The maiden flight was preceded by an 8 p.m. launch event hosted by Cebu Pacific Air, carrier of the inaugural Flight 5J 242, said the Civil Aviation Authority of the Philippines (CAAP) – Iloilo terminal supervisor, Arthur Parreño. A ceremonial water cannon salute was also given to Flight 5J 242. The flight schedule for the Iloilo-Hong Kong route includes departures every Tuesday, Thursday, Saturday, and Sunday, with return flights from Hong Kong scheduled for every Wednesday, Friday, and Monday. The Iloilo Airport used to host regular flights to and from Hong Kong and Singapore but these were all cancelled when the COVID-19 pandemic struck in 2020. According to Parreño, the Iloilo Airport is well-equipped to handle the increased passenger traffic, noting among others that the airport’s air-conditioning units have been repaired and additional chairs have been installed. Manuela Luisa Palma, manager of the Iloilo Airport, confirmed that the airport has been ready to manage international flights since last year, specifically highlighting the preparedness of the pre-departure area in the main passenger terminal building. Palma mentioned that Gate 3 of the terminal, designated for international flights, can accommodate 150 international passengers and has the capability to expand capacity by adding more chairs if needed. Palma also expressed confidence that the resumption of international flights would boost the economy of Iloilo City and the province, making it more accessible and affordable for travelers through direct flights. The Iloilo Airport is situated on 188 hectares of land covering barangays Tabucan, Tiring, Gaub, Duyan-Duyan, and Manguna in Cabatuan, Iloilo. The airport complex consists of a single runway, various administrative and maintenance buildings, waste-sorting and water-treatment facilities, a power-generating station, a cargo terminal, and a main passenger terminal. Citing their economic importance, Iloilo City’s Mayor Jerry Treñas has been pushing for the resumption of international flights to Singapore and Hong Kong from the Iloilo Airport. Treñas pointed out the large number of overseas Filipino workers (OFWs) from Iloilo who are hoping for the reinstatement of flights to Hong Kong and Singapore. The conference, themed “Empowering Indigenous Peoples through Research, Policies, and Cultural Recognition,” brought together over 300 scholars, experts, and Indigenous Peoples (IPs) representatives from across the Philippines. The event aimed to foster empowerment for IP communities by promoting cultural recognition, bridging gaps in academic research, and addressing the inequalities faced by IPs. Petrola, director of CHIC, emphasized the importance of collaboration between scholars, government, and IP youth, stating, “This is more than a research conference. Dr. Elena Gonzaga, the chief education supervisor of the Curriculum and Learning Management Division at DepEd-6, pointed out that teachers still need to employ the mother tongue, especially when explaining complex Filipino or English terms to ensure learners fully grasp the concepts. “The medium of instruction is crucial not only in early education but across all grade levels, including college, where the mother tongue serves as a conversational language,” Gonzaga explained. As of this writing, DepEd-6 is awaiting the Implementing Rules and Regulations (IRR) from its Central Office before it can proceed with the cessation of the mother tongue as the medium of instruction from Kindergarten to Grade 3. Gonzaga emphasized the necessity of these guidelines to officially halt the use of the mother tongue in educational settings. Gonzaga issued the clarification in response to inquiries about the implications of the recently enacted Republic Act (RA) No. 12027. This Act, which lapsed into law on October 11, amends sections 4 and 5 of the Enhanced Basic Education Act of 2013 (RA No. 10533). The amendment discontinues the use of regional or native languages as the primary medium of instruction, which was previously mandated by the Mother Tongue-Based Multilingual Education (MTB-MLE) approach. Under the new RA 12027, the medium of instruction will revert to Filipino and, until further legislation, English. Regional languages will continue to serve as supplementary media for instruction. The law also allows for optional implementation in monolingual classes where all learners speak the same mother tongue. Additionally, the law mandates that DepEd must review the optional implementation of the MTB-MLE Program in monolingual classes three years post-effectivity and develop a mapping policy to assess and classify learners based on their native languages one year after the law takes effect. This mapping will help systematically determine the existence of monolingual classes each school year. RA 12027 will officially take effect 15 days after its publication in the Official Gazette. Text Any textual data included in the document ILOILO City – Metro Pacific Iloilo Water (MPIW) has taken proactive steps to address the water supply shortage brought about by the on-going preventive maintenance services by one of its bulk water suppliers, deploying 30 water tankers, 180 stationary tanks in areas experiencing intermittent water supply to ensure that residents and businesses have access to water during this period. MPIW also implemented revised water supply window schedule starting October 14 to ensure customers have available water on a certain hour of the day while the preventive maintenance is conducted. Angelo David Berba, MPIW’s Chief Operating Officer, held a meeting on Wednesday with Acting Mayor Jeffrey Ganzon and several department heads at the City Hall. During the meeting, MPIW presented its action plans currently being implemented to mitigate the impact of the maintenance activities on affected residents and ensure that water supply is provided to critical areas. These initiatives aimed at reducing the inconvenience caused by the temporary water shortages and maintaining service reliability for the city’s population. MPIW’s water tankers with varying capacity from 7-18 tons conduct more than 100 trips per day to more than 150 water injection points located in strategic areas within the city. Apart from the water delivery though water tankers and stationary tanks, Berba announced in a press briefing that water network adjustments were implemented to equitably distribute available water to all its customers on a certain period of the day. The adjustments ensure that 40-50 million liters per day (MLD) water supply from one of its bulk water suppliers, Metro Iloilo Bulk Water (MIB) located in Sta. Barbara, will be redirected to affected areas during their water supply window schedule. However, factors like aging pipes, illegal connections, household motor pumps, and high non-revenue water or water losses may cause slow water pressure to build up which can cause delays in water availability during the scheduled supply window. “Our operations team pro-actively monitors water pressure and conducts emergency network calibration in areas with low pressure to no water and to ensure water availability for customers during their supply window,” read MPIW’s advisory. In a separate interview, Vice Mayor Ganzon praised MPIW’s swift action in aiding barangays affected by the water shortage. “Water is a basic need of our constituents. We met with the MPIW to discuss further on how we can activate additional mitigating measures to address this situation,” Ganzon said. For his part, Berba emphasized the current water shortage is temporary since the normal water level is around 75 to 79 million liters per day. “But because of FloWater’s one-week preventive maintenance, it would result in a 40 percent reduction of supply in Metro Pacific Iloilo Water,” said Berba. Berba added the hardest-hit area due to the water supply issues is the City Proper district, primarily because it is a low-lying area and located at the end of MPIW’s water network system. He emphasized that MPIW has eight (8) on-going pipelaying projects in the city to date to address this issue and will be groundbreaking the desalination plant by end of the year which can provide additional 60-65 MLD water supply to Iloilo City. Low-lying areas are more vulnerable to water pressure problems, making them more susceptible to experiencing reduced water supply or even no water at all during maintenance activities. FloWater Resources Inc., one of MPIW’s bulk water suppliers, shut down its water treatment plant to conduct repair and maintenance activities from Oct. 14 to 21. The preventive maintenance aims to ensure its maximum plant operations, hence improving efficiency of water supply delivery which in turn will help further improve our water service delivery to Ilonggo communities.
