ILOILO – The geotechnical study for the P802-million unfinished Aganan Flyover in Barangay Aganan, Pavia town by Metro Manila-based Abinales Associates Engineers + Consultants has started.&#13;
&#13;
The study will help determine whether the flyover requires rectification or if the design by the United Technology Consolidated Partnership (UTCP) can remain.&#13;
&#13;
According to Department of Public Works and Highways (DPWH) Region 6 director, Engineer Sanny Boy Oropel, the study began last week with the first phase involving field evaluation to assess the physical conditions of the flyover site.&#13;
&#13;
This assessment aims to determine which sections of the flyover – which is designed to be 436.90 meters long including the protection approaches – need drilling first.&#13;
&#13;
The hiring of a third-party consultant for the Aganan Flyover was prompted by inconsistent soil test results between UTCP’s tests and the confirmatory and seismic tests conducted by DPWH-6. These tests varied significantly, particularly in the determination of the depth of solid ground, which serves as the foundation for the flyover piers.&#13;
&#13;
While UTCP found solid ground at a depth of 24 meters, DPWH-6’s tests indicated that solid ground was at a depth of 40 meters or more.&#13;
&#13;
Due to concerns raised by DPWH-6’s confirmatory tests, the construction of the Aganan flyover was halted last December 2023.&#13;
&#13;
Oropel noted that while the public might not see the actual works onsite due to the absence of deployed equipment and drilling activities, preliminary evaluations and investigations have already been accomplished.&#13;
&#13;
“We have started, but it might not be visible yet; however, they have made initial progress in their evaluations and field investigations,” said Oropel in an interview with Panay News.&#13;
&#13;
Heavy equipment and drilling machines are expected to be deployed by the consultant early this week to commence the actual geotechnical investigations.&#13;
&#13;
Such investigations are crucial in trenchless operations, providing essential data on the subsurface conditions that influence the selection of digging tools and assess potential environmental impacts.&#13;
&#13;
Oropel has tasked the consultant to complete the investigation within two months.&#13;
&#13;
UTCP was previously engaged by the DPWH-Central Office’s Bureau of Design to conduct soil testing and design the Aganan Flyover and the controversial Ungka Flyover in Barangay Ungka, Pavia.&#13;
&#13;
Oropel expressed urgency in completing the geotechnical study, requiring the consultant to expedite the process by adding additional drilling machines.&#13;
&#13;
“We are rushing to find a solution for the Aganan Flyover so we can resume construction, which was halted last December 2023 due to concerns raised by our confirmatory tests, especially since Aganan and Ungka are along the same alignment and very close to each other,” added Oropel.&#13;
&#13;
Regarding the design revision for the 50 meters center span of the flyover, Oropel confirmed that the change from concrete to steel girders is final, ensuring the stability of the span and allowing for nighttime installation without disrupting traffic./PN&#13;

ILOILO City – Several government offices in Iloilo are set to reduce their working hours today, September 23, to mark the annual celebration of Family Week and “Kainang Pamilya Mahalaga” Day.&#13;
&#13;
This adjustment follows the directives issued by Executive Secretary Lucas Bersamin through Memorandum Circular Number 64, dated September 12, in accordance with Proclamation No. 60 of 1992 and Proclamation No. 326 of 2012.&#13;
&#13;
These proclamations respectively designate the last week of September as Family Week and the fourth Monday of September as “Kainang Pamilya Mahalaga” Day. Consequently, work in government offices within the executive branch will be suspended starting at 3 p.m.&#13;
&#13;
However, essential services such as basic health care, disaster response, and other critical services will remain operational during this period.&#13;
&#13;
The National Committee on the Filipino Family encourages all government workers in the executive branch to actively participate in Family Week’s scheduled programs and activities.&#13;
&#13;
In line with these observances, the local government unit of Barotac Viejo has also announced a shortened workday for Monday.&#13;
&#13;
Mayor Nielo Tupas issued Executive Order Number 2024-022, declaring the suspension of work in all government offices within Barotac Viejo from 3 p.m. onwards on September 23, to allow government employees to spend time with their families.&#13;
&#13;
The Philippine Statistics Authority (PSA) in Iloilo City has advised that their office will close at the same time, in alignment with the national observance. They note that clients needing document services on September 23 can do so until the closure time, with regular operations resuming the following day.&#13;
&#13;
The Department of Social Welfare and Development (DSWD) has been designated as the lead agency for this year’s National Family Week celebrations, which will run from September 23 to 27.&#13;
&#13;
DSWD encourages all Filipino families to focus on strengthening familial bonds and improving communication. The theme for this year, “Pamilyang Tutugon sa Pagbabago ng Panahon,” highlights the impact of climate change on families and emphasizes their role in climate action.&#13;

Treñas, such as the establishment of off-site payment centers and the hosting of investment forums, have contributed to a more conducive business environment.&#13;

ILOILO City has secured a spot as finalist to the 2024 Most Business-Friendly Local Government Unit (LGU) Award by the Philippine Chamber of Commerce and Industry (PCCI).&#13;
&#13;
Mayor Jerry P. Treñas attributes this honor to the city’s dynamic approach to fostering a business-friendly climate that bolsters the local economy and improves the lives of citizens. &#13;
&#13;
“We believe that by nurturing a welcoming environment and supporting businesses of all sizes, we create a vibrant economy that enhances the quality of life of all our residents. This recognition reflects our commitment to maintaining and even improving what Iloilo is today — a city where innovation and entrepreneurship thrive,” Treñas said.&#13;
&#13;
He stressed that this affirms investors’ confidence and manifests the much-improved governance and strong public-private partnerships.&#13;
&#13;
Treñas also thanked everyone who contributed to this effort and expressed excitement to continue working together to build a prosperous future for Iloilo City.&#13;

City government officials are scheduled to present before a panel of judges today, September 23 in McKinley Town Center, Fort Bonifacio, Taguig City.&#13;
&#13;
Significant initiatives on fast-tracking sustainable local economic development will be highlighted, including ease of doing business, investment promotion, and enhancing sectoral competitiveness.&#13;
&#13;
PCCI annually recognizes LGUs that have demonstrated outstanding efforts in instituting good governance reforms to promote trade and investments, transparency, accountability, and efficiency in delivering business services to generate inclusive and sustainable growth and fast-track local economic development in their localities.&#13;
Iloilo City was cited as Most Business-Friendly LGU in 2023 and 2019, recipient of the Special Citation Award in 2022 and 2020, and a national finalist in 2021.&#13;
&#13;
Some recent innovations in the metropolis include the establishment of off-site payment/business centers in four malls for easy, fast, and convenient application, renewal and payment of business permits, and other payment-related transactions.&#13;
&#13;
Through the Local Economic Development and Investment Promotion Office, the city has also introduced the Uswag Negosyo Academy for the development of micro and small enterprises; pushed for incentives for investments; conducted business-friendly consultations; implemented the Innovate Iloilo Project; and established the Iloilo City Business Coordination Council.&#13;
&#13;
On the other hand, representatives from the World Bank and the International Monetary Fund (IMF) are scheduled to visit Iloilo City to evaluate its development potential and resilience, and to explore opportunities for collaboration. &#13;
&#13;
A team from the IMF requested to meet with the mayor and other city government officials on September 23 as part of the annual IMF Article IV Consultation Mission to the Philippines.&#13;
&#13;
Led by Ms. Elif Arbatli Saxegaard, the IMF aims to assess the potential impact of external developments on the business prospects of regional growth centers.&#13;
&#13;
For this, they will particularly meet with the local banking sector, business communities, Business Process Outsourcing (BPO) industry, and relevant organizations from the renewable energy sector.&#13;
&#13;
The IMF is an international financial institution that conducts surveillance of member economies, provides lending to member countries in case of balance of payments difficulties, and provides capacity development in economics and finance.&#13;
&#13;
Treñas expressed enthusiasm about the upcoming meetings, noting the significance of the World Bank’s initiatives for local development. &#13;
&#13;
“Ang World Bank, usually nagakadto ina kay may mga initiatives sila nga i-develop sa aton. I am looking forward to the meeting… You don’t get the World Bank to come here and just listen to us,” Treñas shared.&#13;
&#13;
World Bank representatives will be in Iloilo City on October 2 to better understand the city’s practices on planning, finance, and investment in smart and resilient infrastructure and service delivery.&#13;
&#13;
Senior Urban Development Specialist Narae Choi, Task Team Leader, particularly requested through a letter if she could meet with Treñas and those involved in urban planning, budgeting, and implementation, with a particular focus on local fiscal management and taxation and smart city investment planning.&#13;

The World Bank’s technical assistance program, Strengthening Local Government Finance and Development to Build Urban Resilience, aims to support delivering climate-resilient urban infrastructure and services. &#13;

The institution does this by enhancing local financing and investment planning, improving creditworthiness and access to climate financing, advancing property tax reforms and local revenue generation, and developing smart city programs./PN&#13;

ILOILO – Ann Rapunzel Ganzon, Social Welfare Officer IV at the Provincial Social Welfare and Development Office (PSWDO) of the Iloilo provincial government, was honored as a Presidential Lingkod Bayan Awardee by the Civil Service Commission (CSC).&#13;
&#13;
&#13;
The award was personally conferred by President Ferdinand Marcos Jr. during the awards rites for the 2024 Outstanding Government Workers at Malacañan Palace on September 18.&#13;
&#13;
The ceremony was attended by Executive Secretary Lucas Bersamin, CSC Chairperson Atty. Karlo Alexie Nograles, Commissioner Atty. Aileen Lourdes Lizada, and Commissioner Atty. Ryan Alvin Acosta.&#13;
&#13;
Ganzon was recognized for her significant contributions to enhancing the lives of persons with disabilities (PWDs) in Iloilo through leading various projects, innovations, and initiatives aimed at empowering and safeguarding their health, wellness, rights, and privileges.&#13;
&#13;
Accompanied by Gov. Arthur Defensor Jr. and her father, Iloilo City’s Vice Mayor Jeffrey Ganzon, she received a gold-gilded medallion from the Bangko Sentral ng Pilipinas, a Presidential Plaque, and a cash reward of P200,000.&#13;
&#13;
Additionally, Ganzon is entitled to an automatic promotion to the next higher position.&#13;
&#13;
The Presidential Lingkod Bayan Award, the highest recognition given to public servants, honors exceptional contributions with a nationwide impact on public interest, security, and patrimony.&#13;
&#13;
Ganzon is among 28 individuals and groups acknowledged by President Marcos this year, alongside recipients of the Outstanding Public Officials and Employees (Dangal ng Bayan) Award and CSC Pagasa Award.&#13;
&#13;
In his address, President Marcos commended the awardees for their roles in boosting the economy’s efficiency and improving government operations and service provisions.&#13;
&#13;
“You serve as the pillars upon which our government can draw its confidence and to build its momentum in achieving a Bagong Pilipinas. Let us remember that the impact of our work does not lie in the recognition that we receive or the laurels that we are given. It lies in the hearts that we have touched, the communities that we have reached, and the lives that we have changed. After all, government work is about making our people, our country, and our world better than when we found it,” he said.&#13;
&#13;
The event also marked the culmination of the 124th Philippine Civil Service Commission Service Anniversary, celebrated every September. Prior to receiving her award, Ganzon, along with Provincial Agriculture’s Office chief Dr. Ildefonso Toledo, was recognized as a regional winner of the Presidential Lingkod Bayan Award by CSC-6./PN&#13;

ILOILO – President Ferdinand “Bongbong” Marcos Jr. said life-saving care will be more swiftly accessible to the residents of Region 6, particularly in vulnerable communities and geographically isolated and disadvantaged areas.&#13;
&#13;
His announcement came during the handover ceremony of 51 state-of-the-art Patient Transport Vehicles (PTVs) at Plaza Paloma, Passi City, on Thursday morning, September 19.&#13;
&#13;
The distribution of the PTVs was part of the Medical Transport Vehicle Donation Program (MTVDP) spearheaded by the Philippine Charity Sweepstakes Office (PCSO).&#13;
&#13;
Negros Occidental received the highest number, 19 PTVs, followed by Iloilo Province with 18, Antique with seven, Aklan with four, and Guimaras with three.&#13;
&#13;
“It is always great to return to Iloilo and receive the same warm welcome from the Ilonggos,” Marcos said.&#13;
&#13;
He emphasized the commitment to quick delivery, stating, “Promises only go so far — it is how quickly you deliver that truly matters.”&#13;
&#13;
During his speech to the elected local officials of Western Visayas, Marcos highlighted the recent outpouring of support for the government’s free programs and services under the “Handog ng Pangulo: Serbisyong Sapat para sa Lahat Program” held at the Iloilo Provincial Capitol last week.&#13;
&#13;
“These vehicles are crucial in ensuring that help arrives without delay, as every second matters in health care,” Marcos said.&#13;
&#13;
PTVs are vital in transporting patients during emergencies such as typhoons, delivering medical supplies, and bridging vital gaps in medical response.&#13;
&#13;
The PTVs are equipped with stretchers, oxygen tanks, blood pressure monitors, and other essential medical equipment.&#13;
&#13;
Marcos underscored the importance of the PCSO’s program, noting that since July 2024, around 416 PTVs have been distributed to various local government units (LGUs) across the country, excluding the National Capital Region, where the demand is not as high.&#13;
&#13;
The President also revealed the approval of a P2 billion budget this year for the acquisition of 1,000 more PTVs to cover all cities and municipalities in the Philippines, aiming to enhance disaster preparedness and response both locally and nationally.&#13;
&#13;
“We promise that one day every town and city will be equipped with fully operational PTVs and medical responders on standby,” Marcos declared, urging LGUs to use the ambulances effectively and ensure they are not left idle./PN&#13;
