The latest data showed a 79 percent rise compared to the same period last year, which saw 723 cases. In just the week from June 15 to 22, the province registered 115 new cases spread across several towns. The breakdown of these new cases includes Lambunao (10), Oton (six), and Badiangan (six), among others, contributing significantly to the surge. Dengue is a viral infection spread by mosquitoes, causing severe flu-like symptoms and, in extreme cases, death. Symptoms include a sudden high fever of 104 Fahrenheit degrees, severe headache, nausea or persistent vomiting, swollen glands, muscle and joint pain, pain behind the eyes, and red spots or patches on the skin. The municipalities with the highest incidence of dengue this year are Lambunao, reporting 88 cases with one fatality, followed by Passi City with 69 cases, and Oton with 67 cases. Particularly concerning are Badiangan and Miag-ao, which have recorded multiple deaths. A cluster of cases has been identified in 14 barangays, including San Antonio in Ajuy and Poblacion in Badiangan, indicating localized outbreaks. The most affected age groups are children one to 10 years old, with 535 cases, and adolescents 11 to 20 years old, with 371 cases. Dr. Maria Socorro Colmenares-Quiñon, head of the Iloilo Provincial Health Office (IPHO), emphasized the importance of the 4S strategy against dengue, which includes searching and destroying mosquito-breeding sites, wearing protective clothing, seeking early treatment, and supporting strategic fogging in hotspot areas. Quiñon specifically urged the public to eliminate breeding grounds, especially during the rainy season when stagnant water can become a common breeding site for mosquitoes. She also called for active community participation in cleanliness drives under the Aksyon Barangay Kontra Dengue (ABKD) initiative. The inauguration of three major components of the project, including a 109-meter high dam, a 38.5-meter afterbay dam, and an 80.74-kilometer high line canal, is scheduled for July 16. President Ferdinand “Bongbong” Marcos Jr. has been invited to lead the ceremony. Drilon credited the late President Benigno Simeon “Noynoy” Aquino III’s administration for securing the funding necessary to move the project forward, decades after its initial conception in the 1960s. Drilon expressed his gratitude to both leaders for their focus on this critical infrastructure, essential for tackling the country’s food security challenges. “This is a legacy project that bridges political divides, and I am honored to have played a significant role in realizing this vision that began six decades ago,” said Drilon. The project’s resumption was significantly aided in 2011 when the Aquino administration secured a $207 million loan from the Korean Exim Bank, marking it as the largest Official Development Assistance (ODA) project from South Korea to the Philippines. The completion of JRMP II is expected to substantially increase rice production, which will help stabilize rice prices, a major inflation factor in the Philippines. The National Irrigation Administration (NIA) in Western Visayas, led by Engr. Jonel Borres, anticipates the project to be fully operational by 2025, increasing the annual rice production in Iloilo from 197,545 to 338,874 metric tons. This project will also provide year-round irrigation to approximately 31,840 hectares of farmland, benefiting 25,000 farmers. Agriculture Secretary Francisco P. Tiu Laurel Jr. noted that about 4,500 indigenous people in the province would also benefit from the project. As part of the preparations for full operations by the end of 2025, the impounding of water in the Jalaur High Dam began on May 8. According to Steve Cordero, JRMP II watershed management chief and spokesperson, filling the high dam will take about 12 months, necessitating the early commencement of water storage. Text Any textual data included in the document ILOILO – Ahead of his July 22 third State of the Nation Address, President Ferdinand “Bongbong” Marcos Jr. is inaugurating today the Jalaur River Multipurpose Project (JRMP) Phase II in the Municipality of Calinog. Once the JRMP is fully operational, it is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz. According to Ilonggo former Senate President Franklin Drilon who has championed the construction of JRMP II since 2011, JRMP can help fulfill the government’s vision of food security and help reduce the price of rice. “By providing a reliable water supply for irrigation, we can boost rice production and ultimately bring down the cost of this staple food,” he explained. President Marcos will specifically inaugurate three major components of the project – the 109-meter high dam, the 38.5-meter afterbay dam, and the 80.74-kilometer high line canal. JRMP started in 1960. To harness the power of the Jalaur River for irrigation, flood control, and hydroelectric power generation, Congress passed Republic Act 2651, which mandated the construction of the Jalaur River Multi-Purpose Project. With financial assistance from the World Bank, the feasibility study on the JRMP was completed in 1976 during the administration of President Ferdinand E. Marcos Sr. In 1983, the first phase of the project costing P202.2 million was completed. It covered the rehabilitation of irrigation systems over an area of 22,340 hectares. Due to a lack of funds and insufficient prioritization by subsequent administrations, however, the second phase never took off. In 2011 through Drilon’s initiative, the administration of President Benigno Aquino III breathed new life into the JRMP. From the Korean Exim Bank, the Philippine government was able to secure a $207-million loan which carried a remarkably low-interest rate of 0.15% per annum. The government’s counterpart fund was P2.2 billion. In 2023, the project received a significant boost under the leadership of President Marcos Jr. During a National Economic and Development Authority (NEDA) Board meeting chaired by the President on July 19, 2023, the board approved additional funding for the completion of JRMP II. The governor reminisced that Iloilo, especially the municipality of Pototan, used to lead rice production in the country years ago but was surpassed by other provinces and regions. With JRMP II, which will be fully operational next year – more than 40 years after the completion of its first stage in 1982 – Defensor is confident of providing farmers with continuous water supply, essential for sustained rice cultivation. “This project is a game-changer. It will enhance thousands of hectares of irrigated land in our communities,” said Defensor. Sufficient water supply, combined with encouraging farmers to plant hybrid seeds, would undoubtedly increase rice production, he added. Governor Defensor also emphasized the broader implications of JRMP II, the largest dam outside Luzon, noting it would address domestic water needs, particularly for Iloilo City, which faces high water demand. “Thank you, Mr. President, for your presence and steadfast support of this transformative project, ensuring it is fully realized,” Defensor said in his welcome address. In his speech, the President said the JRMP II has three key components: irrigation development, environmental and watershed management, and institutional development. JRMP II is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz. “In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,” said the President. A portion of the water from the high dam’s reservoir will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and nearby municipalities. The President said the project is also expected to generate 6.6 megawatts of hydroelectric power, which will help supplement the power supply on the Island of Panay. “Additionally, it is also proposed to develop inland fishery, floating solar energy systems, and eco-cultural tourism in the near future,” he added. “From this project, we look forward to working more with you to realize the full potential of Iloilo in agriculture and our contribution to the food security of the country,” Defensor told the President. As of June 2024, the JRMP II has an overall accomplishment rate of 75.51 percent, with three dams fully completed and 49.05 kilometers of line canal constructed. The region garnered 56 gold medals, 41 silver, and 41 bronze, positioning them third in the national games. Region IV-A managed to secure the second spot with a slightly higher tally of 57 golds, 51 silvers, and 53 bronzes. Dominating the competition, the National Capital Region (NCR) claimed the top position with an impressive haul of 98 golds, 66 silvers, and 74 bronzes. Western Visayas showed a strong performance across various sports, with gold medals mainly coming from athletics, swimming, taekwondo, softball, table tennis, tennis, chess, basketball, arnis, sepak takraw, wushu, baseball, badminton, volleyball, gymnastics, and boxing. Reflecting on last year’s games held in Marikina City, Western Visayas had finished in second place, securing 60 golds, 45 silvers, and 44 bronzes, just behind NCR, which has been the overall champion for 17 consecutive years.
