases, one death), Igbaras, and Lambunao followed with three cases each. An additional 23 municipalities reported cases, totaling 33 affected areas out of 43 municipalities in the province, including Passi City. These are Miag-ao (three), Pavia (three), Tigbauan (three), Janiuay (two) Lemery (two), San Enrique (two), Massin (two), San Miguel (two), Ajuy (one), Balasan (one), Banate (one), Concepcion (one), Dingle (one), Dueñas (one), Dumangas (one), Guimbal (one), Mina (one), New Lucena (one), Passi City (one), San Dionisio (one), Sara (one), Tubungan (one), and Zarraga (one). Text Any textual data included in the document Cracks on parapet walls superficial, Ungka flyover remains safe – DPWH By Ime Sornito -Monday, July 29, 2024 ILOILO City – The Department of Public Works and Highways (DPWH) Region 6 assured the public that the Ungka Flyover, located in Barangay Ungka II, Pavia, Iloilo, remains safe for light vehicles and commuters despite the detection of superficial cracks in the structure’s parapet walls. Engr. Sonny Boy Oropel, the regional director, said the cracks were superficial. Still, he said ongoing remedial measures are being implemented to maintain safety. Oropel said Monolithic Construction & Concrete Products, Inc., the contractor currently performing jet grouting repair works on the flyover, has been instructed to remove any parts of the parapet wall where cracks appear to prevent debris from falling. Additionally, DPWH-6 plans to install safety nets around piers 9, 10, 4, 5, and 6 to catch any potential debris and protect the traffic and pedestrians below. An inspection last week revealed the extent of the cracks. Jet grouting and vibrations from traffic have led to their development. The Ungka flyover is undergoing jet grouting repair due to vertical displacement at its piers 4, 5, and 6. “We have made necessary adjustments to correct these issues, and we are closely monitoring the situation with our contractor to ensure safety. I assure all commuters and the public that the flyover is still safe for light vehicles, and we will promptly restore any affected parts of the parapet wall following the jet grouting process,” said Oropel. DPWH-6 is currently 72 percent through with Phase 1 of the jet grouting, aiming to complete it by the end of August 2024. Plans for a bidding process for the next phase are set for the same month, focusing on the affected piers. Engr. Adam Abinales of Abinales Associates Engineers + Consultants recommended installing additional bored piles at piers 4, 5, and 6 to further stabilize the structure. This process may require the removal and replacement of existing pre-stressed concrete girders to accommodate the large equipment needed for drilling. Abinales advised that the additional piles should extend up to a depth of at least 40 meters, compared to the current depth of 26 to 28 meters at the affected piers.
