Arthur Defensor Jr. welcomed the inclusion of his proposal to establish hemodialysis centers in 12 district hospitals, including the Iloilo Provincial Hospital, in the newly added 13 projects in the public-private partnership (PPP) pipeline. PPP Center deputy executive director Jeffrey Manalo announced that the new projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies. One such proposal, submitted by Panay Medical Ventures Inc., aims to establish hemodialysis centers in the provincial and district hospitals of Iloilo. “Thank you very much because that was our goal when we visited the PPP Center last month, to check the overall completeness of the proposal,” Governor Defensor told Panay News. When asked about the next steps, Defensor explained that the unsolicited proposal would be sent to the provincial government for negotiation and subsequent approval by the PPP board. After approval, the terms of negotiation with the proponent will be set, and once agreed upon, the proposal will undergo a competitive challenge. “We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said. If the three initial dialysis centers prove successful and there is a demand for more dialysis centers in other district hospitals, further establishments will be pursued. For Defensor, these dialysis centers are crucial; they will help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis. “This way, our residents from various towns will no longer need to travel to the city,” the governor explained. Defensor hopes to finalize the partnership with an interested company before the end of 2024, aiming to start the establishment of dialysis centers in district hospitals as soon as possible. Under the PPP Code, all unsolicited proposals must first be submitted to the PPP Center for a completeness check. In 2023, Dr. Paz V. Calopiz, head of the provincial government’s Hospital Management Office (HMO) managing 12 district hospitals and the Iloilo Provincial Hospital (IPH), said the capitol had started exploring the possibility of establishing dialysis centers through PPP. But aside from PPP, the provincial government is also studying whether it could fund the same on its own. Calopiz said maintaining dialysis operation is arduous; the provincial government has to hire specialists like doctors, nurses and medical technologists to manage the unit. For the dialysis machines, meanwhile, she said this could be requested from the Department of Health (DOH). From January 1 to February 24, the Iloilo Provincial Health Office (IPHO) recorded 112 cases – a 96 percent dropped from the 2,782 cases recorded during the same period in 2023. HFMD is a contagious viral infection most commonly found in young children. It is characterized by mouth sores and rashes on the hands and feet. The municipalities reporting the highest number of cases so far this year were Lambunao with 24 cases, followed by Banate and Barotac Viejo with 11 cases each, Igbaras with 10 cases, Oton with eight, San Dionisio with seven, Lemery with six, Badiangan with five, Zarraga with four, and Leon with three. Other towns reporting cases were San Joaquin, Mina, Passi City, and Calinog, each with two cases; Bingawan, Sara, Tubungan, Leganes, Santa Barbara, and Cabatuan, also with two cases each; and Ajuy, Janiuay, Miag-ao, Tigbauan, Guimbal, San Rafael, and Maasin, each with one case. Fifteen towns have reported no cases: Alimodian, Anilao, Barotac Nuevo, Batad, Carles, Concepcion, Dingle, Dueñas, Dumangas, Estancia, New Lucena, Pavia, Pototan, San Enrique, and San Miguel. The province of Iloilo is comprised of 42 towns and one component city, Passi. The IPHO attributed the decrease in cases to heightened public awareness about HFMD, particularly regarding preventive measures such as maintaining cleanliness and hygiene, especially among children, and isolating children or keeping them home from school if they exhibit signs and symptoms of HFMD. Other signs and symptoms of HFMD include fever, sore throat, feeling unwell; painful, red, blister-like lesions on the tongue, gums, and inside of the cheeks; a red rash without itching but sometimes with blistering on the palms, soles, and sometimes the buttocks; irritability in infants and toddlers; and loss of appetite. Dr. Maria Socorro Colmenares-Quiñon, the IPHO chief, noted that most HFMD cases occur in children, especially those at the Day Care and Grade School level. She explained that the virus spreads when children touch surfaces that have also been touched by an infected child. Quiñon advised parents to seek permission from teachers to excuse their child from classes for seven to 10 days upon noticing early symptoms of HFMD to prevent spreading the infection. Teachers in daycare centers are reminded to practice frequent sanitation and disinfect commonly touched surfaces, such as doorknobs, tables, and chairs, to help prevent the spread of the disease. Now part of the runway of the Iloilo International Airport, the Tiring Landing Strip was the location where Japanese forces under Lieutenant Colonel Ryoichi Tozuka surrendered to American forces on September 2, 1945 — a pivotal moment in the Liberation of Panay. The NHCP, the local government unit of Cabatuan, and CAAP are currently coordinating the schedule for the unveiling ceremony. The aim is to prevent overcrowding at tertiary and district hospitals, explained Dr. Bea Camille Natalaray, medical officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6. Dengue is a mosquito-borne viral infection causing a severe flu-like illness, sometimes leading to potentially lethal complications, commonly referred to as severe dengue. Not all dengue patients require hospitalization, Natalaray clarified, adding that patients are classified as either without warning signs or with warning signs. “It is important that parents and healthcare workers know how to recognize the warning signs of dengue,” said Natalaray. According to the new protocol, patients showing warning signs as assessed by a doctor should be admitted to the hospital for case management. Warning signs include severe abdominal pain, persistent vomiting, rapid breathing, bleeding gums and nose, vomiting blood, and fatigue. Conversely, patients without these signs can be managed as outpatients or remain at home, provided they have regular follow-ups at their local Rural Health Unit (RHU). For those not exhibiting severe symptoms, Natalaray advised ensuring adequate fluid intake as prescribed by doctors and monitoring for any changes, such as the need to urinate every six hours. She warned parents against feeding children with dengue dark-colored food, as it complicates the diagnosis of potential internal bleeding. With no specific treatment for dengue at the moment, healthcare providers focus on supportive management, primarily fluid management, to prevent dehydration. Natalaray also confirmed the establishment of “dengue fast lanes” in hospitals to expedite the treatment of patients and reduce waiting times. Recent data from the DOH-6’s Regional Epidemiologic Surveillance Unit (RESU) reveals a consistent surge in dengue cases. As of August 3, 2024, there were 10,188 reported cases, a 114 percent increase compared to the same period last year, with 1,743 new cases. The current cases have resulted in 20 deaths, marking a 0.2 percent case fatality rate.
