Treñas signed Executive Order No. 113 to create the team tasked to ensure the successful and efficient holding of the Bar exams at the Central Philippine University, one of 13 testing centers across the country. “To ensure the successful and efficient implementation of the 2024 Bar Examinations at Central Philippine University, there is a need to create the Coordinating Team for the Iloilo site,” read Treñas’ order. The Supreme Court (SC) has designated CPU as a local testing center (LTC) for 2024 Bar Examinations on Sept. 8, 11, and 15. In Bar Bulletin No. 3-B, the SC said there will be six LTCs in the National Capital Region (NCR), two in Luzon, three in the Visayas, and two in Mindanao. “The social and economic benefits of providing regional sites for the examinations cannot be overemphasized. This innovation reduced the logistical, financial, and emotional burdens of bar candidates from the provinces,” said Associate Justice Mario Lopez, 2024 Bar exam chairperson, in a statement. A total of 12,246 law graduates have applied to take three-day Bar exams in 13 local testing sites across the country. The high court identified two other testing centers in the Visayas – University of San Jose-Recoletos in Cebu City and Dr. V. Orestes Romualdez Educational Foundation in Tacloban City. Mayor Treñas earlier said he was glad that the Supreme Court had designated CPU as the local testing center in Iloilo City for this year’s Bar exam. “With three law schools in the city and four more in Region VI, having a testing center here will significantly enhance convenience and reduce costs for the examinees,” said Treñas. The mayor wrote Associate Justice Ramon Paul I. Hernando, the chief of the 2023 Bar Examinations, that Western Visayas, particularly Iloilo City, has proven its capability as testing centers when hundreds of barristers trooped CPU during the 2020-2021 Bar exam. He noted that Western Visayas has seven law schools – Aklan College in Aklan; Colegio de La Purisima Concepcion in Capiz; University of Negros Occidental Recoletos and University of St. La Salle in Bacolod; and CPU, University of San Agustin and West Visayas State University in Iloilo City. “Iloilo City is the home of three law schools and very accessible to the graduates of the four others in Region VI,” said Treñas. Under Treñas’ executive order, the monitoring team will be composed of external and area security committee, traffic management and barangay coordination, health and disaster risk management, and public information and social media. The external and area security committee will be responsible for the overall external and area security during the entire duration of the Bar examinations, including the holding of the bar operations. The traffic management and barangay coordination team will prepare the traffic route plan around CPU relative to the road closure around the perimeter of the testing site. He stressed the importance of surveillance. Dengue surveillance shall be strengthened to immediately detect and respond to clusters or any unusual increase in cases,” said Defensor. In Executive Order No. 174, the governor stated that all cases that will fit any of the dengue standard case definitions should be reported through each municipality’s Epidemic Prone Disease Surveillance System – Information System. What are these standard case definitions? * suspected case – a previously well person with acute febrile illness of two to seven days duration plus two of the following: headache, body malaise, myalgia, arthralgia, retro-orbital pain, anorexia, nausea, vomiting, diarrhea, flushed skin, rash and herman sign. * probable case – a suspect case plus any of the following: leucopenia as per a complete blood count or dengue NS1, antigen test or dengue IgM antibody test. * confirmed case – positive result from any of the following: viral culture isolations or polymerase chain reaction. Data from the Iloilo Provincial Health Office indicates a surge in dengue cases, with a total of 4,595 reported as of August 10, 2024, including 10 fatalities. This represents a 320 percent increase compared to the same period last year, which recorded 1,095 cases and one death. The rise in cases prompted the Provincial Disaster Risk Reduction and Management Council (PDRRMC) to recommend declaring the province under a state of calamity. This recommendation was made during a special meeting held at the Casa Real de Iloilo last Thursday. In his executive order, Defensor clarified that City/Municipal Health Officers have the mandate to declare an outbreak. But they must take into consideration the necessary data before declaring an outbreak, to wit: * case trends of the disease in the LGU over the last five years, including hospitalization, severity, and mortality trends. The years where there were identified dengue epidemic/s should not be included in computing the thresholds * results of epidemiological (descriptive or analytic), environmental, and laboratory investigation of cases * capacity of the health system to provide health care or public health interventions in response to the disease. For his part, Cornelio Salinas, chief of the Provincial Disaster Risk Reduction and Management Office, said the province met the criteria set by the National Disaster Risk Reduction and Management Council (NDRRMC) for such a declaration. The criteria include an extremely high incidence of a disease and the impact of the disease on multiple municipalities or cities. Currently, three municipalities — Passi City, Miag-ao, and Tigbauan — have declared their areas under a state of calamity, while Badiangan has officially declared a dengue outbreak. Defensor also stressed the importance of screening and diagnosis. He said local government units (LGUs) shall encourage early treatment-seeking behavior using the “seek early consultation” strategy for early clinical case detection, diagnosis and management. All suspected dengue cases shall be test with dengue NS1 Rapid Diagnostic Test, or dengue NS1 Ag+ IgC and IgM RDT. If the laboratory result shows positive from dengue, the patient must be classified according to the severity as stated in the Department of Health’s (DOH) Administrative Order 2012-006 or Revised Dengue Clinical Case Management. There are three classifications of dengue severity: * dengue without warning signs – a previously well person with acute febrile illness of two to seven days duration plus two of the following: headache, body malaise, myalgia, arthalgia, retro-orbital, and pain. * dengue with warning signs – a previously well person with acute febrile illness of two to seven days duration plus two of the following: abdominal pain or tenderness, persistent vomiting, clinical signs and accumulation, liver enlargement, and mucodal bleeding. * severe dengue – a previously well person with acute febrile illness of two to seven days duration plus two of the following: severe plasma and leakage leading to shock, severe bleeding, kidneys or renal failure. Defensor ordered the establishment of dengue fast lanes to facilitate faster access of dengue patients to consultations. What else does Executive Order No. 174 mandate? * LGUs shall implement legislation on the enhanced 4S strategy, re-activation of Local Dengue Task Force and Aksyon Barangay Kontra Dengue, and collaboration with various stakeholders for dengue response. * LGUs shall mobilize households and communities for search-and-destroy mosquito breeding sites activities. * Communities and schools shall search for all water-holding containers and other breeding sites of mosquitoes to be destroyed every 4 p.m. at least once a week (in consideration of the life cycle of mosquitoes); this shall be called the “4 o’clock habit”. * Insecticide-treated nets shall be installed in schools, rural health units, dengue wards and other health facilities. * In areas with clustering of dengue cases, schools shall temporarily suspend the wearing of prescribed school uniform and encourage learners to wear light-colored long sleeves and trousers to minimize their risk of mosquito bites. * LGUs shall conduct dengue vector surveillance activities, including identifying major breeding sites and destroying them, monitoring high-risk areas based on vector population using aedes vector surveillance, and monitoring fluctuations in the vector population. * LGUs shall conduct larviciding and space spraying in barangays declared as hotspots, having a clustering of cases, or when there is an outbreak or an impending outbreak. * City and Municipal Health Offices (C/MHOs) shall work closely with their Local Disaster Risk Reduction and Management Offices (LDRRMOs) to coordinate dengue response and ensure effective access to disaster funds. * City and municipalities shall allocate an annual budget for the dengue prevention and control program and shall conduct Indoor Residual Spraying (IRS) two to three times per year in areas identified through vector surveillance as having a presence of dengue-carrying mosquitoes./PN Citation Citation of the article Sornito, I. This trend persists despite widespread advertising of formula milk on television and social media, signaling a successful public health intervention, enhanced awareness, cultural shifts, and collaborative efforts to promote exclusive breastfeeding, said Yvonnie Rose Bu, Nutritionist – Dietitian IV and Regional Nutrition Program Manager at DOH Region 6. DOH-6 urged mothers to practice exclusive breastfeeding for babies from birth up to six months, coinciding with the celebration of Breastfeeding Awareness Month. This year’s theme, “Closing the Gap: Breastfeeding Support for All”, highlights the diverse journeys of breastfeeding mothers and the supportive roles of families, communities, and health workers. “Nearly all mothers in Region 6 are now exclusively breastfeeding their infants from birth and initiating breastfeeding immediately after delivery. This trend is a testament to effective public health interventions, increased knowledge, and cultural changes supporting breastfeeding,” Bu told Panay News. After reaching six months, mothers can introduce supplementary feeding while continuing breastfeeding, said Bu. Bu explained the importance of exclusive breastfeeding, noting that colostrum, the thick, yellowish first milk produced after birth, is rich in nutrients and antioxidants that protect infants against diseases and strengthen their immune systems. Moreover, exclusive breastfeeding offers economic benefits as families do not need to purchase expensive infant formula. “Mothers can save significantly since breast milk is readily available. The declaration was made during the regular session of the Sangguniang Bayan on Wednesday, where Resolution No. 2024-135 was passed. According to the latest report from the Municipal Health Office covering the 32nd morbidity week (January 1, 2024, to August 10, 2024), Tigbauan has experienced a dramatic increase in dengue cases, with 117 recorded incidents and identified clustering in seven barangays: Baguingin, Buyu-an, Dorong-an, Bitas, 3 Poblacion, 2 Poblacion, and Napnapan Norte. This marks a 550 percent increase compared to the same period in 2023, which saw only 18 cases. The latest data from the Provincial Health Office reveal an escalation in cases, with 4,595 reported as of August 10, 2024, including 10 deaths. This marks a 320 percent increase from last year during the same period, which recorded 1,095 cases and a single fatality. The decision to recommend declaring a state of calamity was made during a special meeting at the Casa Real de Iloilo yesterday afternoon, as confirmed by Cornelio Salinas, the head of the Provincial Disaster Risk Reduction and Management Office. According to Salinas, Iloilo has met the criteria set by the National Disaster Risk Reduction and Management Council (NDRRMC) for such a declaration. The criteria include an extremely high incidence of a communicable disease affecting multiple areas and the presence of health events beyond normal expectancy. Currently, three areas — Passi City and the municipalities of Miag-ao, and Tigbauan — have already declared local states of calamity, while Badiangan has reported a dengue outbreak. He also highlighted the critical need for maintaining high biosecurity levels if hog raisers resume operations, as the ASF virus can survive up to 1,000 days in frozen products. “Once they decide to resume, they must implement biosecurity level 1 on their farms, as the threat of ASF is persistent with the virus’s ability to live long in frozen conditions,” Tabuada said. Gov. Arthur Defensor Jr. reassured that the province’s protocols against ASF remain stringent, including a continued ban on frozen and pork products from ASF-affected areas. “Our stance remains unchanged; the ban is still in effect,” said Defensor. The governor noted a gradual recovery in the province’s swine inventory as backyard hog raisers begin to reinvest in swine production. Additionally, the provincial government has allocated funds totalling P4,284,000 for a sentineling program in six municipalities designated as “pink zones”, aimed at restarting pig farming activities. MORE POWER PHOTO ILOILO – Pressing for enhanced electricity services, the Sangguniang Bayan (SB) of Pavia town unanimously approved a resolution on Monday, August 12, calling for the hastening of MORE Electric and Power Corporation’s (MORE Power) expansion into 15 municipalities, and Passi City, in Iloilo Province. Introduced by SB members Daniel Fajardo II and Jose Maria Trimañez, the resolution further urged MORE Power – the sole power distributor in Iloilo City – to not only broaden its operations in Pavia but also to consider a joint venture agreement with Iloilo Electric Cooperative 1 (ILECO 1). The Resolution cited MORE Power’s recent successful collaboration with the Central Negros Electric Cooperative in Bacolod City and Negros Occidental under the Negros Electric and Power Corporation franchise. The Pavia SB’s call comes three years after the municipality’s consumers and local government unit initially campaigned for MORE Power’s service expansion. This was further facilitated through legislation on this introduced by 2nd District’s Cong. Michael Gorriceta. MORE Power’s expansion beyond Iloilo City is legally backed by Republic Act 11918, enacted in August 2022, which permits its establishment, operation, and maintenance of electricity distribution across Pavia, Alimodian, Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, Leganes, Leon, New Lucena, San Enrique, San Miguel, Santa Barbara, Zarraga, and the component city of Passi. These areas are currently being served by ILECO 1, 2 and 3. The Act faced challenges from ILECOs 1, 2, and 3. They contested the constitutionality of MORE Power’s expansion franchise citing overlaps with their own exclusive franchise areas. However, a recent Supreme Court ruling affirmed the legality of MORE Power’s expansion franchise, stating that ILECOs’ franchises are not exclusive. The Pavia SB resolution emphasized that MORE Power has consistently offered lower rates for the residential class compared to ILECO 1 over the past year. Additionally, MORE Power’s generation rate has remained below that of ILECO’s during the same period, it stressed. MORE Power president and chief executive officer Roel Castro said they already extended their primary lines to the boundary of Iloilo City and Pavia town, the target jump-off point for the expansion. The call for MORE Power’s expansion was first made in August 2021. In a privilege speech, Pavia SB member Daniel Fajardo II pointed out that a decrease in the cost of electricity would have a direct impact on the lives of Pavia’s residents and stakeholders such as the various businesses that have made the municipality their base of operation. He cited as example neighboring Iloilo City which enjoyed a dramatic drop in electricity rate by MORE Power. Fajardo’s privilege speech prompted the SB to unanimously pass a resolution seeking the possibility of Pavia being covered by MORE Power’s service. “We are adjacent to Iloilo City. It is our duty to provide our stakeholders with cheaper power to help them grow their businesses that will hopefully translate to more investments, jobs and tax revenues for the municipality of Pavia,” Fajardo said. Castro acknowledged the clamor by those outside of Iloilo City for better service and lower rates. “As a public utility, we cannot turn our back on this. May obligation tayo and if people are wanting to receive our service then we cannot deny that,” said Castro. What the SC Says Upholding the validity of MORE Power’s expansion franchise, the Supreme Court ruled that electric cooperatives do not have a constitutional right to an exclusive franchise within their coverage areas. In an en banc decision dated July 30, the high tribunal stressed: “A franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee. Thus, it must yield to serve the common good, as determined by Congress.” The SC decision was penned by Associate Justice Rodil V. Zalameda. This high court ruling means that MORE Power can now expand its service areas to 15 towns and the component city of Passi. The Supreme Court pointed out that Congress enacted RA 11918 to make electricity more affordable for the people of Iloilo province. Congress determined that expanding MORE’s franchise would promote healthy competition since MORE was capable of offering lower energy rates, the tribunal said. “Without competition, ILECOs can easily dictate the price of electricity. Allowing the entry of another player thus benefits consumers, who no longer have to wait until ILECOs’ franchises expire in 2029, 2039, and 2053.
