ILOILO – To ensure zero casualties not only among humans but also animals during disasters, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) is advocating for animal evacuation shelters.&#13;
&#13;

These shelters symbolize collective care for animals, said PDRRMO head Cornelio Salinas.&#13;
&#13;
“What would be the primary entities to be evacuated, of course, are people. But zero casualty during disasters refers not only to people but also to animals,” stressed Salinas.&#13;
&#13;
He expressed hope that, during preemptive evacuations for calamities such as flash floods and landslides, residents will not only secure their household belongings but also ensure the safety of their livestock and pets.&#13;
&#13;
But this can only be realized with designated animal evacuation shelters in each municipality, said Salinas.&#13;
&#13;
His call coincided with the launch of the Animal Evacuation Shelter Design Contest during the National Disaster Resilience Month. Through the contest, the PDRRMO aims to spark awareness and interest among local government units (LGUs) to establish evacuation shelters for animals, especially as the region approaches the typhoon and flash flood season.&#13;
&#13;
Currently, Mina is the only town in the province with an animal evacuation center, funded by the Iloilo provincial government.&#13;
&#13;
Guidelines for Animal Evacuation Shelter Design Contest&#13;
&#13;
* The contest is open to Commission on Higher Education-recognize higher institutions offering Civil Engineering, Architecture and Agricultural Courses starting July 1, 2024, and to individual participants.&#13;
&#13;
* Only one entry per participant will be accepted.&#13;
&#13;
* Participants must guarantee that their entries are original and not copied/culled from works of particular individuals.&#13;
&#13;
* The Animal Evacuation Design Shelter concept must align with the contest criteria.&#13;
&#13;
* Entries will be submitted by respective participating higher institution/individuals to PDRRMO-Iloilo Province, Provincial Capitol Building on or before July 28, 2024 for evaluation.&#13;
&#13;
* Winners will be determined by a pool of judges from different industries who are stakeholders in resilience and disaster management affecting animal welfare.&#13;
&#13;
* Category of winners: Champion, 2nd Place, 3rd Place for higher institutions, and individual entries.&#13;

Researchers and technicians conduct stocking density and feeding trials at a sea-based cage facility in Guimaras as part of efforts to develop science-backed, sustainable spiny lobster farming protocols for coastal communities. &#13;

ILOILO City – An international aquaculture research center based in Tigbauan, Iloilo is moving to overhaul traditional spiny lobster farming in the Philippines, aiming to replace unregulated wild seed collection practices with science-driven production models that promise higher incomes for fishers while safeguarding marine ecosystems.&#13;
&#13;
A market-sized spiny lobster (Panulirus ornatus), locally known as “banagan” or tiger lobster, is weighed during growth monitoring tests, a key step in establishing production benchmarks for sustainable aquaculture. SEAFDEC/AQD&#13;
&#13;
The Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) is leading the initiative to develop sustainable farming techniques for spiny lobster (Panulirus ornatus), locally known as “tiger lobster” or “banagan,” amid growing global demand and the availability of wild seed resources across the country.&#13;
&#13;
SEAFDEC/AQD chief Dan Baliao acknowledged that the industry currently depends on collecting pueruli and juvenile lobsters from the wild, which are then transferred to small-scale nurseries and grow-out cages — a practice that poses long-term sustainability concerns.&#13;
&#13;
“To leverage the potential of this high-value species, it is essential that we transform these informal practices into scientifically backed production models,” Baliao stated in a news release.&#13;
&#13;
Baliao stressed the importance of establishing optimal stocking density, feeding schemes, and environmental management systems to ensure the sector’s long-term viability.&#13;
&#13;
As part of the project, SEAFDEC/AQD identified Guimaras as a key research site due to its natural abundance of wild spiny lobster seeds. Researchers, led by Roselyn Baylon, are conducting environmental monitoring and verifying catch data through interviews with local fishers to better understand ecological conditions and promote community participation.&#13;
&#13;
At the Igang Marine Station in Guimaras, experiments are underway to determine ideal stocking densities and feeding strategies for both nursery and grow-out stages using sea-based cage systems. The trials are evaluating growth performance, survival rates, and socioeconomic impacts on participating coastal communities.&#13;
&#13;
“Through our rigorous research and experimentation, we are on the verge of establishing key growth benchmarks for the spiny lobster, which are vital for optimizing production cycles,” Baylon noted.&#13;
&#13;
These benchmarks are expected to guide fishers in adopting best practices that enhance productivity without compromising marine health.&#13;
&#13;
Dr. Leobert de la Peña, head of the SEAFDEC/AQD Research Division, said large-scale verification trials will follow once refined protocols are finalized, marking a significant step in integrating scientific approaches into traditional coastal aquaculture.&#13;

The full operation by 2025 is expected to boost Iloilo’s annual rice production from 197,545 metric tons to 338,874 metric tons. The mega dam will provide year-round irrigation to approximately 31,840 hectares of farmland, benefiting 25,000 farmers.&#13;
&#13;
Recent weather disturbances have positively impacted the project timeline, according to NIA-6 under acting regional manager Engr. Jonel Borres. Due to heavy rains, water impoundment at the 109-meter Jalaur High Dam in Barangay Alcalaga, Calinog has accelerated.&#13;
&#13;
The Jalaur High Dam, the largest component of JRMP II, has so far impounded 202 million cubic meters of water out of its 250-million-cubic-meter capacity, reaching an elevation of 184 meters above sea level as of Sunday, September 22.&#13;
&#13;
“So we are just short of around 48 million cubic meters,” said Steve Cordero, JRMP II watershed management chief and spokesperson, in an interview with Panay News.&#13;
&#13;
Water impoundment at the Jalaur High Dam began on May 8, 2024, just over four months ago.&#13;
&#13;
Initially, NIA-6 had projected a 12-month period to fill the dam, but it is nearing full capacity in less than five months.&#13;
&#13;
If weather disturbances and heavy rainfall continue towards the end of the year, the dam could reach its maximum water capacity before 2025, said Cordero.&#13;
&#13;
Early water storage would enable faster delivery of irrigation services once other project components, such as the irrigation systems, are completed.&#13;
&#13;
“The more water we store, the better prepared we are to provide irrigation services as soon as other components of the project are finished,” Cordero added.&#13;
&#13;
The water impoundment has also had a positive impact on residents upstream of Calinog, as the dam helps mitigate potential flooding by preventing excessive water flow downstream.&#13;
&#13;
Without the dam, the water could have caused floods or flowed directly to the sea without being utilized.&#13;
&#13;
Cordero reassured Calinog residents that there is no risk of an abrupt release of water from the Jalaur High Dam, as the gates at the lower portion are continuously open to manage the water level gradually.&#13;
&#13;
Once the dam reaches its maximum capacity, an upper spillway will automatically release excess water, preventing any risk of flooding.&#13;
&#13;
“There will be no abrupt water release. As the water level rises, it will naturally spill out, ensuring no flash floods occur,” Cordero said.&#13;
&#13;
In addition to the Jalaur High Dam, other major components of JRMP II include the Afterbay Dam, Alibunan Catch Bay Dam, and an 80.74-kilometer high-line canal.&#13;
&#13;
As of August 2024, the JRMP II is 76.20 percent complete, with remaining works focusing on the installation of electromechanical components for the three major dams and the ongoing construction of the high-line canal, which is 60 to 65 percent finished.&#13;

Cordero emphasized that they are expediting the construction of the high-line canal, including its main and lateral sections, to ensure the JRMP II is fully operational by the end of 2025./PN&#13;

ILOILO – The provincial government is launching an intensified campaign for food and nutrition security as it kicks off the 2025 Nutrition Month celebration this Monday, July 7, with a renewed focus on reducing malnutrition among children and promoting healthy lifestyle practices among Ilonggos.&#13;
&#13;
Anchored on the theme “Sa PPAN: Sama-Sama sa Nutrisyong Sapat Para sa Lahat!” and the subtheme “Food at Nutrition Security, Maging Priority! Sapat na Pagkain, Karapatan Natin!”, the provincial celebration will commence with a Zumba session and a “Healthy Salad Sale” at the Iloilo Provincial Capitol Lobby following the flag-raising ceremony.&#13;
&#13;
Led by the Iloilo Provincial Health Office (IPHO) and the Provincial Nutrition Committee, the event will also feature the ceremonial oath-taking of the new officers of the Provincial Nutrition Volunteers of Iloilo, Inc. (2025–2026), as well as messages from key officials including IPHO head Dr. Maria Socorro Colmenares-Quiñon, National Nutrition Council (NNC) Region 6 OIC Sheryl Sedantes, Vice Gov. Nathalie Ann Debuque, Gov. Arthur Defensor Jr., and keynote speaker Hector Mallo of the Office of the Provincial Agriculture.&#13;
&#13;
To complement the advocacy for nutritious diets, a ceremonial opening of the KADIWA Pop-Up Stores will also be held at the Capitol Grounds Walkway, offering fresh produce and local food items to promote healthy consumption.&#13;
&#13;
The province’s efforts appear to be paying off. According to IPHO data, Iloilo’s nutritional status has significantly improved over the last three years:&#13;
&#13;
* Underweight prevalence dropped from 2.98% in 2021 to 2.44% in 2023&#13;
&#13;
* Wasting decreased from 1.58% to 1.11%&#13;
&#13;
* Stunting fell from 7.46% to 4.84%&#13;
&#13;
* Overweight cases declined from 3.15% to 2.26%&#13;
&#13;
“These consistent reductions in malnutrition indicators are a result of our province-wide, integrated strategies,” said Provincial Health Officer I, Dr. Wendel Tupas-Marcelo.&#13;
&#13;
Marcelo highlighted the implementation of the “ART RESPONSE” framework as central to the gains in nutrition. The acronym stands for:&#13;
&#13;

* R – Rehabilitation of Malnutrition&#13;
&#13;
* T – Training and Capacity Building of Nutrition Workers&#13;

ILOILO – Ann Rapunzel Ganzon, Social Welfare Officer IV at the Provincial Social Welfare and Development Office (PSWDO) of the Iloilo provincial government, was honored as a Presidential Lingkod Bayan Awardee by the Civil Service Commission (CSC).&#13;
&#13;

The award was personally conferred by President Ferdinand Marcos Jr. during the awards rites for the 2024 Outstanding Government Workers at Malacañan Palace on September 18.&#13;
&#13;
The ceremony was attended by Executive Secretary Lucas Bersamin, CSC Chairperson Atty. Karlo Alexie Nograles, Commissioner Atty. Aileen Lourdes Lizada, and Commissioner Atty. Ryan Alvin Acosta.&#13;
&#13;
Ganzon was recognized for her significant contributions to enhancing the lives of persons with disabilities (PWDs) in Iloilo through leading various projects, innovations, and initiatives aimed at empowering and safeguarding their health, wellness, rights, and privileges.&#13;
&#13;
Accompanied by Gov. Arthur Defensor Jr. and her father, Iloilo City’s Vice Mayor Jeffrey Ganzon, she received a gold-gilded medallion from the Bangko Sentral ng Pilipinas, a Presidential Plaque, and a cash reward of P200,000.&#13;
&#13;
Additionally, Ganzon is entitled to an automatic promotion to the next higher position.&#13;
&#13;
The Presidential Lingkod Bayan Award, the highest recognition given to public servants, honors exceptional contributions with a nationwide impact on public interest, security, and patrimony.&#13;
&#13;
Ganzon is among 28 individuals and groups acknowledged by President Marcos this year, alongside recipients of the Outstanding Public Officials and Employees (Dangal ng Bayan) Award and CSC Pagasa Award.&#13;
&#13;
In his address, President Marcos commended the awardees for their roles in boosting the economy’s efficiency and improving government operations and service provisions.&#13;
&#13;
“You serve as the pillars upon which our government can draw its confidence and to build its momentum in achieving a Bagong Pilipinas. Let us remember that the impact of our work does not lie in the recognition that we receive or the laurels that we are given. It lies in the hearts that we have touched, the communities that we have reached, and the lives that we have changed. After all, government work is about making our people, our country, and our world better than when we found it,” he said.&#13;

The event also marked the culmination of the 124th Philippine Civil Service Commission Service Anniversary, celebrated every September.
