According to PDRRMO head Cornelio Salinas, these early warning systems, primarily installed at dikes and bridges, are managed by Municipal Disaster Risk Reduction Management Office (MDRRMO) personnel. These systems utilize a color coding scheme or physical measurements in meters and centimeters marked on dikes and bridge pillars to monitor water levels during heavy rainfall. Once the MDRRMO personnel detect critical water levels at any dike or bridge pillar, Salinas said decisions are made regarding the necessity to conduct preemptive evacuations for households in flood-prone areas. “The bridges and dikes have corresponding color codings or measurements. If water reaches these predefined markers, it triggers the LGUs to initiate preemptive evacuation,” Salinas explained to Panay News. In addition to the color-coded early warning systems, the municipality of Pavia, which is being straddled by two major rivers – Aganan and Tigum – has also installed a system to monitor water levels. This system is designed to alert downstream municipalities about rising water levels in these two river systems. The provincial government under Gov. Arthur Defensor Jr. has distributed more than 50 rain gauges across the 43 LGUs to measure actual rainfall, reducing reliance on the general forecasts from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). These rain gauges were produced by the Iloilo Science and Technology University (ISAT-U), with the provincial government allocating P800,000 for this initiative. Training sessions have also been conducted by the PPDRMO, in collaboration with PAGASA, for focal persons of the Civic Welfare Training Service (CWTS) of the National Service Training Program (NSTP) from various schools within the province, aiming to enhance their skills in reading rainfall volumes through these gauges. Salinas cited the crucial role of these rain gauges in providing immediate and accurate rainfall measurements for specific areas. He also mentioned that the provincial government is exploring a proposal from the Department of Science and Technology (DOST) to invest P8 million to P10 million in a comprehensive early warning system to further improve flood monitoring in the province. Moreover, Salinas highlighted that the 43 LGUs, including the provincial government, are well-prepared to respond to flooding, having learned from previous super typhoons. Some LGUs have even acquired water assets for search and rescue operations, such as Pavia and Lambunao. The provincial government has also purchased 10 rubber boats and 10 flood boats for use during floods. The land for the desalination plant and solar panels was donated by the Badiango family, with Bobby Badiango specifically acknowledged for his contribution. “This is a realization of a dream and the MoRPrGRes vision of addressing the basic needs of the people in the island, a resilient project as it relies on solar power to produce the water from the sea,” said Banias. Water development projects, Marcos said, should not just bring irrigation or potable water to people but also help address flooding, produce food, generate electricity, and develop tourism activities. The inauguration of the JRMP II water reservoir project, the largest outside Luzon, is a full-circle moment for the Marcos administration, taking place more than 40 years after the completion of its first stage in 1982, during the time of the President’s father, the late President Ferdinand E. Marcos Sr. “I think it is entirely too long that Phase I that was completed in my father’s time, and Phase II should be completed in my time. We should not have waited that long. I think we need to accelerate the process a little bit,” said Marcos. He urged “especially (those) who will be tasked with the operations and further developments of this project to maintain our sense of purpose, our integrity, and dedication with you always.” “From the groundbreaking to the completion and down to the daily management, we must always uphold excellence and wisdom with compassion,” said the President. The dams of the JRMP II span over 80 kilometers with a service area of 31,840 hectares. Around 25,000 farmers are expected to benefit from the project of the National Irrigation Administration (NIA). Its ceremonial groundbreaking was held on February 21, 2013. The actual commencement of civil works, however, started on April 10, 2019, more than 40 years after the completion of its first stage in 1982. Mega dam benefits JRMP II has three key components: irrigation development, environmental and watershed management, and institutional development. The project costs almost P20 billion. “This should boost further development in the agricultural sector as well as the local economy of the entire region,” President Marcos said. “In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,” he added. A portion of the water from the high dam’s reservoir will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and nearby municipalities. The project is also expected to generate 6.6 megawatts of hydroelectric power, which will help supplement the power supply on the Island of Panay. “Additionally, it is also proposed to develop inland fishery, floating solar energy systems, and eco-cultural tourism in the near future,” the President said. Considering all the benefits that the project can deliver to residents, President Marcos said the project “truly deserves its label: Katuwang sa Kauswagan or Partner in Progress.” He thanked South Korea for the realization of the project through its Official Development Assistance-Economic Development Cooperation Fund. “Indeed, this venture is not only a symbol of our strong friendship and our long-standing ties but also a reminder of our shared desire for growth and development,” the President said. Additionally, efforts by LGUs to protect cultural and heritage sites are highly valued in the evaluation for the Seal of Good Local Governance (SGLG) award by the Department of the Interior and Local Government (DILG). Marin noted that the province’s rich heritage, particularly the churches in the 1st District like Miag-ao and San Joaquin, have significantly attracted tourists in recent years. These sites are often included in the packages offered by local and national tour operators. Arthur Defensor Jr. formed a fact-finding committee to investigate Facebook posts by Provincial Public Information and Community Affairs Office (PICAO) head Jose Nereo Lujan. The posts in question pertained to Iloilo City’s Mayor Jerry Treñas. However, the fact-finding committee is temporarily on hold as they await recommendations from the Civil Service Commission (CSC) Region 6. Atty. Dennis Ventilacion, head of the Provincial Legal Office, said the CSC might either take over the investigation or allow the provincial government to proceed, depending on its assessment of the situation. As the governor ordered, the committee’s probe would determine if the Facebook posts constituted misconduct or conduct prejudicial to the best interest of service, or may have violated the Civil Service Commission’s 2017 Rules on Administrative Cases. On May 21, Treñas filed a complaint for cyber libel against Lujan before the Iloilo City Prosecutor’s Office. In Executive Order No. 151 establishing the committee, Defensor designated Atty. Mae Therese Albacete of the Provincial Legal Office as chair. The committee also includes Maribel Fabales from the Human Resource Management and Development Office and Atty. Lingelu Pedregosa from the General Services Office. According to Ventilacion, this action followed a show cause order issued by Defensor on May 23, 2024, which required Lujan to respond to the allegations within three days. Lujan submitted a written response on May 28, 2024. Following this, on May 29, the Provincial Legal Office recommended the formation of the investigative committee. The controversy between Treñas and Lujan escalated following the Iloilo City Government’s decision to demolish the old façade of Iloilo City’s historic Central Public Market for redevelopment, which Lujan contested. Lujan subsequently filed administrative charges against Treñas at the Office of the Ombudsman-Visayas. The charges included grave misconduct, abuse of authority, and conduct unbecoming. According to Lujan, the demolition was without clearance from the National Historical Commission of the Philippines. In the recent update covering the 28th morbidity week of 2024, the province has witnessed a dramatic 130% increase in dengue cases compared to the same period last year, with figures rising from 893 to 2,053 cases and five fatalities. Dengue fever is a mosquito-borne viral infection causing severe flu-like symptoms and potentially life-threatening complications. During just one week, from July 6 to July 13, the province reported 348 new cases. Passi City leads with the highest number at 40, followed by Dumangas (26), Dingle (17), Calinog (16), and Janiuay (11). Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, expressed particular concern over the increase in barangays with clustered cases, now totalling 79 across the province. Clustering is defined as three or more reported cases within four consecutive weeks in the same area. Despite the Department of Health (DOH) prioritizing immunization as one of the eight key health outcomes, the region still records some of the lowest coverage rates in the country. The region’s GDP, which stood at P874.09 billion in 2021, climbed to P955.14 billion in 2022, marking a 9.3 percent growth, the highest among all regions in the country for that year. In 2023, the GDP further increased to P1.024 trillion, representing a 7.2 percent growth from the previous year. Marlene Alviar, chief statistical specialist of PSA Region 6, said 2023 marked the first time Western Visayas hit the trillion-peso GDP mark. “This signifies the monetary value of all products and services produced in the region,” Alviar explained.
