The phenomenon, known for cooler-than-average ocean temperatures, is expected to bring increased rainfall and potentially severe weather patterns to the region. OCD-6 Regional Director Dr. Raul Fernandez highlighted the importance of early preparations due to the strong El Niño conditions experienced earlier this year, which often precede significant La Niña effects. “I am currently visiting LGUs and their local disaster risk reduction and management offices (LDRRMOs) to check on their preparedness. Given the trend, when El Niño is strong, La Niña can be equally forceful, bringing storms and increased rainfall,” said Fernandez. He specifically pointed out the need for LGUs to ready themselves for possible floods and landslides in vulnerable areas. The dried-out soil from the El Niño may become unstable once heavy rains start around June or July, raising the likelihood of landslides, he explained. The potentially harmful chemical is specifically monitored in Barangay Taloto-an, one of the three barangays that comprise Pan de Azucar Island. Atty. Cesar Emmanuelle Buyco Jr., head of the Provincial Government Environment and Natural Resources Office (PGENRO), said they have already forwarded to the EMB-6 the results of their field investigation from January 2024. He disclosed that in a discussion with the EMB-6 director, Atty. Ramar Niel V. Pascua, the latter, revealed that the EMB-6 will validate PGENRO’s findings. “Ma-conduct man sila sang validation. The provincial government recently received a letter from TVI Resource Development Philippines Inc. maintaining that they do not use any chemicals, particularly arsenic. The letter also said the presence of arsenic is a pre-existing condition on the island, regardless of any exploration or mining activities, as arsenic naturally occurs within the radius of massive pyrite deposits. The said directive came directly from the Office of the Governor, who ordered the company to stop its exploration activities under its affiliate company, Pan de Azucar Mining Ventures Inc. (PdA). “TVIRD maintains that it has not used any chemicals, much less arsenic, in connection with its exploration activities on Pan de Azucar Island. The presence of arsenic is a pre-existing condition on the island, regardless of any exploration or mining activities, as arsenic naturally occurs within the radius of massive pyrite deposits,” part of the official statement sang TVIRD. It added: “It is equally important to stress that TVIRD was caught by surprise by the abrupt and haphazard issuance of the CDO, considering that it was not afforded an opportunity to hear its side via a preceding Show Cause Order. DA PHOTO ILOILO – The Bureau of Animal Industry (BAI) has downgraded 10 towns in the province of Iloilo from the red to the pink zone category due to improvements in controlling the African Swine Fever (ASF). The towns now classified under the pink zone are Banate, Barotac Viejo, Batad, Concepcion, Dingle, Mina, New Lucena, Oton, Santa Barbara, and San Miguel. In the red zone, strict prohibitions are enforced against the movement of live pigs, pork and pork products (including fresh/frozen pork and uncooked processed pork products, with the exception of cooked and canned processed pork products), as well as swine genetic materials, to prevent the spread of ASF. These restrictions remain in place until officially lifted. The pink zone, or buffer zone, encompasses municipalities or cities where ASF has not been detected but are immediately adjacent to confirmed infected areas. This classification aims to prevent the overflow of ASF cases from the red zones through enhanced biosecurity measures and surveillance efforts. In addition to the mentioned towns, five other municipalities are also slated for downgrading to the pink zone, namely Lambunao, Leganes, Janiuay, San Dionisio, and Zarraga. According to Dr. Darel Tabuada, head of the Provincial Veterinary Office (PVO), the successful downgrading of the 10 towns to the pink zone was due to no recorded cases of ASF in the last 40 days, the implementation of ASF ordinances, and the presence of trained biosecurity officers conducting regular surveillance and monitoring. Previously, 27 towns were designated under red zones, including the recently downgraded towns. The PVO and concerned local government units continue to monitor the remaining towns in the red zone with the goal of downgrading them to the pink zone. This downgrade is crucial to allow areas to implement the sentinel program initiated by the Iloilo provincial government and the Department of Agriculture (DA). A list of beneficiaries from the 10 newly classified pink zone towns who are ready to participate in the provincial government’s sentinel program has already been submitted. Upon validation of the beneficiary list, funds will be allocated to local government units for the purchase of sentinel pigs, with each beneficiary eligible to receive two sentinel pigs. Over 1,000 dengue cases have already been recorded across the province, including four fatalities and several clustering instances in various barangays, according to IPHO head Dr. Maria Socorro Colmenares-Quiñon. “The increasing mosquito population due to the rainy season further necessitates greater community vigilance,” Quiñon told Panay News. Dengue is a viral infection spread by mosquitoes, causing severe flu-like symptoms and, in extreme cases, death.
