The Iloilo Police Provincial Office (IPPO) has been directed to prepare for these eventualities. During a recent special meeting of the PDRRMC, concerns were raised regarding the possibility of crimes and conflicts over water shortages. According to the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA), El Niño could last until April or May, leading to water shortages for household and drinking purposes, as well as famine due to the inability to cultivate crops over prolonged periods. The situation could result in violent conflicts and looting, said Provincial Board member Rolanda Distura, chairman of the Committee on Disaster Risk Reduction and Management of the Sangguniang Panlalawigan. He stressed the importance of continuous monitoring by police stations, especially in areas with water resources. Reflecting on past experiences as the local chief executive of Dumangas town, Distura remarked that such scenarios are not new and emphasized the need for vigilance and preparedness. He urged disaster managers and PDRRMC members to look beyond immediate concerns and assess the capabilities and capacities for managing such extreme events. The PDRRMC and the Iloilo provincial government, led by Gov. Arthur Defensor Jr., have pledged support for all action plans of the IPPO to ensure peace and order during the El Niño period. The IPPO has been designated as the lead office for Public Safety, one of the five key sectors focused by the newly created Provincial El Niño Task Force. He made the statement at the inauguration of the Jalaur River Multipurpose Project (JRMP) Stage II Dams in Iloilo City. The P20-billion project of the National Irrigation Administration (NIA) is the government’s flagship project in Western Visayas. “In the past, we only built irrigation dams for the single purpose of watering our agricultural production areas. Then we made flood control projects to stop flooding and invested billions more for bulk water,” Marcos said. “Our water development projects would not just bring irrigation or potable water to our people, but will help address flooding, produce food, generate electricity, and develop tourism,” the President added. He said the project would further boost development of the agriculture sector and the local economy of Western Visayas. Marcos noted that Iloilo City and the neighboring areas would need 86-million liters per day of high dam reservoir water for commercial and industrial bulk water needs. He said the project would provide uninterrupted irrigation water to over 30,000 hectares of service area and 25,000 farmers. “In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,’’ he added. Additionally, Marcos said the project’s 6.6-megawatts of hydroelectric power will improve Panay Island’s electricity supply. He noted that the government was strategically harnessing the country’s water resources while wisely investing limited funds in projects that would bring optimal development to the country. The distribution of the PTVs was part of the Medical Transport Vehicle Donation Program (MTVDP) spearheaded by the Philippine Charity Sweepstakes Office (PCSO). Negros Occidental received the highest number, 19 PTVs, followed by Iloilo Province with 18, Antique with seven, Aklan with four, and Guimaras with three. “It is always great to return to Iloilo and receive the same warm welcome from the Ilonggos,” Marcos said. Text Any textual data included in the document Mechanization seen to boost WV agricultural productivity By Ime Sornito -Thursday, July 25, 2024 ILOILO City – To enhance Western Visayas farmers’ productivity and ensure a prosperous harvest, the Department of Agriculture (DA) Region 6, together with the Korean Agricultural Machinery Industry Cooperative (KAMICO), launched a two-day roadshow featuring the latest in farm machinery and technologies. The event, held at the Western Visayas Agricultural Research Center (DA-WESVIARC) in the Jaro district on Wednesday, July 24, was themed “Innovate Visayas: Food Security Through Right Mechanization.” It showcased a broad spectrum of agricultural machinery, ranging from land preparation to post-harvest tools, aimed at advancing modern agricultural practices across the region. The primary goal of the showcase was to streamline and simplify farming operations, thereby boosting productivity and maximizing farmers’ revenues. Among the technologies displayed were drone seeders, brown rice mills, tractors, precision seeders, mounted sprayers, lifting machines, and cultivators, all available for acquisition by various farmer cooperatives and associations. The roadshow was inaugurated by DA-6 regional executive director Dennis Arpia and prominent figures such as Philip Kim, president of FIT Corea Trading Philippines and KAMICO Country Representative; Hokyum Kim, director of TYM Korea; Sekjin Lee, president of Leshwa Industry; and PHilMech directors Dionisio G. Alvindia and Joel Dator, among others. Director Alvindia emphasized the event’s focus – introducing rice farmers to cutting-edge technologies that span from land preparation to post-harvest processes. He lamented the low awareness among farmers about utilizing new technologies to improve harvests. “We want to show our farmers that such machinery can significantly enhance their productivity and income,” said Alvindia. He also noted that while the cost of such machinery might seem prohibitive, the government, under the Rice Tariffication Law allocates P5 billion annually through the Rice Competitiveness Enhancement Fund (RCEF) to aid farmers. Since 2019, PhilMech has distributed P3.7 billion worth of machinery to 1,364 cooperatives and associations under the RCEF mechanization program. During the event, one tractor was distributed to each of the following associations: Agtubabo Irrigators Association in Barotac Nuevo, Santo Semeba Irrigators Association in Anilao, the Municipal Local Government of Leon, and the Tubungan Multi-purpose Cooperative in Tubungan, Iloilo. The bill garnered support, with 177 lawmakers voting in favor including those from Iloilo, against nine opposing votes and nine abstentions. The bill, which aims to legalize the use of cannabis for treating various medical conditions, has stirred discussions among Iloilo’s representatives. Second District’s Cong. Michael Gorriceta supported the bill, emphasizing the potential benefits of medical cannabis for patients needing alternative treatment options. “I am confident that the use of medical marijuana will not be abused, given the stringent regulations outlined in House Bill 10439,” Gorriceta told Panay News. Under the bill, only qualified patients diagnosed by accredited physicians are eligible to receive medical cannabis as treatment. Furthermore, the bill stipulates that violations of its provisions could result in fines ranging from P500,000 to P1 million and imprisonment from six months to six years. “This drug is strictly regulated and can only be used by persons who badly need it,” added Gorriceta, asserting that the government will enforce strict compliance once the bill is approved by the Senate and signed into law by President Ferdinand “Bongbong” Marcos Jr. Third District’s Cong. Lorenz Defensor also voted in favor, citing the opportunity for patients to benefit from legitimate medical use of marijuana. He also stressed that the use would be “under supervision”, as mandated by the bill. Fourth District’s Cong. Ferjenel Biron, a medical doctor, supported the bill for its potential to aid patients requiring pain management. He, however specified that his vote was solely for medical use involving imported formulations, not local cultivation. Attempts by Panay News to interview 1t District’s Cong. Janette Garin, 5th District’s Cong. Raul Tupas, and Kabataan party-list’s Cong. Raoul Manuel were unsuccessful at the time of reporting. However, Garin, also a physician, previously acknowledged the medical benefits of marijuana, particularly for conditions like seizure disorders. “There certainly are medical benefits, especially for those with seizure disorders who face high costs for treatment,” Garin stated in an earlier interview. Moreover, Garin expressed concerns about regulating marijuana cultivation, preferring it to be confined to government-controlled areas to prevent misuse, instead of private cultivation. For his part, Manuel previously told Panay News, “There are studies saying that medical marijuana can help patients in need so as a legislator, I believe that we should listen to those studies. He also stressed the importance of differentiating medical marijuana from recreational marijuana so as to allay the fears of those warning that there could be potential abuse. The bill also establishes a Medical Cannabis Office, responsible for issuing prescriptions for medical cannabis after verifying that the physician is not on the Dangerous Drugs Board’s watch list.
