Text Any textual data included in the document ILOILO – The completion of the Lambunao, Iloilo to Valderrama, Antique road, also known as the Panay East-West Lateral Road Project, is set to significantly reduce the travel time from Iloilo to the renowned Boracay Island. Currently, the journey to Caticlan, Malay, Aklan, the gateway to Boracay, requires about five hours. This duration is expected to be shortened by two hours upon the project’s completion. The construction of the 41-kilometer Lambunao-Valderrama road began in 2017, facilitated by then Iloilo 3rd District congressman and now governor Arthur Defensor Jr., who secured funding for the project. The initiative has continued under the direction of his brother, Cong. Lorenz Defensor. Managed by the Department of Public Works and Highways (DPWH), the project boasts a total budget ranging from P2.4 billion to P2.8 billion and is anticipated to conclude by 2026. Featuring a 20-meter-wide thoroughfare, including bridges and slope protection, the road is still under construction, particularly the remaining section stretching over 10 kilometers from Barangay Agsirab to Barangay Cabatangan in Lambunao, up to the boundary of Valderrama. Upon its completion, it will offer an alternative route to the central and northern parts of Antique and from Antique to Capiz. Moreover, it will reduce the travel time from Iloilo to Caticlan, to just three hours. Beyond shortening travel times, the Panay East-West Lateral Road aims to enhance tourism and boost agricultural productivity in the region. Members of the Iloilo Provincial Capitol Press Corps and the Public Information and Community Affairs Office (PICAO) of the provincial government inspected the ongoing construction progress on April 6. Guided by the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Lambunao, the group visited Barangay Agsirab, the farthest barangay accessible by regular vehicle, and also toured a road section in Barangay Hipgos, Lambunao that traverses a mountain. Text Any textual data included in the document LEAST SERVED ROUTES; LTFRB: Unconsolidated jeepneys can operate in 259 WV routes By Ime Sornito -Friday, July 26, 2024 ILOILO City – The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized unconsolidated traditional jeepneys and UV Express vehicles to operate on routes with a low number of authorized units (NAUs) in Western Visayas. The region has 259 such routes, with only one to four units in operation, according to LTFRB Region 6 legal counsel and spokesperson Atty. Salvador Altura. This decision predominantly affects routes in mountainous areas and some town centers where alternative transportation is abundant, discouraging operators from adding more units due to potential losses. “In the mountains, vehicles often make just one trip up and down. In urban centers, the situation is different,” explained Altura. The LTFRB has decided against requiring these individual operators to consolidate their units, as they do not meet the 15-unit threshold necessary to apply for consolidation. “They are not required to consolidate. Low NAU areas do not require consolidation, meaning their operations can continue as long as they renew their registration,” Altura stressed. In April, LTFRB chairperson Atty. Teofilo Guadiz III issued Board Resolution No. 053, Series of 2024, which includes provisions under Memorandum Circular 2020-084 allowing for the application of consolidation with fewer than 15 units if the existing NAU on the route is below this number. The resolution also permits the acceptance of consolidation applications involving less than 15 but no fewer than 10 units, with an affidavit of undertaking to complete the required units within three months from the filing date. These measures aim to ensure that transportation remains available on routes with low NAUs without forcing operators to consolidate, supporting both passenger demand and operator sustainability in less populated or less profitable areas. Based on LTFRB data, the following are the general area breakdown of the 259 routes with low NUA (with only one to four PUJs or UV Express operating): * Iloilo City – one route * Iloilo Province – 30 routes * Capiz – 23 routes * Aklan – 16 routes * Guimaras – 91 routes * Bacolod City – 12 routes * Negros Occidental – 56 routes * Antique – 30 routes Previously, throughout LTFRB’s push for the PUVMP, it had repeatedly declared that non-consolidated traditional jeepney units will be prohibited from operating. The jeepney started as remodeled army vehicles left behind by US forces after World War II, and became a showcase of Filipino ingenuity and resourcefulness. Mainly patronized by low- to middle-income passengers, it has become the core of Philippine public transport. The modernization of Philippine public transport aims to minimize air pollution and improve public transport safety. Most jeepneys were not compliant with smoke emission and safety standards. Initiated in 2017, this ambitious modernization project aims to replace traditional jeepneys with vehicles featuring at least Euro 4-compliant engines to reduce pollution and enhance roadworthiness, as per the standards of the Land Transportation Office. According to data from the Iloilo Provincial Health Office (IPHO), 208 cases with eight fatalities were reported from January 1 to December 31, 2024, a significant decline from the 385 cases in 2023. Leptospirosis is a bacterial infection transmitted through contact with urine from infected animals or environments contaminated by it. The bacteria enter the body through cuts, abrasions, or the mucous membranes of the eyes, nose, or mouth. Early symptoms include high fever, severe headache, muscle pain, chills, redness of the eyes, abdominal pain, jaundice, skin rashes, and gastrointestinal issues. Dr. Maria Socorro Colmenares-Quiñon, IPHO head, attributed the decline in cases to the El Niño phenomenon, which resulted in less rainfall, reducing the likelihood of floodwaters where the bacteria thrive. Additionally, heightened awareness among farmers and laborers led to more precautions, such as wearing protective gear and availing prophylactic treatment from health facilities. Most cases in 2024 involved farmers and laborers exposed to floodwaters contaminated with rat urine, which carries the leptospira bacteria. “Most of our cases this year, as in previous years, involve farmers who waded through floodwaters due to the nature of their work,” Quiñon explained. The IPHO continues to remind the public to avoid wading in floodwaters, which may be contaminated. If unavoidable, individuals are advised to wear protective gear and wash their feet thoroughly with soap and clean water after exposure. The goal is to reduce the prevalence of malnutrition conditions such as stunting, wasting, overweight, and undernutrition, stressed the IPHO. “I have the highest respect for local chief executives who prioritize nutrition, as they address the core issue at hand,” said Dr. Maria Socorro Colmenares-Quiñon, IPHO chief. She noted the variability in annual fund allocations for nutrition initiatives, ranging from as high as P1 million to as low as P50,000. Sustainable nutrition programs and projects require a dedicated budget, stressed Quiñon, emphasizing that the role of the Iloilo provincial government is primarily to augment efforts led by partners including the National Nutrition Council (NNC), Department of Health (DOH), Department of Social Welfare and Development (DSWD), and Department of Agriculture (DA). Echoing Quiñon’s sentiments, Dr. Wendel Marcelo, the Provincial Nutrition Action Officer, stressed the need for LCEs to translate their professed prioritization of health and nutrition into concrete budgetary allocations. “We must advocate with our decision-makers to ensure that these priorities are reflected in our budgets, which are essential for the implementation of effective projects,” Marcelo said. The provincial government is already implementing initiatives such as the MorProGRess Nutri-Tutok Kainan Meals, similar to Mingo Meals, which provide integrated health and nutrition services to identified recipients in municipalities including Alimodian, Barotac Viejo, Santa Barbara, Passi City, Zarraga, and Estancia. Each municipality currently supports over 100 recipients, and there are plans to expand these programs to other municipalities with high rates of malnutrition. Marcelo further underscored that tackling malnutrition requires a multi-sectoral approach, involving not just food provision but also addressing health and socio-economic issues in partnership with various stakeholders. The efforts of partners like the Negrense Volunteers for Change Foundation, which leads the Mingo Meals Nutrition Program nationwide, and the Philippine Multi-Sectoral Nutrition Project (PMNP) of the DOH, have been crucial. These partnerships have helped serve 786 malnourished children across 10 municipalities and implement nutrition initiatives targeting women of reproductive age, pregnant and lactating women, and children under five. Furthermore, the National Nutrition Council (NNC) Region 6 has initiated the Tutok Kainan Dietary Supplementation Program this year to aid malnourished and pregnant women among others in four municipalities. In collaboration with the Department of Education (DepEd)-Iloilo, nutrition products and meal components were provided last year to 41,276 learners from Kindergarten to Grade 6. Continuing his academic journey, he pursued pre-law studies at the University of the Philippines- Iloilo College and earned his Bachelor of Laws degree from Ateneo de Manila University. A distinguished Filipino politician and lawyer, Tirador's career spanned various significant roles. He served as a board director of the Rural Bankers of the Philippines from 1957 to 1959 and later as a consultant to Monetary Board member Mariano Peñaflorida at the Central Bank of the Philippines from 1960 to 1962. His involvement in constitutional affairs included being a delegate to the 1971 Constitutional Convention. In 1986, Tirador assumed the role of Officer-in-Charge (OIC) Governor of the province of Iloilo, serving until 1987.
