In light of these developments, provincial officials are working closely with local government units (LGUs), health offices, and disaster risk reduction and management (DRRM) teams to implement a comprehensive, society-wide approach to combat the spread of dengue. “Given that we have exceeded these thresholds, we conducted the meeting with respective agencies. The latest data from the Provincial Health Office reveal an escalation in cases, with 4,595 reported as of August 10, 2024, including 10 deaths. This marks a 320 percent increase from last year during the same period, which recorded 1,095 cases and a single fatality. The decision to recommend declaring a state of calamity was made during a special meeting at the Casa Real de Iloilo yesterday afternoon, as confirmed by Cornelio Salinas, the head of the Provincial Disaster Risk Reduction and Management Office. According to Salinas, Iloilo has met the criteria set by the National Disaster Risk Reduction and Management Council (NDRRMC) for such a declaration. The criteria include an extremely high incidence of a communicable disease affecting multiple areas and the presence of health events beyond normal expectancy. Currently, three areas — Passi City and the municipalities of Miag-ao, and Tigbauan — have already declared local states of calamity, while Badiangan has reported a dengue outbreak. Dengue fever, transmitted by the bite of an Aedes mosquito infected with a dengue virus, causes flu-like symptoms including severe headache, pain behind the eyes, muscle and joint pains, and rash. More severe forms can develop into dengue hemorrhagic fever, which can be fatal. The spread of dengue has prompted 41 of the 43 local government units in Iloilo, with the exception of Banate and Tubungan, to exceed the epidemic threshold necessitating urgent responses. These reports from Municipal Environment and Natural Resources Offices (MENROs) cover the status of dams, wells, rivers, and other water sources. PGENRO head, Atty. Cesar Emmanuelle Buyco Jr., said, “Our water sources have indeed experienced a decrease in levels.” He expressed the urgency of determining the water levels, especially those affecting the Maasin Watershed in Maasin town, which is a primary source for water districts. Buyco explained that obtaining the actual status of the water sources is crucial for the provincial government, led by Gov. Arthur Defensor Jr., to implement mitigating measures and prevent a scenario where there is a lack of water supply, particularly for household use. He emphasized the collaborative effort required to address water supply issues, noting that Gov. Defensor has involved all provincial government offices in the initiative. The Provincial Engineering Office (PEO), for instance, is actively searching for potential water sources using equipment capable of detecting water presence. According to the governor, there are currently around 500 Korean nationals living in Iloilo. Defensor stressed that the proposed Iloilo–South Korea route remains a priority regional connectivity project that had already gained traction before being shelved during the COVID-19 pandemic. The push for a direct flight is also being supported by the Department of Tourism (DOT). Even before, Crisanta Marlene Rodriguez, regional director of DOT in Western Visayas, had been advocating for direct international flights from Iloilo to Korea, as well as to Taiwan and Japan, to attract more foreign tourists to the region. “We are hoping to have more international direct flights to and from Iloilo,” Rodriguez said in an interview last year during the resumption of flights from Iloilo to Hong Kong, Singapore, and Bangkok, Thailand. DOT data showed Western Visayas recorded 5,909,568 tourist arrivals in 2024, a 10.25 percent increase from 2023 and slightly higher than the 5.8 million arrivals logged in 2019. These arrivals generated an estimated P74 billion in visitor receipts, with P10.96 billion coming from foreign and overseas Filipino tourists. Aklan accounted for the biggest share with 2,202,023 tourists and P42.93 billion in receipts, followed by Iloilo City with 1,001,028 tourists and P9.40 billion. Among the six provinces, only Iloilo recorded an increase in inflation, the PSA’s summary inflation report on the Consumer Price Index in Western Visayas for August 2024 stated. In contrast, Capiz registered the lowest at 4.3 percent. For the highly urbanized cities in the region, Iloilo City’s inflation rate increased to 3.7 percent in August 2024 from 1.8 percent in the previous month. On the other hand, Bacolod City’s inflation rate dropped to 5.6 percent in August 2024 from 6.2 percent in July 2024. Western Visayas’ headline inflation was 4.8 percent in August 2024, similar to the rate recorded in July 2024. The regional average inflation rate from January to August 2024 is 3.8 percent. In August 2023, the inflation rate was higher at 6.1 percent. The monthly inflation rate in the index of financial services was recorded at a constant rate of 1.0 percent from January to August 2024. The deceleration of food inflation in August 2024 was due to slower annual growth in the index of cereals and cereal products with a 12.1 percent inflation rate in August 2024 from 14.6 percent in July 2024. It was followed by meat and other parts of slaughtered land animals’ food group with a 13.1 percent inflation rate from 15.3 percent in July.
