Arthur Defensor Jr. is convening the province’s Community Defense Cluster this Friday, March 6, to prepare contingency measures that include possible energy-saving policies and adjustments in government work arrangements. The meeting will tackle the province’s readiness for possible fuel price surges, electricity demand during the hot dry season, and measures to cushion the impact on government operations and households. “Our Community Defense Cluster will convene tomorrow for Middle East Crisis, Summer Preparation, and Rice Program… including energy,” Defensor said when asked by Panay News if the provincial government plans to implement energy conservation measures at the Iloilo Provincial Capitol amid concerns over possible fuel shortages and rising prices if the conflict continues. Among the options being considered by the provincial government is the implementation of a proposed four-day workweek at the Capitol to reduce electricity consumption and government resource use. The governor’s initiative comes as national authorities also call on government agencies to tighten energy conservation efforts amid global uncertainties. On Wednesday, March 4, the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) issued a letter urging government offices to strictly implement the Government Energy Management Program (GEMP). “To mitigate the impacts of ongoing international developments, and to ensure ample electricity during the hot dry season, the mandatory implementation of energy efficiency and conservation measures to realize at least 10 percent savings, and the strict implementation of the GEMP Guidelines and relevant IAEECC resolutions are enjoined,” the letter stated. Under the program, government agencies are directed to adopt measures such as activating sleep settings on office equipment, setting air-conditioning units to no lower than 24°C, switching to LED lighting and inverter air-conditioning units, and using on-site renewable energy sources when available. Other recommendations include turning off lights and computers during lunch breaks in offices without a no-noon-break policy and adopting flexible work arrangements or straight eight-hour office operations when feasible. Local governments in Iloilo have also begun considering similar initiatives. Badiangan Mayor Suzette Mamon said she is preparing to issue a memorandum ordering energy conservation at the municipal hall and rationalizing fuel consumption for government vehicles while encouraging residents to do the same. “I am about to issue memorandum on the rationalized use of vehicles and electric power conservation and other related modalities,” Mamon told Panay News when asked if the municipality would adopt energy-saving measures. President Ferdinand R. The additional funding, which raises this year’s LGSF allocation to over P34 billion and brings the total fund to almost P58 billion, was unveiled during the launch of “Sa Bagong Pilipinas, Bawat Bayan Makikinabang” at Malacañang Palace on Monday, Feb. 23. The initiative aims to strengthen local government units (LGUs) by increasing financial support to enable faster and more responsive delivery of services at the community level. “Today, this Administration launches ‘Sa Bagong Pilipinas, Bawat Bayan Makikinabang,’ an initiative anchored on the principle that our local government must be empowered to respond to the needs of the people. This figure represents 58% of the estimated 367,907 dog population in the province, a significant stride toward eliminating rabies through mass immunization. The campaign, which spanned three months, was participated in by 43 local government units (LGUs) and forms part of the provincial government’s intensified health and zoonotic disease prevention program. Several municipalities exceeded the global benchmark, with Banate, Cabatuan, and Miag-ao recording a 96% vaccination rate. Other top-performing towns included Barotac Viejo (94%), Batad (93%); Leganes, Anilao, Oton (92%); Dingle (91%); New Lucena (89%); Carles (88%); Lemery (85%); Tigbauan (80%); Maasin (79%); San Miguel (77%); Tubungan (74%); Igbaras (73%); San Joaquin (72%); and Concepcion (70%). Gov. Arthur Defensor Jr., who attended the SONA at the Batasang Pambansa in Quezon City, expressed satisfaction with the speech’s directness and emphasis on concrete accomplishments over the past two years. He was particularly pleased with the updates on agricultural programs and projects, which align with his administration’s goals of achieving food security for Ilonggos and contributing to the country’s overall needs. “The opening remarks about agriculture, followed by the President concluding with developments in the rice sector, coincide perfectly with our goals,” said Defensor. Defensor also highlighted the nearly P 20-billion Jalaur River Multipurpose Project Stage II (JRMP-II) in Calinog, which comprises three dams and spans over 80 kilometers of line canals. This project is anticipated to enhance agricultural development and the local economy by benefiting more than 25,000 farmers with a consistent irrigation supply. At the inauguration ceremony on July 16, President Marcos led the unveiling of the high dam marker and ceremonially activated the opening of the three dams, reinforcing the project’s significance. In education, Defensor appreciated the President’s acknowledgment of issues like reading proficiency among learners. “The focus on enhancing reading proficiency and critical thinking is something we are also committed to in our province,” he added. Although some expected infrastructure projects like the Panay-Guimaras-Negros Bridges and the development of Iloilo Airport in Cabatuan were not mentioned, Defensor remains confident that these initiatives will proceed as planned.
