The CHO reported 649 confirmed cases with two deaths and 42 active cases as of Aug. 13. But Dr. Roland Jay Fortuna, CHO medical officer, said they could not yet declare an outbreak due to dengue in Iloilo City since the number of dengue cases has not reached the epidemic threshold. Such a threshold is determined based on historical data and statistical analysis, typically reflecting a significant increase in cases over what is expected for that time of year. When the number of dengue cases in an area surpasses this threshold, it indicates that the situation has moved beyond normal seasonal fluctuations and requires intensified public health interventions to control the outbreak. Dr. Fortuna urged residents to take preventive measures, such as eliminating mosquito breeding sites, using insect repellent, and seeking early medical attention if symptoms appear. City health officials have also been conducting awareness campaigns to educate residents on dengue prevention. These campaigns emphasize the importance of the 4S strategy: search and destroy breeding sites, self-protection measures, seek early consultation, and support fogging/spraying only in hotspot areas. The city government has asked residents to ramp up their efforts to eliminate mosquito breeding sites, which are crucial in controlling the spread of dengue. In Region 6, the Department of Health (DOH) recorded 10,188 cases, with 20 deaths from Jan. 1 until Aug. 3 this year. Hence, it has activated its Regional Dengue Task Force and Inter-Agency in preparation for the outbreak and response strategies. Dr. Bea Natalaray, Medical Officer IV of the Infectious Disease Cluster, announced the task force is composed of several DOH WV CHD units involved in the surveillance, supply distribution and monitoring of hospitals. The DOH has already provided mosquito control commodities, including mosquito nets and machines for indoor residual spraying; diagnostic commodities, such as dengue NS1 kits and rapid antibody test kits; and treatment commodities to local government units. Data from the DOH-6 showed that dengue cases in the region were higher by 114 percent when compared with the same period last year, with 4,760 cases, including 23 deaths. Iloilo province has 3,914; Negros Occidental has 1,584; Aklan has 1,319; Capiz, 1,083; Guimaras, 809; Antique, 637; Iloilo City, 482; and Bacolod City, 360. There have been 4,595 cases recorded from January 1 to August 10, 2024, with 10 associated fatalities, data from the Iloilo Provincial Health Office (IPHO) showed. This marks a sharp rise from the 1,095 cases and one death reported during the same period in 2023. Gov. Arthur Defensor Jr. confirmed the outbreak during a press conference on Wednesday morning, stating that the province had surpassed both the epidemic and alert thresholds. “We are in the midst of an outbreak,” he declared. The most recent data showed a sharp surge – 994 new cases recorded in just one week, from August 4 to August 10. Dengue fever is a mosquito-borne viral disease that can vary in severity. Mild cases may cause high fever, rash, and muscle and joint pain, while severe forms, known as dengue hemorrhagic fever, can lead to severe bleeding, a sudden drop in blood pressure (shock), and death. Defensor announced that the provincial government, along with the 43 municipalities including Passi City, would escalate dengue response measures. This includes intensified case surveillance and management efforts to swiftly address the growing number of cases. On August 9, the provincial government issued Memorandum No. 10, which raised the Provincial Disaster Risk Reduction and Management Operations Center (PDRRMOC) to blue alert status effective immediately. The memo directs all member agencies and local disaster risk management councils to enhance monitoring, data consolidation, and timely reporting to coordinate more effectively with relevant agencies and offices. Governor Defensor also highlighted the ongoing health campaigns that have been in place since January, in anticipation of an increase in dengue cases due to the El Niño phenomenon. “We continue our surveillance and vigilance, execute fogging in hotspot areas, among other protocols that we already know due to the outbreak, and have placed the province under blue alert status,” Defensor elaborated. Furthermore, the governor discussed preparations made since late 2023, including the procurement of numerous dengue test kits, IV fluids, and preparation of additional bed space in district hospitals to accommodate a potential surge in dengue patients. He also mentioned that the province is considering financial assistance to municipalities, especially those with a high number of cases, to enhance their response capacities similar to measures taken during the COVID-19 pandemic. Furthermore, he said, the competition from unconsolidated and unregistered traditional jeepneys jeopardizes the jobs of approximately 2,600 transport cooperative employees, potentially affecting around 15,600 individuals considering each employee supports an average of six family members. Rizalito Alido, president of WVATCCI, noted that the income per minibus has dropped from an average of P7,000 per day to P3,000 to P4,000, largely due to the ongoing operations of unconsolidated and unregistered traditional jeepneys, especially during evenings. Running until September 10, the exhibit marks a milestone for the art group, showcasing their evolution as they embrace a new generation of artists with fresh perspectives and skills. The exhibit’s title, derived from the Hiligaynon term meaning “to stain, to blot, to color,” surprisingly offers a cohesive exploration of the human form, despite each artist’s independent approach to the theme. Through diverse styles and interpretations, the artworks converge around human forms, particularly the depiction of male and female figures, alongside some abstract works. The emphasis on feminine forms suggests a possible feminist theme, challenging traditional representations and exploring identity, vulnerability, and strength—central elements of feminist discourse. Artist Yanni Ysabel Panaguiton noted that the thematic alignment was coincidental. She explained that the artists were given the title “Dagta-an” and encouraged to interpret it freely, resulting in the diverse yet unexpectedly interconnected pieces that comprise the exhibit. Mercurio’s pieces, influenced by his seminary days, introduce a spiritual dimension that contrasts sharply with the earthly, sensual representations of the female body. This juxtaposition invites viewers to reflect on how institutions like the church, often seen as Ideological State Apparatuses (ISAs), shape societal views on morality, sexuality, and the human body. Philosopher Louis Althusser conceptualized ISAs as institutions such as the church, education, and media that disseminate ideology and reinforce a society’s dominant values and norms. The church, in particular, plays a significant role in shaping perceptions of sin, virtue, and the human body, often casting the nude female form as a symbol of temptation or sin. In the exhibit, the nude female body is recontextualized as a site of both vulnerability and strength. By placing the sensual depictions of the female body alongside Mercurio’s spiritually themed works, the exhibit creates a dialogue between two contrasting perspectives: the religious view that often imposes moral constraints on the body and the artistic exploration that celebrates its natural form. “Dagta-an” prompts viewers to consider how the concept of staining or marking can be metaphorically linked to the depiction of the human form and spiritual experience. Since its inception in 2001, Baysulangpu has made substantial contributions to the local art landscape. The group is renowned for transforming blank walls into vibrant canvases, including notable murals of local landmarks such as cyclists, Dinagyang, Paraw Regatta, and various bridges. Their commitment to public art was particularly evident during the pandemic in 2020, when they created the longest mural in Iloilo City, symbolizing unity during a challenging time. Almacen explained that the name “Baysulangpu” derives from “pulang subay,” which translates to “red ant.” The phrase “Kon makasulapo ka sang subay nga pula” refers to the painful experience of being bitten by a red ant and reflects the group’s commitment to breaking free from the constraints of traditional gallery politics and favoritism. Almacen noted that the red ant’s defensive behavior—its aggressive response when threatened—symbolizes the group’s resistance against the challenges they faced. Baysulangpu was established as a protest against the entrenched politics of galleries where they had previously been members. To address these challenges, the group took their exhibits to unconventional venues like restaurants, often using their art to critique social issues and express dissent. Previous exhibitions, such as “Paradigm” (2021), “Turn Over” (2022), and “Bak-it” (2023), paved the way for the group’s latest display. The heightened alert is a proactive measure to ensure that all relevant agencies and sectors are on standby to monitor and address the situation effectively. According to the latest data from the Department of Health (DOH) Western Visayas, Iloilo has recorded 3,914 dengue cases. The province is preparing to declare a dengue outbreak, as 36 of its 43 towns have surpassed alert and epidemic thresholds. Dr. Rodney Labis, head of the Health Services Division of the Iloilo Provincial Health Office (IPHO), explained that dengue cases tend to rise every three to five years based on epidemiological patterns. “Every three to five years, dengue cases tend to increase,” Labis noted, highlighting that the current surge is consistent with historical trends. From January to August 3, the IPHO recorded 3,608 dengue cases and six deaths. This represents a 242% increase compared to the 1,056 cases reported during the same period last year. Historical data shows peaks in dengue cases approximately every few years, with 22,000 cases recorded in 2019 and lower counts in subsequent years. Labis explained the four serotypes of dengue. He mentioned that if a person is infected with one serotype, they gain lifetime immunity to that serotype but are not immune to other serotypes. If a town is infected with one serotype, it may develop immunity and not trigger an outbreak. However, if a new strain of dengue enters the area, it could cause an outbreak because the residents lack protection against it. Addressing the variation in dengue cases across different areas, Labis noted that local factors, such as solid waste management and community practices, play a role. He highlighted that Passi City and Lambunao have seen significant increases in cases this year, while New Lucena has reported fewer cases. Labis suggested this could be due to effective solid waste management and community practices or that residents might have immunity to one strain of the dengue virus, which is protecting them. Cornelio Salinas, head of the Iloilo Provincial Disaster Risk Reduction and Management Office (PDRRMO), explained in a local radio interview that the Blue Alert status will mobilize member councils to closely monitor dengue incidence rates across their respective areas. Salinas mentioned that response clusters, health sectors, and hospitals are key players in monitoring the situation to determine whether medical facilities can handle the influx of dengue patients. The PDRRMO is tasked with gathering all records from Local Disaster Risk Reduction and Management Councils throughout the province. These records will provide vital information on the on-ground situation, enabling the council to assess whether dengue cases are increasing or decreasing. In line with the alert level, the PDRRMO will implement stringent interventions to help curb the spread of dengue. The allocation was officially handed over during a ceremony on August 12. The initial beneficiaries—Igbaras, Sta. Barbara, Calinog, Sara, and Passi City—each received P5 million as part of the pilot phase of this initiative. This project aims to enhance family and youth programs across the province.
