ILOILO City – The Department of Health (DOH) in Western Visayas has activated the Regional Dengue Task Force and bolstered inter-agency collaboration to strengthen outbreak preparedness and response strategies as dengue cases continue to surge.&#13;
&#13;
During a virtual press conference on Monday morning, August 12, led by Dr. Bea Camille Natalaray, Medical Officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6, it was announced that multiple agencies have been mobilized to address the escalating situation.&#13;
&#13;
&#13;
&#13;
The task force includes several units of DOH-6 such as the Surveillance, Supply, Communications Management, and Health Facility Development units, all playing integral roles in dengue response.&#13;
&#13;
Additionally, the inter-agency collaboration involves at least 12 government bodies including the Department of Interior and Local Government, Department of Education, Department of Social Welfare and Development, Philippine Information Agency, and others, conducting meetings to enhance dengue prevention efforts.&#13;
&#13;
&#13;
As of August 3, 2024, the Regional Epidemiologic Surveillance Unit (RESU) reported a total of 10,188 dengue cases with 1,743 new cases for morbidity week 31, marking a 114 percent increase compared to the same period in 2023.&#13;
&#13;
There have been 20 reported deaths, representing a 0.2 percent case fatality rate.&#13;
&#13;
The most affected age group is 1 to 10 years old, making up 36 percent of the total cases.&#13;
&#13;
Natalaray emphasized the need to focus prevention activities on school-aged children, particularly by extending the 4S strategy in schools.&#13;
&#13;
The 4S strategy includes searching and destroying mosquito breeding sites, self-protection measures, seeking early consultation for symptoms, and supporting fogging and spraying efforts.&#13;
&#13;
Here is a breakdown of the dengue cases per province and highly-urbanized city as of the latest data:&#13;
&#13;
* Aklan – 1,319 cases, one death&#13;
&#13;
* Antique – 637 cases, one death&#13;
&#13;
* Capiz – 1,083 cases, three deaths&#13;
&#13;
* Guimaras – 809 cases, one death&#13;
&#13;
* Iloilo – 3,914 cases, six deaths&#13;
&#13;
* Negros Occidental – 1,584 cases, six deaths&#13;
&#13;
* Bacolod City – 360 cases, one death&#13;
&#13;
* Iloilo City – 482 cases, one death&#13;
&#13;
In response, DOH-6 has implemented several measures including training for health workers in dengue case management and vector surveillance, deploying monitoring teams to hotspot areas, and distributing mosquito control and diagnostic commodities to Local Government Units.&#13;
&#13;
Dr. Ma. Sophia S. Pulmones, officer-in-charge director IV of DOH-6, endorsed the renewed emphasis on the 4S Strategy, particularly as the new school year begins, to bolster the community’s defenses against the dengue virus.&#13;

Region-wide 523 barangays reported clustering of dengue cases in the following provinces and cities: Aklan (64), Antique (16), Capiz (51), Guimaras (46), Iloilo Province (234), Iloilo City (23), Negros Occidental (76), and Bacolod City (14).&#13;

ILOILO – Due to a severe dengue outbreak, the City Council of Passi has declared a state of calamity.&#13;
&#13;
In a special session led by Vice Mayor Elyzer Chavez on August 9, the council approved Resolution No. 2024 -129, citing the rising dengue cases as a significant health threat.&#13;
&#13;
On August 8, Passi City recorded 327 confirmed cases of dengue, including one fatality — a 10-year-old boy from Dorillos Street, who passed away last week while receiving treatment at the Iloilo Mission Hospital in Iloilo City.&#13;
&#13;
&#13;
&#13;
The most affected areas include the barangays of Agdahon, Gines Viejo, Poblacion Ilawod, Man-it, Arac, Imbang Grande, Talongonan, Sablogon, Poblacion Ilaya, and Quinagaringan Pequeño.&#13;
&#13;
The resolution is grounded in Memorandum Order Number 60, Series of 2019, from the National Disaster Risk Reduction and Management Council (NDRRMC), which outlines the conditions under which a state of calamity can be declared due to public health emergencies.&#13;
&#13;
&#13;
In response to the crisis, Mayor Stephen Palmares announced that the calamity fund would be utilized to purchase dengue kits, IV fluids, and other necessary supplies for the affected barangays.&#13;
&#13;
He also emphasized the importance of the community adhering to the 4S strategy against dengue, which includes searching and destroying breeding places, securing self-protection, seeking early consultation, and supporting fogging or spraying in hotspot areas.&#13;
&#13;
Recent data from the Iloilo Provincial Health Office indicates that Passi City has the highest number of dengue cases in Iloilo Province for this year, with 256 cases recorded as of August 3 — a 631 percent increase compared to the same period in 2023, which saw only 35 cases.&#13;
&#13;
Other towns reporting high dengue incidences include Dingle (189 cases with one death), Lambunao (167 cases with one death), Oton (165), Dumangas (163), Calinog (157), Badiangan (146 cases with two deaths), Janiuay (139), Barotac Nuevo (122), and Miag-ao (109 cases with two deaths).&#13;

Overall, the province has registered 3,608 dengue cases with six deaths as of August 3, marking a 242 percent increase from the previous year, which had 1,056 cases./PN&#13;

ILOILO City – The full modernization of public transport here may be achieved in a little over two years.&#13;
&#13;
“We’re counting 27 months for complete modernization. Let’s cross our fingers that there will be no more disruptions or suspension, but only support,” said Perfecto Yap, advisor and consultant for Joroshely Transport Services and the Western Visayas Alliance of Transport Cooperatives and Corporations, Inc. (WVATCCI), a broad alliance of various transport cooperatives and corporations in Iloilo City.&#13;
&#13;
Under its approved Local Public Transport Route Plan (LPTRP), Iloilo City will have 1,782 transportation units serving various routes. At present, only 520 minibuses are operating, but an additional 161 units are expected to be delivered this this year.&#13;
&#13;
&#13;
&#13;
According to Land Transportation Franchising and Regulatory Board (LTFRB) Region 6 legal counsel Atty. Salvador Altura Jr., the main challenge of the modernization program is the purchase of minibuses by transport cooperatives and corporations.&#13;
&#13;
He cited the “delayed release of funds by lending companies.”&#13;
&#13;
&#13;
LTFRB-6 and WVATCCI expressed their gratitude to President Ferdinand “Bongbong” Marcos Jr., Department of Transportation (DOTr) secretary Jaime Bautista, and LTFRB Chairman Teofilo Guadiz III for affirming the implementation of the Public Transport Modernization Program (PTMP).&#13;
&#13;
“We are not only improving the lives of our citizens but also creating a sustainable and efficient urban environment for generations to come,” said LTFRB-6 director Richard Osmeña.&#13;
&#13;
WVATCCI president Rizalito Alido expressed optimism that Land Bank of the Philippines and the Development Bank of the Philippines would resume processing and approving the loan applications of transport cooperatives and corporations.&#13;
&#13;
Loan processes were temporarily halted due to rumors of the suspension of the modernization program, he said.&#13;
&#13;
Following a recent meeting with Secretary Bautista in Metro Manila, Alido shared that the DOTr Secretary committed to sending official communication to lending institutions to ensure the approval of loans./PN&#13;

ILOILO City – The Department of Health (DOH) in Western Visayas has issued new guidelines on hospital admissions for dengue patients following a significant rise in cases across the region.&#13;
&#13;
The aim is to prevent overcrowding at tertiary and district hospitals, explained Dr. Bea Camille Natalaray, medical officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6.&#13;
&#13;
&#13;
&#13;
&#13;
Dengue is a mosquito-borne viral infection causing a severe flu-like illness, sometimes leading to potentially lethal complications, commonly referred to as severe dengue.&#13;
&#13;
Not all dengue patients require hospitalization, Natalaray clarified, adding that patients are classified as either without warning signs or with warning signs.&#13;
&#13;
“It is important that parents and healthcare workers know how to recognize the warning signs of dengue,” said Natalaray.&#13;
&#13;
According to the new protocol, patients showing warning signs as assessed by a doctor should be admitted to the hospital for case management.&#13;
&#13;
Warning signs include severe abdominal pain, persistent vomiting, rapid breathing, bleeding gums and nose, vomiting blood, and fatigue.&#13;
&#13;
Conversely, patients without these signs can be managed as outpatients or remain at home, provided they have regular follow-ups at their local Rural Health Unit (RHU).&#13;
&#13;
For those not exhibiting severe symptoms, Natalaray advised ensuring adequate fluid intake as prescribed by doctors and monitoring for any changes, such as the need to urinate every six hours.&#13;
&#13;
&#13;
She warned parents against feeding children with dengue dark-colored food, as it complicates the diagnosis of potential internal bleeding.&#13;
&#13;
With no specific treatment for dengue at the moment, healthcare providers focus on supportive management, primarily fluid management, to prevent dehydration.&#13;
&#13;
Natalaray also confirmed the establishment of “dengue fast lanes” in hospitals to expedite the treatment of patients and reduce waiting times.&#13;
&#13;
Recent data from the DOH-6’s Regional Epidemiologic Surveillance Unit (RESU) reveals a consistent surge in dengue cases.&#13;
&#13;
As of August 3, 2024, there were 10,188 reported cases, a 114 percent increase compared to the same period last year, with 1,743 new cases.&#13;
&#13;
The current cases have resulted in 20 deaths, marking a 0.2 percent case fatality rate.&#13;
&#13;
Here’s a breakdown of the dengue cases and fatalities across the region:&#13;
&#13;

* Capiz – 1,083 cases, 3 deaths&#13;
