ILOILO – Former Senate President Franklin Drilon recognized the contributions of both the Aquino and Marcos administrations in the successful completion of the Jalaur River Multi-Purpose Project (JRMP II) in Calinog town.&#13;
&#13;
&#13;
The inauguration of three major components of the project, including a 109-meter high dam, a 38.5-meter afterbay dam, and an 80.74-kilometer high line canal, is scheduled for July 16.&#13;
&#13;
President Ferdinand “Bongbong” Marcos Jr. has been invited to lead the ceremony.&#13;
&#13;
Drilon credited the late President Benigno Simeon “Noynoy” Aquino III’s administration for securing the funding necessary to move the project forward, decades after its initial conception in the 1960s.&#13;
&#13;
&#13;
President Marcos has continued this legacy by approving additional funds needed for the project’s completion, originally initiated by his father, President Ferdinand Marcos Sr., who completed the first phase in 1983.&#13;
&#13;
At a recent National Economic and Development Authority (NEDA) Board meeting chaired by President Marcos, a loan restructuring worth P8.48 billion was approved to finalize JRMP II.&#13;
&#13;
Drilon expressed his gratitude to both leaders for their focus on this critical infrastructure, essential for tackling the country’s food security challenges.&#13;
&#13;
“This is a legacy project that bridges political divides, and I am honored to have played a significant role in realizing this vision that began six decades ago,” said Drilon.&#13;
&#13;
The project’s resumption was significantly aided in 2011 when the Aquino administration secured a $207 million loan from the Korean Exim Bank, marking it as the largest Official Development Assistance (ODA) project from South Korea to the Philippines.&#13;
&#13;
The completion of JRMP II is expected to substantially increase rice production, which will help stabilize rice prices, a major inflation factor in the Philippines.&#13;
&#13;
&#13;
The National Irrigation Administration (NIA) in Western Visayas, led by Engr. Jonel Borres, anticipates the project to be fully operational by 2025, increasing the annual rice production in Iloilo from 197,545 to 338,874 metric tons.&#13;
&#13;
This project will also provide year-round irrigation to approximately 31,840 hectares of farmland, benefiting 25,000 farmers.&#13;
&#13;
Agriculture Secretary Francisco P. Tiu Laurel Jr. noted that about 4,500 indigenous people in the province would also benefit from the project.&#13;
&#13;
As part of the preparations for full operations by the end of 2025, the impounding of water in the Jalaur High Dam began on May 8.&#13;
&#13;
According to Steve Cordero, JRMP II watershed management chief and spokesperson, filling the high dam will take about 12 months, necessitating the early commencement of water storage.&#13;

JRMP II is among the 194 priority infrastructure projects under the government’s “Build Better More” (BBM) program./PN&#13;

ILOILO – A total of 102 Ilonggo youth from various towns in Iloilo Province have completed a 10-day Soft/Core Skills Training (SCST) under the Department of Labor and Employment’s (DOLE) JobStart Philippines Program – a step toward addressing youth unemployment and supporting the province’s vision of a robust middle class.&#13;
&#13;
The SCST graduates were honored in a recognition program held on July 2 at the Grand Dame Hotel in La Paz district, Iloilo City. The training forms the first phase of JobStart Wave 2025, aimed at improving the employability of at-risk youth through life skills development, job readiness activities, and career coaching.&#13;
&#13;
Implemented in partnership with the Office of the Provincial Public Employment Service Manager (OPPESM), local government units, and the private sector, the program is aligned with Iloilo’s development blueprint, MoRProGRes, which seeks to create a globally competitive and resilient province driven by a strong and financially capable middle class.&#13;
&#13;
Provincial Administrator Raul Banias credited OPPESM, led by Dr. Cynthia Dario, for the successful implementation of the JobStart program in Iloilo.&#13;
&#13;
“This is about preparing young Ilonggos for the demands of the job market and giving them a better shot at long-term success,” he said.&#13;
&#13;
&#13;
Fourth District Board Member Rolando Distura highlighted the importance of empowering youth with the skills needed to thrive across various sectors, “We are committed to providing relevant training that allows them to compete in today’s fast-evolving labor landscape,” he noted.&#13;
&#13;
DOLE Iloilo Field Office Director Joselito De la Banda emphasized that the JobStart program does more than just connect young people to jobs.&#13;
&#13;
“It instills soft skills like communication, teamwork, and discipline—qualities that are crucial for career growth and industry relevance,” he said.&#13;
&#13;
JobStart Philippines, institutionalized through Republic Act No. 10869, offers structured pathways for unemployed youth through partnerships with employers. It aims to bridge gaps in job readiness and ease the transition from school to work.&#13;
&#13;
Dr. Dario echoed the urgency of the initiative, pointing out that nearly half of the country’s unemployed are youth — many of them recent graduates.&#13;
&#13;
“You are fortunate to have undergone this training that has better prepared you for the workforce,” she told the graduates, commending their dedication.&#13;

ILOILO City – International flights have resumed at the Iloilo Airport in Cabatuan, Iloilo with the inaugural flight to Hong Kong departing at 11 p.m. on Sunday, October 27. The flight, carrying approximately 100 passengers, marks the relaunch of the Iloilo-to-Hong Kong route.&#13;

The maiden flight was preceded by an 8 p.m. launch event hosted by Cebu Pacific Air, carrier of the inaugural Flight 5J 242, said the Civil Aviation Authority of the Philippines (CAAP) – Iloilo terminal supervisor, Arthur Parreño.&#13;
&#13;
A ceremonial water cannon salute was also given to Flight 5J 242.&#13;

The flight schedule for the Iloilo-Hong Kong route includes departures every Tuesday, Thursday, Saturday, and Sunday, with return flights from Hong Kong scheduled for every Wednesday, Friday, and Monday.&#13;
&#13;
The Iloilo Airport used to host regular flights to and from Hong Kong and Singapore but these were all cancelled when the COVID-19 pandemic struck in 2020.&#13;
&#13;
According to Parreño, the Iloilo Airport is well-equipped to handle the increased passenger traffic, noting among others that the airport’s air-conditioning units have been repaired and additional chairs have been installed.&#13;
&#13;
Manuela Luisa Palma, manager of the Iloilo Airport, confirmed that the airport has been ready to manage international flights since last year, specifically highlighting the preparedness of the pre-departure area in the main passenger terminal building.&#13;
&#13;
Palma mentioned that Gate 3 of the terminal, designated for international flights, can accommodate 150 international passengers and has the capability to expand capacity by adding more chairs if needed.&#13;
&#13;
Palma also expressed confidence that the resumption of international flights would boost the economy of Iloilo City and the province, making it more accessible and affordable for travelers through direct flights.&#13;
&#13;
The Iloilo Airport is situated on 188 hectares of land covering barangays Tabucan, Tiring, Gaub, Duyan-Duyan, and Manguna in Cabatuan, Iloilo.&#13;
&#13;
The airport complex consists of a single runway, various administrative and maintenance buildings, waste-sorting and water-treatment facilities, a power-generating station, a cargo terminal, and a main passenger terminal.&#13;
&#13;
Citing their economic importance, Iloilo City’s Mayor Jerry Treñas has been pushing for the resumption of international flights to Singapore and Hong Kong from the Iloilo Airport.&#13;
&#13;
Treñas pointed out the large number of overseas Filipino workers (OFWs) from Iloilo who are hoping for the reinstatement of flights to Hong Kong and Singapore.&#13;
&#13;
During the international flights launch event on Sunday, Carmina Reyes Romero, director for Corporate Communications at Cebu Pacific, also announced the upcoming resumption of the Iloilo to Singapore route starting in November.&#13;
&#13;
Also present at the launch event were Regional Director Crisanta Marlene Rodriguez of the Department of Tourism (DOT); Iloilo City’s Acting Mayor Jeffrey Ganzon; Fulbert Woo, president of the Philippine Chamber of Commerce and Industry (PCCI) – Iloilo Chapter, Inc.; and other officials from Cebu Pacific Air and CAAP-Iloilo.&#13;

The Municipality of Mina was declared champion in Universal Health Care implementation and local health system maturity in Iloilo Province.&#13;
&#13;
ILOILO City – The Iloilo Provincial Health Office (IPHO) honored top-performing local government units (LGUs), health partners, and retired health workers during the 2024 Health Excellence and Leadership (HEAL) Awards held on December 6 at the Iloilo Convention Center in Mandurriao district here.&#13;
&#13;
With the theme “MoRProGRes Iloilo para sa Kalusugan at Kaunlaran Tungo sa Bagong Pilipinas”, the event celebrated the contributions of stakeholders in advancing the Iloilo Province-Wide Health System.&#13;
&#13;
IPHO head Dr. Maria Socorro Colmenares-Quiñon said the awards recognize the efforts of development partners, hospitals, and LGUs with their health offices in delivering equitable, people-centered, and high-quality health services under the principles of good governance and multi-sectoral collaboration.&#13;
&#13;
The major awards, acknowledging exemplary performance in Universal Health Care (UHC) implementation and local health system maturity, were presented to the following municipalities:&#13;
&#13;
* Champion — Mina, Iloilo (Plaque and P200,000 cash prize)&#13;
&#13;
* 1st Runner-Up — Batad, Iloilo (Plaque and P175,000 cash prize)&#13;
&#13;
* 2nd Runner-Up — City of Passi (Plaque and P150,000 cash prize)&#13;

* 3rd Runner-Up — Tubungan, Iloilo (Plaque and P125,000 cash prize)&#13;

In his message delivered by Atty. Ventilacion, Governor Defensor emphasized that health is the cornerstone of his social justice agenda, MoRProGRes ILOILO, or the Movement for a Robust, Progressive, Globally-Competitive, and Resilient Province of Iloilo.&#13;

“Through our partnership and collaboration, we bridge the gap and amplify our impact,” Defensor said, thanking LGUs, national agencies, and stakeholders for their trust.&#13;

              <text>The Iloilo provincial government has announced the opening of applications for the Iskolar sang Iloilo Program (ISIP) for the academic year 2024-2025.&#13;

The scholarship aims to provide financial assistance to incoming first-year college students who are bona fide residents of Iloilo and meet specific academic and financial criteria.&#13;
&#13;
To qualify, applicants must have a Senior High School General Weighted Average (GWA) of 90 percent or higher and possess good moral standing. The annual gross family income should not exceed P180,000.&#13;
&#13;
Additionally, applicants must plan to enroll in any of the following state universities and colleges within Iloilo: University of the Philippines Visayas, West Visayas State University, Iloilo Science and Technology University (ISAT-U), Iloilo State University of Fisheries Science and Technology (ISUFST), Northern Iloilo State University (NISU), or Passi City College.&#13;
&#13;
A total of 125 scholars will be selected, with an allocation of 25 per district.&#13;
&#13;
Each chosen scholar will receive a monthly stipend of P3,500, learning resource assistance of P3,000 per semester, an on-the-job training allowance of P20 per hour, and a thesis/research assistance of P5,000 for graduating students.&#13;
&#13;
Moreover, cash incentives are available for graduates: P1,000 for graduates, P7,000 for Summa Cum Laude, P5,000 for Magna Cum Laude, and P3,000 for Cum Laude honorees.&#13;

              <text>The Iloilo State University of Fisheries Science and Technology (ISUFST) recently concluded its “Orientation and Workshop on the University’s International Ranking,” held from August 13-14 at Park Inn by Radisson in Mandurriao, Iloilo City.&#13;

The pioneering initiative aims to position ISUFST in international rankings such as the QS World University Rankings and Times Higher Education (THE).&#13;
&#13;
Participants from the university’s five campuses engaged in comprehensive discussions led by Dr. Engelbert Pasag, Vice President for Internationalization at Panpacific University.&#13;
&#13;
The workshop focused on the metrics used by QS World University Rankings, THE, and the World University Ranking for Innovation (WURI), equipping attendees with tools to enhance ISUFST’s global standing.&#13;
&#13;
Dr. Pasag, drawing from his expertise in internationalization, provided valuable insights and strategies to improve ISUFST’s approach to global rankings.&#13;
&#13;
He emphasized that international metrics serve as benchmarks to measure performance against leading global institutions and stressed the importance of aligning university programs with the Sustainable Development Goals (SDGs).&#13;
&#13;
Vice President for Academic Affairs Dr. Joan Belga and Vice President for Administration and Finance Dr. Johnny Dolor expressed their strong support for ISUFST’s internationalization efforts.&#13;
&#13;
“This workshop is a critical step in our journey towards global excellence. Our goal is to elevate ISUFST’s standing in international rankings, and with our collective efforts, we will achieve this milestone,” Dr. Belga said.&#13;
&#13;
Dr. Pasag highlighted the broader significance of global rankings, noting that they challenge institutions to innovate and raise standards continuously.&#13;
&#13;
He encouraged the ISUFST community to “eat, breathe, and live the UN SDGs and internationalization,” stressing that this commitment will shape the university’s future path.&#13;
&#13;
On the event’s second day, University President Dr. Nordy Siason Jr. commended the faculty and administrators for their dedication to internationalization.&#13;
&#13;
“Our journey toward becoming a leading research university in Southeast Asia by 2030 is strongly tied to our internationalization efforts,” Dr. Siason said.&#13;
&#13;
Dr. Siason concluded by stating, “Our pursuit of global recognition is about building a legacy of excellence that transcends borders, inspiring generations to think globally.”&#13;
