The medical team from IPHO will remain in Barangay Odiongan until there are no more reported cases of dengue. On June 6, an IPHO team visited Badiangan, specifically Barangay Odiongan, to conduct site inspection in response to the clustering of dengue cases there. The dengue virus is spread to people through mosquito bites, and a person can be infected with dengue multiple times. Dengue mosquitoes are day-biting and thrive and reproduce in clean, stagnant water. Quiñon urged the community to join the 4S strategy against dengue: search and destroy mosquito breeding sites, take self-protection measures, seek early treatment, and support fogging or spraying in hotspot areas. “Please cooperate. Many mosquitoes are now infected with dengue, and your family could be next,” Quiñon said. She also encouraged everyone in Badiangan, especially in Barangay Odiongan, to wear protective clothing to avoid mosquito bites and to visit health facilities if any signs or symptoms of dengue appear. Also on June 6, Mayor Suzette Mamon issued Executive Order (EO) No. 040, which mandates a massive anti-dengue drive throughout the municipality. PPP Center deputy executive director Jeffrey Manalo announced that the new projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies. One such proposal, submitted by Panay Medical Ventures Inc., aims to establish hemodialysis centers in the provincial and district hospitals of Iloilo. “Thank you very much because that was our goal when we visited the PPP Center last month, to check the overall completeness of the proposal,” Governor Defensor told Panay News. When asked about the next steps, Defensor explained that the unsolicited proposal would be sent to the provincial government for negotiation and subsequent approval by the PPP board. After approval, the terms of negotiation with the proponent will be set, and once agreed upon, the proposal will undergo a competitive challenge. “We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said. If the three initial dialysis centers prove successful and there is a demand for more dialysis centers in other district hospitals, further establishments will be pursued. For Defensor, these dialysis centers are crucial; they will help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis. “This way, our residents from various towns will no longer need to travel to the city,” the governor explained. Defensor hopes to finalize the partnership with an interested company before the end of 2024, aiming to start the establishment of dialysis centers in district hospitals as soon as possible. Under the PPP Code, all unsolicited proposals must first be submitted to the PPP Center for a completeness check. In 2023, Dr. Paz V. Calopiz, head of the provincial government’s Hospital Management Office (HMO) managing 12 district hospitals and the Iloilo Provincial Hospital (IPH), said the capitol had started exploring the possibility of establishing dialysis centers through PPP. But aside from PPP, the provincial government is also studying whether it could fund the same on its own. Calopiz said maintaining dialysis operation is arduous; the provincial government has to hire specialists like doctors, nurses and medical technologists to manage the unit. For the dialysis machines, meanwhile, she said this could be requested from the Department of Health (DOH). Text Any textual data included in the document Repair to jack up Ungka flyover’s cost to nearly P1 billion By Ime Sornito -Wednesday, May 17, 2023 ILOILO – When fully repaired, the cost of the newly-built but defective P680-million flyover in Barangay Ungka II, Pavia town would have ballooned to nearly P1 billion. The repair is estimated to cost at least P250 million. But where will the repair budget come from? There are no funds available for that this year, according to the Department of Public Works and Highways (DPWH), which means the four-lane, 453.70-meter long flyover would remain unserviceable. The Ungka flyover was opened to traffic on the second week of September 2022. But after just two weeks, DPWH closed it due to vertical displacement. Three piers were found to be sinking. Local chief executives (LCEs) in the city and province of Iloilo urged DPWH not to dilly-dally. “Kinahanglan padasigon pagpangita sang fund (by) all the means…Ginadalian naton ang pagkay-o sang Ungka flyover,” Gov. Arthur Defensor Jr. told Panay News. Third-party consulting firm Abinales Associates Engineers + Consultants which DPWH tapped to conduct a geotechnical audit of the flyover said the repair could take 10 months. It found not just three piers sinking but all of the flyover’s 16 piers although by varying degrees. While waiting for the repair, Defensor said the provincial government would improve alternate routes to lessen the inconvenience of travelers suffering from traffic congestion in Barangay Ungka II, Pavia and Barangay Ungka, Jaro, Iloilo City. “Ang punta dira kwarta mo, ti, kon waay ka budget considering the magnitude of the amount needed, ti, basi mahulat kita next year,” said Mayor Jerry Treñas of Iloilo City. If DPWH has some savings, it could be used for the repair, he suggested. Treñas is also looking at the possibility of seeking the help of Ilonggo congressmen. He requested, too, that DPWH find funds to expropriate some houses that will be affected by the road widening beneath the Ungka flyover to ease the traffic congestion there. Engr. Adam Abinales, managing partner of Abinales Associates Engineers + Consultants, recommended additional bored piles for piers 4, 5 and 6 – the three piers with the most pronounced vertical displacement or sinking. “To drive the additional bored piles, affected existing prestressed concrete (PSC) girders on the coping beam will be removed and replaced if necessary since large equipment shall be used for drilling and driving bored piles,” he said. The additional bored piles at piers 4, 5 and 6 should have a depth of 40 meters or more, he added. Currently, the bored piles are only 28 meters deep in pier 4 and 26 meters deep in piers 5 and 6. For the remaining 13 piers, Abinales recommended underpinning the existing piers and abutments, including existing bored piles, by intense jet grouting. The jet grouting should be 100 meters deep to arrest the settlement, added Abinales. If the repair, which is estimated to last for around 10 months, begins in January 2024, Ilonggos could use the flyover by the last quarter of 2024 or first quarter of 2025. As of July 22 this year, or morbidity week 29, the province had 121 leptospirosis cases with five deaths — 68.1 percent higher than the 72 cases with five deaths in the same morbidity week last year. Leptospirosis is a bacterial disease. One becomes infected through direct contact with the urine of infected animals or with a urine-contaminated environment. The bacteria enter the body through cuts or abrasions on the skin or the mucous membranes of the mouth, nose and eyes. In the early stages of the disease, symptoms include high fever, severe headache, muscle pain, chills, redness of the eyes, abdominal pain, jaundice, hemorrhages in the skin and mucous membranes, vomiting, diarrhea, and rashes. Data from the Iloilo Provincial Health Office (IPHO) showed the towns with the highest cases of leptospirosis in the province – Cabatuan (16 cases with one death), Barotac Nuevo (12), Pototan (11), Anilao (seven), Oton (six), Dingle (five), Santa Barbara (five), Leon (five with one death), and Dumangas (four). On November 17, 1898, revolutionaries in Iloilo led by General Martin Delgado raised the Philippine flag for the first time outside of Luzon, a momentous act of defiance against Spanish colonial rule. The float display is part of the celebrations marking Iloilo Province’s victory at the June 12 “Parada ng Kalayaan”, where it was declared the grand champion. After a two-week display at the capitol, the float will be moved to Santa Barbara for local residents to enjoy. The construction of the “Cry of Santa Barbara” float was a significant investment, costing the provincial government P2 million. Governor Defensor, sharing details with the media, broke down the expenses: P867,755 for material delivery; P800,922 for float fabrication and installation including materials, carpentry, logos, signage, artworks, and electrical works; P143,463.92 for equipment rental for transporting the float; and P270,000 for dismantling. Defensor expressed satisfaction with the investment, noting that the float’s display of Iloilo’s rich cultural heritage has garnered further recognition in Metro Manila. The National Historical Commission of the Philippines (NHCP) awarded the float grand champion status, and Department of Interior and Local Government secretary Benhur Abalos, Jr. personally handed over the trophy and a P1 million cash prize to the governor. This decision by DA Region 6 follows the confirmation by the Bureau of Animal Industry (BAI) that the country recorded its first cases of Q fever in imported goats from the United States last week. Q fever is a zoonotic disease caused by the Coxiella burnetii bacteria, primarily affecting cattle, sheep, and goats. It is transmissible to humans through contact with infected animals or exposure to their excreta or body and birthing fluids. In humans, Q fever can cause chills, fever, and muscle pain and may lead to severe liver and heart complications if untreated. Despite no current reports of Q fever in Western Visayas, which affects both domestic ruminants and humans, the DA-6 has strengthened its animal border controls. It is working closely with local government units (LGUs) and BAI personnel to safeguard the local ruminant industry. An advisory issued by the DA-6 in its Facebook page this Monday urged the public to remain vigilant but reassured them of the region’s current Q fever-free status. Stakeholders are encouraged to practice strict biosecurity measures, report any unusual animal deaths or abortions to their respective veterinary or agriculture offices for proper assessment and control. The Regional Animal Diseases Diagnostic Laboratory (RADDL) is prepared to diagnose a variety of animal diseases, including parasitism, Caprine Arthritis Encephalitis (CAE), pneumonia, and gastrointestinal issues. “The Department is on full alert and ready to implement all necessary measures to maintain our status as a Q fever-free region,” added the DA-6 statement. Region 6 contributes significantly to the national goat inventory, with 376,312 heads, making up 9.66 percent of the total. In a recent press conference, Dr. Christian Daquigan, officer-in-charge of the BAI National Veterinary Quarantine Services Division, reported that 19 samples from imported goats tested positive for Q fever. These goats, intended for a farmer dispersal program, were depopulated in secluded farms in Pampanga and Marinduque to prevent the spread of the infection. In total, 94 imported goats were condemned as a precaution. Daquigan emphasized that the BAI is actively tracing potentially infected animals to contain the disease and prevent further outbreaks. The agency has not recorded any major outbreaks and is conducting extensive surveillance in the affected areas. DA Assistant Secretary Arnel de Mesa announced that a fact-finding team has been formed to investigate the situation further. He also mentioned that a temporary importation ban on goats from the US would soon be issued until the source of the infection is fully traced. He disclosed that the imported goats arrived in the Philippines last January and underwent mandatory testing, which confirmed the Q fever in February and subsequently in June after further testing. Meanwhile, Daquigan assured that the meat and milk from local goats are safe for consumption, provided they are properly cooked and pasteurized, especially in light of the increasing popularity of goat’s milk. The Department of Health (DOH) reiterated that human-to-human transmission of Q fever is rare, and the disease is generally mild and treatable with antibiotics. The goal is to reduce the prevalence of malnutrition conditions such as stunting, wasting, overweight, and undernutrition, stressed the IPHO. “I have the highest respect for local chief executives who prioritize nutrition, as they address the core issue at hand,” said Dr. Maria Socorro Colmenares-Quiñon, IPHO chief. She noted the variability in annual fund allocations for nutrition initiatives, ranging from as high as P1 million to as low as P50,000. Sustainable nutrition programs and projects require a dedicated budget, stressed Quiñon, emphasizing that the role of the Iloilo provincial government is primarily to augment efforts led by partners including the National Nutrition Council (NNC), Department of Health (DOH), Department of Social Welfare and Development (DSWD), and Department of Agriculture (DA). Echoing Quiñon’s sentiments, Dr. Wendel Marcelo, the Provincial Nutrition Action Officer, stressed the need for LCEs to translate their professed prioritization of health and nutrition into concrete budgetary allocations. “We must advocate with our decision-makers to ensure that these priorities are reflected in our budgets, which are essential for the implementation of effective projects,” Marcelo said. The provincial government is already implementing initiatives such as the MorProGRess Nutri-Tutok Kainan Meals, similar to Mingo Meals, which provide integrated health and nutrition services to identified recipients in municipalities including Alimodian, Barotac Viejo, Santa Barbara, Passi City, Zarraga, and Estancia. Each municipality currently supports over 100 recipients, and there are plans to expand these programs to other municipalities with high rates of malnutrition.
