It was printed in Bacolod City with the financial assistance of an ardent admirer of the hero, Vice Mayor Benigno G. Hinolan of Murcia, Negros Occidental. The second edition of the book was published by the Graciano Lopez Jaena Foundation in 1988, and the third edition in 2002. A recent survey in the internet showed that copies of the book are held by twenty-eight (28) major libraries in nine foreign countries. In the Philippines, thirty-five (35) libraries hold the book. Arthur Defensor Jr. is reportedly open to the idea of transforming Kasadyahan into an independent festival of festivals for Iloilo province, akin to Negros Occidental’s Panaad Festival. “The governor envisions holding this during the Semana sang Iloilo celebration in April, marking the establishment of Iloilo as a province. Some “70 to 80 percent” of the province’s total dog population of 324,764, particularly at the barangay level, are stray or inadequately cared for by their owners, according to Dr. Darel Tabuada, the PVO chief. But only about 25 percent of the LGUs have impounding areas, he lamented. “Our anti-rabies vaccination rates are high but if we do not address the stray dog issue, we cannot solve the rabies problem,” Tabuada told Panay News. Majority of the LGUs have not yet established such facilities often due to the need to allocate funds to make the areas functional, Tabuada explained. LGUs including Santa Barbara, Leganes, Oton, and Igbaras were mentioned as having established impounding areas. Tabuada emphasized that starting next year, the PVO will focus on ensuring that all LGUs establish impounding areas as a requirement to achieve a rabies-free Iloilo province by 2030. “We will work out next year. That will be our focus,” he stressed. The establishment of impounding areas by LGUs is also a criterion used by the PVO to award top-performing LGUs annually for their implementation of the rabies program. Tabuada explained that the PVO is ready to extend technical assistance to LGUs that request help in establishing impounding areas for stray, unwanted, and unvaccinated dogs. “We will assist them upon request. We train dog catchers and assist in euthanasia if the LGUs do not have a veterinarian,” added Tabuada. Regarding the implementation of euthanasia, Tabuada noted that they follow the guidelines set in Section 6 of Republic Act 8485, also known as The Animal Welfare Act of 1998. This section states that it is unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance, or shelter, or maltreat any animal or to subject any dog or horse to fights, kill or cause to be tortured or deprived of adequate care, or use them in unauthorized research or experiments. The killing of any animal other than cattle pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles is likewise hereby declared unlawful except in the following instances: * When it is done as part of the religious rituals of an established religion or sect or a ritual required by tribal or ethnic custom of indigenous cultural communities; however, leaders shall keep records in cooperation with the Committee on Animal Welfare; * When the pet animal is afflicted with an incurable communicable disease as determined and certified by a duly licensed veterinarian; * When the killing is deemed necessary to put an end to the misery suffered by the animal as determined and certified by a duly licensed veterinarian; * When it is done to prevent an imminent danger to the life or limb of a human being; * When done for the purpose of animal population control; * When the animal is killed after it has been used in authorized research or experiments; and * Any other ground analogous to the foregoing as determined and certified licensed veterinarian. In all the above mentioned cases, including those of cattle, pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles the killing of the animals shall be done through humane procedures at all times. Arthur Defensor Jr. continues to intensify its efforts to curb rabies through a comprehensive dog vaccination program. Since taking office in 2019, the Defensor administration annually allocates P8 million to purchase 20,150 vials of vaccines, targeting at least 70 percent of the province’s total dog population. As of August 31, 2024, approximately 279,989 dogs, or 86.21 percent of the dog population in the province, have been vaccinated this year. The PVO is also actively conducting spaying and neutering activities across LGUs, aiming to promote responsible pet ownership and address the challenge of pet overpopulation in the community. Between 2021 and 2023, animal bite cases have steadily increased, with 40,183 in 2021, 46,308 in 2022, and a sharp rise to 72,805 in 2023. As of the first quarter of this year, 14,632 patients sought rabies vaccination after animal bites, mostly from dogs and cats, at the 17 Animal Bite Treatment Centers (ABTCs) and 13 district hospitals across the province. “The vaccines allocated to our centers and hospitals will never be sufficient. The demand far exceeds our supply,” explained Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO. Rabies is a deadly virus transmitted through the saliva of infected animals, typically through bites. Symptoms in humans include fever, headache, excessive salivation, muscle spasms, paralysis, and mental confusion, leading to death if untreated. Prevention involves immediate cleansing of the wound, vaccination of pets, and prompt medical care including vaccination after exposure. The provincial government allocated P5 million earlier this year for purchasing rabies vaccines, which were quickly depleted. An additional P3.5 million has been spent on more vaccines, which are still expected to arrive. As of now, the health units are using 1,500 vials donated by the Department of Health (DOH) on June 6, 2024, but these are also nearing depletion. Dr. Rodney Labis, chief of the IPHO-Health Service Delivery Division, cited the rapid consumption of vaccines, “Even the newly procured vaccines won’t be enough due to the rising number of patients accessing our ABTCs.” To address this concern, the IPHO is lobbying the 43 local government units (LGUs) and district hospitals to procure additional vaccines for better coverage. “We are already foreseeing a shortage due to the high number of dog bites,” added Labis. From January 1 to June 8, 2024, Iloilo recorded three rabies-related deaths, a 50 percent increase compared to the same period in 2023. The cases originated from Pototan, Dumangas, and Alimodian. The Revolutionary Government of the Visayas was inaugurated on November 17, 1898, signifying the unity and determination of the Visayans in the struggle against Spanish colonial rule. This moment was also the first time that the Philippine flag was raised outside Luzon – at the Santa Barbara plaza. Alongside Iloilo were floats with representations of the Cry of Candon (Ilocos Sur), Tres de Abril Revolt (Cebu), Battle of Alapan (Cavite), Establishment of the Negros Republic (Negros), First Flag Hoisting in Mindanao (Surigao del Norte), Siege of Fort Pilar (Zamboanga), Lowering of Spanish Flag in Jolo (Sulu), Siege of Baler (Aurora), and the Founding of the First Philippine Republic (Bulacan). In addition to Iloilo’s float, the Department of Foreign Affairs’ float was recognized as the champion in the Original Agencies and Branches of the Philippine Government Category. Both winning floats received a cash prize of P1 million each.
