Text Any textual data included in the document ILOILO – Ahead of his July 22 third State of the Nation Address, President Ferdinand “Bongbong” Marcos Jr. is inaugurating today the Jalaur River Multipurpose Project (JRMP) Phase II in the Municipality of Calinog. Once the JRMP is fully operational, it is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz. According to Ilonggo former Senate President Franklin Drilon who has championed the construction of JRMP II since 2011, JRMP can help fulfill the government’s vision of food security and help reduce the price of rice. “By providing a reliable water supply for irrigation, we can boost rice production and ultimately bring down the cost of this staple food,” he explained. President Marcos will specifically inaugurate three major components of the project – the 109-meter high dam, the 38.5-meter afterbay dam, and the 80.74-kilometer high line canal. JRMP started in 1960. To harness the power of the Jalaur River for irrigation, flood control, and hydroelectric power generation, Congress passed Republic Act 2651, which mandated the construction of the Jalaur River Multi-Purpose Project. With financial assistance from the World Bank, the feasibility study on the JRMP was completed in 1976 during the administration of President Ferdinand E. Marcos Sr. In 1983, the first phase of the project costing P202.2 million was completed. It covered the rehabilitation of irrigation systems over an area of 22,340 hectares. Due to a lack of funds and insufficient prioritization by subsequent administrations, however, the second phase never took off. In 2011 through Drilon’s initiative, the administration of President Benigno Aquino III breathed new life into the JRMP. From the Korean Exim Bank, the Philippine government was able to secure a $207-million loan which carried a remarkably low-interest rate of 0.15% per annum. The government’s counterpart fund was P2.2 billion. In 2023, the project received a significant boost under the leadership of President Marcos Jr. During a National Economic and Development Authority (NEDA) Board meeting chaired by the President on July 19, 2023, the board approved additional funding for the completion of JRMP II. The project also includes components for flood mitigation and hydroelectric power generation. “The completion of the JRMP aligns perfectly with the public’s demand for immediate solutions to rising commodity prices. JRMP can help in ensuring a steady and affordable supply of rice,” said Drilon. First, copies of the 2nd edition have been exhausted and, second, the Dr. Graciano Lopez Jaena Foundation is raising money to put up the Memorial Shrine of the hero at his birthplace in Jaro, Iloilo City. Proceeds from the sale of this book shall go to the fund for the building of the Shrine. The author shall not collect any royalty from this edition of his work. A few pictures included in the previous editions of the book have been changed with new photographs that are more relevant to the story of Lopez Jaena. The author joins other ardent admirers of Graciano Lopez Jaena in the campaign to build a memorial worthy of the first Filipino Propagandist and the greatest orator the Philippines has ever produced. We assigned only one Filipiniana book dealer in Manila as distributor but we were surprised that the edition was sold out in a relatively short time. The book was included among the works of selected Filipino authors for display in Philippine embassies and consulates abroad. In Iloilo, however, the sale ofthe book was not so good because ofinadequate promotion and marketing. The increasing interest in Lopez Jaena among the Ilonggos these past few years is a welcomed thing. For some time now friends have been suggesting that we reprint the book so that more people would be able to know Lopez Jaena and his works. The opportunity to do this came when the Graciano Lopez Jaena Press Foundation offered to be the publisher. The Philippine Press In­ stitute. by deciding to undertake an exhibit on Lopez Jaena in Manila this coming December, also helped encourage the reprinting of this humble volume. Sonza CPU, Iloilo City 15 September 1988 �Preface to the First Edition It is both sad and strange that the first Filipino to set out on the Propaganda Movement for his country’s freedom has found very few among his countrymen who have been interested in perpetuat­ ing his memory and popularizing his name. Graciano Lopez Jaena has been relegated to the background in his people’s estimation of Filipino national heroes. He died for his country some sixty-eight years ago yet this is only the first attempt to publish a book on his life and labors. Challenged by the seeming neglect ofLopez Jaena, the author undertook the writing of the hero’s biography under very limited resources. Fortunately, Dr. A.O. Larsen, former president of Central Philippine University, provided the research money, first from his own pocket and later from Central Philippine University. The Philippine Historical Association further inspired the writer by publishing a shorter version of this work in its journal, The Historical Bulletin. Atty. Orlando M. Hernando now with the University ofthe Philippines Iloilo College and Dr. F. Landa Jocano of the National Museum also offered valuable suggestions and encouragement. Dr. Joseph T. Howard, CPU president, has also encouraged the author by his deep interest in Lopez Jaena while Remigio N. Heredia, the most ardent Lopez Jaena enthusiast in Jaro, also gave much help. Likewise, the members of the Iloilo Press and Radio Club further spurred the writer to push through the publication ofthe work. Special mention should be made of Pelagio N. Arthur Defensor Jr. received a mobile primary care facility (PCF) for the province, a donation from First Lady Marie Louise “Liza” Marcos, during a handover ceremony in Cebu City. This mobile clinic, equipped with an X-ray machine, ultrasound, and various laboratory equipment, is intended to enhance access to essential health services for residents, especially those in underserved areas. Accompanying Defensor to the handover were Dr. Maria Socorro Quiñon, head of the Iloilo Provincial Health Office (IPHO), and key representatives from the Department of Health (DOH), including Secretary Teodoro Herbosa and DOH Region 6 director Dr. Adriano Suba-an. DOH-6 urged mothers to practice exclusive breastfeeding for babies from birth up to six months, coinciding with the celebration of Breastfeeding Awareness Month. This year’s theme, “Closing the Gap: Breastfeeding Support for All”, highlights the diverse journeys of breastfeeding mothers and the supportive roles of families, communities, and health workers. “Nearly all mothers in Region 6 are now exclusively breastfeeding their infants from birth and initiating breastfeeding immediately after delivery. This trend is a testament to effective public health interventions, increased knowledge, and cultural changes supporting breastfeeding,” Bu told Panay News. After reaching six months, mothers can introduce supplementary feeding while continuing breastfeeding, said Bu. Bu explained the importance of exclusive breastfeeding, noting that colostrum, the thick, yellowish first milk produced after birth, is rich in nutrients and antioxidants that protect infants against diseases and strengthen their immune systems. Moreover, exclusive breastfeeding offers economic benefits as families do not need to purchase expensive infant formula. “Mothers can save significantly since breast milk is readily available. MORE POWER PHOTO ILOILO – Pressing for enhanced electricity services, the Sangguniang Bayan (SB) of Pavia town unanimously approved a resolution on Monday, August 12, calling for the hastening of MORE Electric and Power Corporation’s (MORE Power) expansion into 15 municipalities, and Passi City, in Iloilo Province. Introduced by SB members Daniel Fajardo II and Jose Maria Trimañez, the resolution further urged MORE Power – the sole power distributor in Iloilo City – to not only broaden its operations in Pavia but also to consider a joint venture agreement with Iloilo Electric Cooperative 1 (ILECO 1). The Resolution cited MORE Power’s recent successful collaboration with the Central Negros Electric Cooperative in Bacolod City and Negros Occidental under the Negros Electric and Power Corporation franchise. The Pavia SB’s call comes three years after the municipality’s consumers and local government unit initially campaigned for MORE Power’s service expansion. This was further facilitated through legislation on this introduced by 2nd District’s Cong. Michael Gorriceta. MORE Power’s expansion beyond Iloilo City is legally backed by Republic Act 11918, enacted in August 2022, which permits its establishment, operation, and maintenance of electricity distribution across Pavia, Alimodian, Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, Leganes, Leon, New Lucena, San Enrique, San Miguel, Santa Barbara, Zarraga, and the component city of Passi. These areas are currently being served by ILECO 1, 2 and 3. The Act faced challenges from ILECOs 1, 2, and 3. They contested the constitutionality of MORE Power’s expansion franchise citing overlaps with their own exclusive franchise areas. However, a recent Supreme Court ruling affirmed the legality of MORE Power’s expansion franchise, stating that ILECOs’ franchises are not exclusive. The Pavia SB resolution emphasized that MORE Power has consistently offered lower rates for the residential class compared to ILECO 1 over the past year. Additionally, MORE Power’s generation rate has remained below that of ILECO’s during the same period, it stressed. MORE Power president and chief executive officer Roel Castro said they already extended their primary lines to the boundary of Iloilo City and Pavia town, the target jump-off point for the expansion. Castro projected the expansion would take four to five years before they could complete the expansion. He noted their initial investments in the expansion between P2 billion and P2.5 billion. In a privilege speech, Pavia SB member Daniel Fajardo II pointed out that a decrease in the cost of electricity would have a direct impact on the lives of Pavia’s residents and stakeholders such as the various businesses that have made the municipality their base of operation. He cited as example neighboring Iloilo City which enjoyed a dramatic drop in electricity rate by MORE Power. Fajardo’s privilege speech prompted the SB to unanimously pass a resolution seeking the possibility of Pavia being covered by MORE Power’s service. “We are adjacent to Iloilo City. It is our duty to provide our stakeholders with cheaper power to help them grow their businesses that will hopefully translate to more investments, jobs and tax revenues for the municipality of Pavia,” Fajardo said. Castro acknowledged the clamor by those outside of Iloilo City for better service and lower rates. “As a public utility, we cannot turn our back on this. May obligation tayo and if people are wanting to receive our service then we cannot deny that,” said Castro. What the SC Says Upholding the validity of MORE Power’s expansion franchise, the Supreme Court ruled that electric cooperatives do not have a constitutional right to an exclusive franchise within their coverage areas. In an en banc decision dated July 30, the high tribunal stressed: “A franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee. Thus, it must yield to serve the common good, as determined by Congress.” The SC decision was penned by Associate Justice Rodil V. Zalameda. This high court ruling means that MORE Power can now expand its service areas to 15 towns and the component city of Passi. The Supreme Court pointed out that Congress enacted RA 11918 to make electricity more affordable for the people of Iloilo province. Congress determined that expanding MORE’s franchise would promote healthy competition since MORE was capable of offering lower energy rates, the tribunal said. “Without competition, ILECOs can easily dictate the price of electricity. Allowing the entry of another player thus benefits consumers, who no longer have to wait until ILECOs’ franchises expire in 2029, 2039, and 2053.
